Call to Order, Approval of the Agenda, Approval of Minutes, and Public Comments. A. Chair Allen Reinhard called the meeting to order at 4:00 pm. In attendance were Rick Atherton, Nelson (Snookie) Eldridge, Leslie Forbes (left at 5:21 pm), Allen Reinhard, Bert Ryder (arrived at 4:07 pm), Lee Saperstein, and Stephen Welch; there was a quorum at all times. Absent: Nat Lowell and John Stackpole B. Public Comment. None. Chair Reinhard reminded us that we all need to do our annual conflict-of-interest training and submit a printed verification of passage of the on-line test to him or to Erika Mooney in the Town Administration office. C. Minutes. Snookie Eldridge moved and Leslie Forbes seconded approval of the minutes from December 19, 2017. They were approved unanimously. 2. Harbor Walk Project: Develop Description and Vision Statement. Allen Reinhard reminded the committee that the Harbor Walk project was discussed at our last meeting. Consensus at that time was that we needed something illustrative of the project: sketches, text, etc. He said that today would be a good time to start transforming the concept into plans. The first issue is to define end points. The original concept was for the walk to extend continuously from Station Brant Point right around to the beach that protects the wet lands of Consue Springs and the Creeks. That beach extends from 102 Washington Street, the boat -launching site, along Town -owned property to the mouth of Consue Creek. Rick Atherton saw the beach as a natural walkway. Interior to Consue Springs is the Ottison Property at 160 to 170 Washington Street, now controlled by the Nantucket Island Land Bank, which was also mentioned as a possible location for a walkway. Nantucket Island Resorts, NIR, has marked portions of the wharves, Old North, Straight, and Old South, as a "Harbor Walk." The walk would continue from Petrel's Landing along the beach in front of Washington Street. At Washington Street Extension, there is a condominium at 80 Washington Street, in the way although there is now a walkway at the top of the bulkhead. Allen Reinhard will follow up with Jeff Carlson to see if that structure has a Chapter 91 License. Leslie Forbes and Lee Saperstein mentioned that they have examined the deeds for that condominium and have seen Conservation Commission conditions on the original deed and for the new renovations but no Chapter 91 License. Further along, the Great Harbor Yacht Club has a well -marked pedestrian walkway. Allen Reinhard said that a Land Bank expert has contacts with the Waterways Division of the Department of Environmental Protection, MassDEP, and their Chapter 91 division. The western end of the walk, beginning at Station Brant Point, will need to cross or go around the land of the Nantucket Yacht Club. There are two potential routes at the eastern end of the walk: 1) along the beach and 2) at the boundary between the salt marsh and solid land, from Goose Pond Lane to Monomoy Creek Road, The former is mostly over publically accessible land; the latter has multiple private properties between Goose Pond Lane and East Creek Road, thence on to Monomoy. The saltmarsh is Town -owned land and is accessible at the end of Spruce Street. We have discussed building a viewing platform at the end of East Creek Road or Spruce Street. Envisioning the actual structure, committee members suggested that it might be a walkway on pilings, including railings. Essentially, we are considering a raised walkway. Of course, on the beach, it might be an accessible walkway but not raised. It will be intended for pedestrians only, not bicyclists. Allen Reinhard reminded us that Remain Nantucket is interested in promoting a harbor walk. They have engaged engineering consultants (VBH) and we expect that more information will be forthcoming from both Remain and their consultants. Town personnel have been participating in these talks. Stephen Welch reminded us that the walkway, if we are interested in promoting it, needs to go into the Town's Transportation Plan and, eventually, into the Capital Projects List. Leslie Forbes reminded us that a harbor -walk feature could be inserted as a desirable condition for Chapter 91 licenses. Lee Saperstein suggested that we report to the Board of Selectmen on our harbor walk efforts. Rick Atherton asked about the status of our earlier report to the Town on Chapter 91. As far as we know, it has not been forwarded to the Board. He said that we could also give a separate status report on the Chapter 91 License compliance at Straight Wharf. At out next meeting, we could sketch the route onto a GIS map and identify problem areas of access and ownership. This could be done both on a paper version of the map or on line. Further in time, we can coordinate our efforts with those of Remain and seek guidance from the Conservation Commission on needed permissions. [Action: Allen Reinhard to meet with Jeff Carlson on Chapter 91 issues connected to the harbor walk] 3. Cliff Road Sidewalk Project: Next Steps. Mike Burns, Transportation Planner, had a conflict with this meeting; it is assumed that we need to get his advice on next steps for the suggested Cliff Road sidewalks. In that the committee does want to make a formal suggestion for sidewalks, we need to know the appropriate planning and design steps. Expanding on this conversation, Stephen Welch said that we should collect all 2 s of the connector sidewalks into one major report: Pleasant Street, Prospect Street, and Cliff Road. He also suggested that we could use the "Complete Streets" program for additional guidance. 4. Somerset Road Follow Up and Winn Street Update. Progress in obtaining information on potential projects along Somerset Road and Winn Street has been delayed because the Assistant DPW Director is leaving and he was the contact point for road developments. Following up on the public comments provided to us at the last meeting by the Crowells, we would like to know the status of drainage catch basins along Somerset Road and whether additional cleaning would improve road conditions. We know that there is interest in re -building Winn Street and we would like, also, to know its status. In the right condition, it can become part of our bicycle connector route. [ACTION: Allen Reinhard to ask DPW Director about Somerset Road and Winn Street.] 5. Mill Hill Bike -Path Connector Update. Work should start this spring on the bike path through Mill Hill Park. The path will enter the park next to North Mill Street and exit along Old Farm Road or Mill Hill Lane. Old Farm is not open to cars from the park but it is to bicycles and pedestrians. We will follow progress of the construction. Land Bank has purchased lots at Mill and North Mill but they are not part of the bike path connector. Rick Atherton suggested that we ask the Town to solidify the status of pedestrians on North Mill Street. Allen Reinhard said that he would follow up to see if anyone in the Town is looking at this status. [Action: Allen Reinhard to talk to planning department to determine pedestrian status on North Mill Street between Angola and Prospect Streets] 6. Old, New or other business: Access to Historic Coloured Cemetery. Under old business, Lee Saperstein reported that he will continue to work on an update to the catalog of monuments marking public ways. With respect to the Historic Coloured Cemetery, Rick Atherton asked about amending the sign on Prospect Street to include the word, "Coloured." He indicated that several members of the African-American community had once asked that this be done. Allen Reinhard responded that the street sign, "Historic Cemetery," is used for the other historic cemeteries. Access remains good. 7. Adjourn Adjournment came at 5:23 pm with unanimous consent.
