HomeMy WebLinkAbout2017-4-4Harbor and Shellfish Advisory Board Tuesday, April 4, 2017 Community Room, 4 Fairgrounds Road f z p Members Present: All Members Absent: None n Staff Present: Harbormaster Lucey w: Public: None cS' CALL TO ORDER The meeting was called to order @ 5:04 PM APPROVAL OF AGENDA Unanimously approved APPROVAL OF MINUTES The March 21, 2017 minutes were approved CHAIRMAN'S REPORT May 16 meeting time is 7 PM NRD Shellfish regulations not ready to present Election of Officers if all present Election Day - Reminder MARINE DEPARTMENT REPORT The Harbormaster reported several items: Boaters can register boats on- island at Town pier on May 6 and 7; the Coast Guard is installing an "on demand" fog horn; the jetty project is ahead of schedule and will be finished by deadline; There will be a mooring meeting later in April; Response to question about kite boarders. NATURAL RESOURCES REPORT None. Lowell ask why they have not been attending meetings. Chairman to follow up. PUBLIC COMMENT ON MARINE DEPARTMENT/ NATURAL RESOURCES REPORTS None OLD BUSINESS 1. Grey Water - The Board of Health and the Chamber of Commerce are reviewing and information is being collected; Lowell reported that the Scallopers' Association prints a brochure and that a new committee was being formed. The . Harbormaster reported that the Boat Basin pumped 85,000 gal and the Town pumped 25,000 gal last year. The Boat Basin hands out the NSA brochure and the NOAA charts say the Harbor is a no discharge zone. There were no violations during Race Week and the Figawi events (dye tablets are used during these events). The use of detergent soap to clean boats while in water is illegal. Gullicksen ask about the size and type of boats that have tanks, but the Harbormaster did not know precisely. She said that the Marine Department, the Heath Department, the Department of Natural Resources and the Town Administrator meet to discuss water quality issues. Member Lipuma volunteered to sit on a Harbor Health Committee as the HSAB representative. 2. Eel grass - Discussion of issues continued. McClure summarized what was going on at the Fertilizer Committee and that it discuss use of pesticides at the most recent meeting. The HSAB members concluded that more public education on the issue was needed. 3. Green Crabs - The Chairman reported that other Towns were addressing the issue and circulated information from the Town of Ipswich on their "Coastline Project." Member McClure reported that the Land Council and the Maria Mitchell Assn were to meet to discuss a joint project. Member Kuntz reported that Carl Sjolund had traps. The Board feels that something should be done and upon motion duly made and seconded, it was unanimously: VOTED: That the Chairman is to draft a letter to the Department of Natural Resources to develop a plan for green crab control through harvesting, sale or destruction. NEW BUSINESS Member Lowell commented that the Hazardous Waste Day Notice was in the Newspaper, but it was printed in English language only.
