FINAL AND APPROVED MINUTES
1. Call to Order, Approval of the Agenda, Approval of Minutes, and Public
Comments.
A. Chair Allen Reinhard called the meeting to order at 4:01 pm. In attendance were Rick
Atherton, Nelson (Snookie) Eldridge, Nat Lowell, Allen Reinhard, Bert Ryder, John Stackpole,
and Stephen Welch (left at 4:27 pm; there was a quorum at all times.
Guest: Mike Burns, Transportation Planner, and Chuck Larson, Assistant Director. DPW.
Absent: Leslie Forbes and Lee Saperstein
B. Public Comment. There was no public comment.
C. Minutes. Approval of minutes from September 19, 2017. John Stackpole moved and Rick
Atherton seconded the motion to approve the minutes and all were in favor.
2. South Road Corridor Improvements.
Mike Burns, Transportation Planner, presented the results of the Old South Road Corridor Study
that was executed for the Nantucket Planning and Economic Development Commission(see

Road-Corridor- Stud%). He explained plans for improvements to the Milestone Rotary.
improvements to the intersections of Milestone Road and Monomoy Road and Polpis Road as
well as numerous improvements along Old South Road. Committee members commented and
ofle.-red suggestions. The study included many pages with illustrations of various options the
NP&EDC considered. Discussion included the rationale for the various preferred options chosen
by the NP&EDC and questions regarding the assumed growth rate of one percent and
engineering templates regarding the turning radius used in the design of intersections. The study
included turning movements, transit amenities, and bike and pedestrian safety and connectivity.
The Committee voted to approve the program as outlined in the staff recommendations with a
request to project longer term planning for magnitude of service. The feeling of the Committee
was that the Planning Department should be looking forward more than the ten to twenty years
considered by the plan and suggested that with the existing data, the consultants could project
corridor improvements out thirty or more years. The vote was unanimous.
3. Chapter 91 Update.
Rick Atherton asked that the Committee follow up with the Town Manager as to the status of our
report to the Board of Selectmen on Chapter 91 licenses. He asked, also, that the Roads and
Right of Way Committee be notified of license applications or of situations where a Chapter 91
license may need to be modified or applied for, which may not have yet occurred. This has not
always happened and a more formal Town policy would be helpful.
4. Abutters Way Takings Update: Hulbert Avenue and Baxter Road.
In response to earlier questions, Allen Reinhard reported that the taking of the ways from Hulbert
Avenue to the beach have been completed with the exception of James Street. All the ways from
Baxter Road to the Sconset Footpath have been completed, except for Anne's Lane.
5. Harbor Walk Project Discussion.
The Harbor Walk project has been included on the Committee's Long -Term Projects List since
adoption of or our Right of Way Improvement Plan in 2008. The idea is to have a walkway
extending from Easton Street across the harbor front and along Washington Street to the Land
Bank's Ottison property at the Rotary. Rick Atherton suggested we develop a GIS Map showing
the route and how much of the way is public and which parcels need to be acquired. Allen
Reinhard will contact Nathan Porter, the Town's GIS coordinator, to develop this map. Rick
Atherton also suggested the Committee post a link on our website to the Boston Harbor Walk
and, other harbor walks, where they exist such as Baltimore, San Francisco, and other
communities.
6. Cliff Road sidewalk project.
The Committee discussed the need to create a sidewalk from its current end past Coffin Park to
the bike path at Sherburne Turnpike. Members noted various encroachments into the roadway
and the need to determine the width of the roadway along this corridor and how the
encroachments could be handled. The issue of a new flagstone sidewalk along part of the route
was brought up as well as the extent of control that the Town has over the construction of
sidewalks on Town property by private individuals.
7. Old, New or Other Business.
Nat Lowell raised an issue regarding a problem of precipitation run-off in the new development
adjacent to Mill Hill Park. Access to the Historic Coloured Cemetery remains in good condition.
The Spruce Street viewing platform was also mentioned.

With the agenda complete, the committee adjourned at 5:09 pm.
