Call to Order, Approval of the Agenda, Approval of Minutes, and Public iD Comments. A. Chair Allen Reinhard called the meeting to order at 4:00 pm. In attendance were Nelson (Snookie) Eldridge, Allen Reinhard, Chair, Bert Ryder, Lee Saperstein, and Stephen Welch (left at 4:20 pm; there was a quorum at all times. Absent were Leslie Forbes, Nat Lowell, and John Stackpole. Guests: Mike Burns, Transportation Planner, and Chuck Larson, Deputy Director DPW. B. Public Comment. None. --1 Z Z Z —t C r— n M C. Minutes. Approval of minutes from April 18, 2017. Snookie Eldridge moved approval of last month's minutes, this was seconded by Lee Saperstein, and the vote in favor was unanimous. 2. Saratoga Lane Abutter Request Follow Up. Allen Reinhard reminded the committee that, at last month's meeting, we had discussed a Saratoga Lane abutter's request for the Town to take the way. He has reported to Town Manager, Libby Gibson, to say that, at present, it is too narrow for two -way traffic and not appropriate for taking. We know that it would be a good route for a bicycle route but it is not physically appropriate for a two -way public way. Chuck Larson agreed to look at it to see if it can be reversed in direction, which would make it more favorable to bicycles. Lee Saperstein will provide Chuck Larson with the latest version of our taking matrix. This spreadsheet shows ways with a potential for taking and how they match the committee's taking criteria. [Action. Lee Saperstein to send spreadsheet to Chuck Larson.] 3. Access to Historic Coloured Cemetery. Allen Reinhard said that this item was his monthly report on hospital construction and its impact on the Historic Coloured Cemetery. With the completion of the permanent parking lot and closure of the temporary ones behind the current hospital, construction of the new one will begin. The building site goes up to the fence with the cemetery. The new access route to the cemetery is through Mill Hill Park via North Mill Street. DPW has graded the lane and trimmed brush to provide ready access for vehicles. The boulder at the entrance to the cemetery has been engraved with the cemetery's name and a small parking area has been established. Rob McNeil, Director of the DPW, has committed to renewal of fences around all the public cemeteries and will see that this happens at the Historic Coloured Cemetery just as soon as the hospital is completed and they start its landscaping. Allen Reinhard gave a similar positive update on access to Founders' Burial Ground. 4. Progress on In -Town Bike Paths and Sidewalks. Allen Reinhard asked Mike Burns and Chuck Larson to report on progress with building the in- town bike path and various other projects. Mike Burns reminded the group that construction of the path along Washington Street Extension and the railroad grade is managed by the State through MassDOT. As reported last month, there is a delay while the utilities move their cables to the new poles on Orange Street. Electricity has been moved and communications are being moved now. The old poles may be removed by July 4t'. Landscaping encroachments have been fixed. Consue Springs and the Goose Pond are in the final phase of getting State DEP permission on the culvert replacement. When the permit is granted, the Town will dredge the pond and safely remove the sediments at its bottom; they will also remove weeds, including phragmites. The replacement culvert will be a substantial box culvert that will allow tidal flows to keep the pond clean. Once this is in place, site restoration can occur and the final asphalt coat placed on the path. This will probably occur in the fall. According to Allen Reinhard, the Land Bank is asking the Conservation Commission for permission to use foliar sprays against invasive species as opposed to hand pulling. Allen Reinhard then asked Mike Burns if there was anything else to report. With respect to the Mill Hill bike path and trail, the design is approved and we are now waiting on the bid process before selecting a contractor and beginning work; this may not happen until the fall. Chuck Larson suggested that the DPW will improve North Mill Street with grading and brush clearing at the same time that the bike path is constructed. Completion of the Milk Street multi -use path is in sight. A change order with Victor/Brandon to accommodate the new pole locations should be in place soon. The Town is still negotiating with the utilities for the re- design around the observatory. When they are ready to apply the final surface to the path, they will re- surface Milk Street at the same time. The Boulevarde will get its final asphalt coat before the season begins. Landscaping will proceed. As mentioned at an earlier meeting, sidewalk reconstruction will be put off to the fall so that a final analysis of ADA compliance can be completed. 2 Mike Burns reminded us that there will be a public hearing on designs for the Old South Road Corridor at the June 19th meeting of the NPEDC. Ideas will be presented for public comment and citizen input will be sought. Bert Ryder expressed concern about the number of new vehicles that will be associated with the Richmond development. 6. Discussion: Should `Sconset's Bunker Hill Road become public? Allen Reinhard reminded the committee that Snookie Eldridge had suggested at the last meeting that Bunker Hill Road in `Sconset should be taken as a public way. This short street begins at New Street, where it is the prolongation of Burnell Street, and ends at Main Street. Snookie Eldridge reminded us that it motorists use it to get to Main Street and that there are utilities installed under it. He believes that, because of the utility easements, all control of the road should be in the hands of the Town. If taken, the Town would be responsible for maintenance. Lee Saperstein suggested that Chuck Larson of the DPW look at it and give us his recommendation. [Action: Lee Saperstein to send Takings list to Chuck Larson; done]. With respect to other ways on our advisory list, reconstruction of First Way is proceeding nicely. 7. Old, New or other business: Chapter 91 update. Allen Reinhard reminded the committee that the Harbor Plan assigned us oversight on Chapter 91 Licenses and, more recently, the Board of Selectmen asked us to report on these licenses. Lee Saperstein suggested that we invite Jeff Carlson, Coordinator of Natural Resources, back to talk about steps that we could take to assist him. For example, should we be advising the Board of Selectmen to initiate a home -rule petition to manage and enforce these licenses? Lee Saperstein and Leslie Forbes will meet with Jeff Carlson to discuss possible actions and the benefit of his coming to one of our meetings. [Action: Initiate meeting with Jeff Carlson] Allen Reinhard said that four flush monuments for public ways have been placed. Two are on Hulbert Avenue at Johnson and Willard streets in Brant Point and two are on Nonantum Avenue at Irving and Woodbine Streets in Surfside. An upright post is needed at Henry Street (Hulbert Avenue) because the sand dune there would cover a flush one. We have two upright Public Way monuments; if one goes to Henry Street then the other could go to Eel Point Road on its south side by the parking area. Allen talked about the long - planned cross -Island trail that could begin at Dionis Beach and cross to the south shore all on publicly accessible land. Mike Burns asked if the cross -island trail is in the Open Space Plan. Lee Saperstein and Allen Reinhard said that we are still waiting for the revised plan to be released. Chuck Larson suggested that the DPW was more than willing to install the upright monuments but would need a work order. [Action: Allen Reinhard to ask formally for a Work Order.] Allen Reinhard and Lee Saperstein will bring the Public Way table up to date; it is available on our web page. 3 Bert Ryder reminded the group that he will need to renew if he is to stay on the committee. Several encouraged him to do so. 8. Adjournment. The end of the agenda was reached at 5:00 pm at which time the meeting was adjourned. The next meeting is scheduled for 4:00 p.m., June 20, 2017, 2 Fairgrounds Road.
