APPROVAL OF AGENDA
Unanimously approved
APPROVAL OF MINUTES
The November 15, 2016 minutes were deferred.
CHAIRMAN'S REPORT
The BOS public hearing on revisions to mooring regulations was deferred for meeting
with mooring handlers on December 5th. At the December 5th meeting the revisions were
approved by the HSAB.
MARINE DEPARTMENT REPORT
The Harbor Master reported that the work on the east jetty was proceeding and that she
had written a letter to NOAA and the CG about lighting buoy #4 and #5 to facilitate better
navigation at night time. Member Lowell suggested that the public may need more
education on the proper use of the range light.
NATURAL RESOURCES REPORT
Catch reports are due 12/15 for November; 20 -30 are fishing and getting limit. NR is
working with MIT on water quality data. NOAA grants are still on hold but the Dept. is
checking for updates regularly.
PUBLIC COMMENT ON MARINE DEPARTMENT/ NATURAL RESOURCES REPORTS
Member Koontz stated that the dredges were ripping the eelgrass along Hulburt Ave. and
suggested that NR investigate newer dredge designs. T. Riley suggested that they should
schedule a "Best Practices" seminar for commercial scallopers. Member Lowell ask if
there were factors affecting eelgrass other than habitat and Staff responded that the
losses in Dionis were not attributable to habitat. Member Gullicksen suggested that NR
establish a control area where no dredging is allowed. Member Koontz ask about funding
for restoration but staff responded that the NLC had done a pilot project with poor
results
OLD BUSINESS
Chairman Brace distributed drafts of the letters approved at the prior meeting regarding
hazard waste notices, hiring an addition shell fish warden and the use on use of salt and
environmentally friendly ice melt. Further discussion was deferred to the next meeting.
NEW BUSINESS
Tara Riley reviewed the Scallop Seed Rescue Protocol that was adopted in 2013 and
suggested that they are in need of some revisions. Help is needed to rescue seed and
volunteers are needed. She suggested that commercial licenses should have some
commitment to help the fishery. The question is how to establish and enforce regulations
to accomplish that purpose.
