AIRPORT COMMISSION MEETING
October 13, 2015
The meeting was called to order at 5:00 pm by Chairman Daniel Drake with the following
Commissioners present: Arthur Gasbarro, Anthony Bouscaren, Andrea Planzer, and Jeanette
Topham. The meeting took place in the 1st floor Community room at the Public Safety Facility, 4
Fairgrounds Rd. Nantucket MA.
Airport employees present were: Thomas Rafter, Airport Manager, David Sylvia, Compliance
Manager, Noah Karberg, Environmental Coordinator, and Janine Torres, Office Manager.
Mr. Drake announced the meeting was being audio and video recorded.
Mr. Drake asked for comments on the Agenda. Hearing none, the Agenda was adopted.
Ms. Topham made a Motion to approve the Minutes of 9/8/15. Second by Mr. Bouscaren and
Passed unanimously.
Mr. Bouscaren made a Motion to ratify the Warrant of 9/23/15 and approve the Warrant of
10/7/15. Second by Ms. Planer and Passed unanimously.
Public Comment - None
022613 -2 Master Plan and Sustainability Program Update — Mr. Rafter reported the Master
Plan is complete and the Airport Layout Plan (ALP) has been approved by the Federal Aviation
Administration (FAA). A Modification of Standards (MOS) on the ALP for RW6 has been
approved.
Mr. Bill Richardson of Jacobs engineering reviewed the final presentation of the Master Plan
highlighting the following topics:
•} Airport Layout Plan (ALP)
• Capital Improvement Plan (CIP)
• Safety and Security
• Efficiency Revenue Enhancements
• Capacity
• Environmental Sustainability
Mr. Drake extended a note of thanks to the Master Plan Advisory Committee for their
commitment of time and service.

Pending Matters
* 042214 -2 Formerly Used Defense Site (FUDS) Status - Mr. Karberg reported on the
Army Corps of Engineers (ACE) remediation status of the Munition Response Site
(MRS) and Stockpile X.
* 11315 -2 General Fund Repayment Proposal - Mr. Rafter reported there isn't any
update to this subject.
062513 -3 — Voluntary Noise Abatement Program Update — Mr. Karberg reported on the over
the island noise route changes implemented over the summer, noting Island Airlines met or
exceeded the Abatement Program goal. He recommended making permanent the change to the
departure route from RW 24 that was voted in June to permit left turns over the top when they hit
the shoreline at 2,500 feet to be compliant with the incentive policy as applies to Caravans only.
After some discussion Mr. Bouscaren made a Motion to make permanent the changed departure
route from RW 24 that was voted in June as applies to Caravans only. Second Ms. Topham and
Passed unanimously.
Mr. Bouscaren made a Motion to adopt as policy that further route exemptions for any other
single engine aircraft will be evaluated on a case by case basis and may take into account slant
range decibel levels. Second by Ms. Planzer and Passed unanimously.
101315 -5 — Consideration of Granting Temporary License for Easement Request for 30
Madequecham Valley Road - Mr. Paul Jensen, representing the owners of 30 Madequecham
Valley Road, attended to discuss a request by National Grid to install a transformer on Airport
property to supply power to his client's lot. National Grid intends to seek a permanent Easement
at 2016 Annual Town Meeting in April, but requests the Temporary License from the Airport to
allow the transformer to be installed immediately. After discussion regarding the different
potential locations as well as the Commissions concerns of setting a precedent, Mr. Bouscaren
made a Motion to deny the request for the temporary license for National Grid transformer on
Airport property. Second by Mr. Gasbarro and Passed unanimously.
Pending Leases and Contracts
Mr. Rafter presented the following Leases and Contracts:
• Hortonville Consulting LLC — Contract Amendment #1 for a $540 increase to cover
required NIMS Training for Commission and Administrative staff.
• Door Concepts — Contract for $1,740.55 to repair Terminal automatic doors.
• ENE Systems, Inc. — Contract for $5,338 to repair Geothermal System Drive Pump and
Main Control Board.
• KOBO Utility Construction Corp. — Contract for $523 for emergency procurement
waiver to repair RW 6/24 edge lights radio control.
• Vegetation Control Services — Contract for $29,845 for required brush cutting of 55
acres for Environmental Permit Compliance
+ Wisentaner Inc — Memorandum of Understanding for a $60K rent credit over a 48
month period related to the FUDS relocation effort. Mr. Rafter noted this item is still
pending and not on the table for approval.
Ms. Topham made a Motion to approve only the contracts set forth. Second by Mr. Bouscaren
and Passed unanimously.
101015 -1 — MassDOT Aeronautics Grant Award and Associated Grant Assurances
Acceptance AIP #63 — ARFF Tools and Equipment and SIZE Snow Blower - Mr. Gasbarro
made a Motion to accept the MassDOT Grant Award and the associated Grant Assurances for
AIP #63. Second by Mr. Bouscaren and Passed unanimously.

Finance /Capital — Mr. Rafter presented:
+ 101315 -2 — Federal Aviation Administration Capital Improvement Plan — Approved
by the FAA and MassDOT at a meeting held on October 5, 2015.
+ 101315 -3 — Town of Nantucket — FY17 Capital Requests — Update — Revisions were
made after the 9/8/15 Commission Meeting. The new spreadsheet was presented to
Town Finance. Discussion regarding debt service and employee housing followed. Ms.
Topham made a Motion to accept the revised FYI Capital Plan. Second by Ms. Planzer
and Passed unanimously.
+ 101315 -4 — 2017 Annual Town Meeting Articles — Mr. Rafter mentioned the Articles to
be presented for April Annual Town Meeting, in addition to the standard financial
Articles, include Sun Island Road long -term leasing authority.
Manager's Report
Project Updates — Mr. Rafter reported:
• North Apron Project — paving is nearing completion, however, during excavation, a
geothermal well line was damaged. Repairs have been made. The project is ahead of
schedule.
• Air Traffic Control Tower (ATCT) — mobilization by the General Contractor has
begun. The controllers will not be moving out until October 14, 2015. The mobile control
tower will be utilized beginning October 15, 2015. The Clerk of the Works procurement
is still being resolved and until such time as it is finalized, David Sylvia, Airport
Compliance Manager, is acting as the Clerk of the Works.
• Parking Lot Exit Lane #2 — is fully up and operational.
• Taxiway Marking Program — the State - sponsored project will possibly start on Monday,
October 19, 2015.
RFP /Bid Status — Mr. Rafter reported:
• Snow Removal Equipment (SRE) — a formal objection from Team Eagle has been
received.
• Clerk of the Works — Proposals are due Thursday, October 29, 2015 at 2:00pm.
+ Rental Car RFP — has been drafted.
+ Glass Beads — bids are due in Thursday, October 22, 2015.
Operations — Mr. Rafter reported:
+ The derelict 402 has been removed from Airport property.
• Wiggins Airways has relocated their ramp operations to the former Marine Lumber ramp
space.
• The first draft of the 1st quarter financial report will be presented to the Commission at
the November l oth meeting and presented to the Board of Selectmen on November 18,
2015.
• Summer statistics that were requested by Libby Gibson, Town Manager, have been
compiled.
• Town has identified interested parties to pursue the Solar Initiative.
• Work is in progress with the Planning and Land Use Services to complete the transfer of
parcels previously approved at Town Meeting to becoming the Airports Mr. Gasbarro
expressed concern over a Planning Board Agenda item for 10/15/15 of land being
transferred to the Land Bank that is included on the Airport Layout Plan (ALP). Mr.
Rafter will plan to attend that meeting.

Statistics — Mr. Rafter reviewed the August 2015 statistics:
• Operations are down 5.99% over 8/2014. Down .34% year to date.
• Enplanements are down 6.3% over 8/2014. Down 4.85% year to date.
Load factors are being reviewed
• Jet A gallons sold is down 4.69 over 8/2014. Up 4.11 % year to date.
• AvGas gallons sold is up .53% over 8/2014. Down 1.24% year to date.
• Freight is down 6.01 % over 8/2014. Down 3.46% year to date.
• 55 Noise Complaints filed for August 2015.
Personnel Report — Mr. Rafter reported:
An organizational change reflects the FBO Supervisor, formerly Operations Superintendent —
FBO, will report to the Operations Superintendent -ARFF. Mr. Rafter requested an increase to the
Operations Superintendent - ARFF's salary to match the Maintenance Superintendent's salary
due to the increase in responsibility. No objection was made by the Commission.
Commissioners Comments'
Ms. Topham questioned the poor quality of the hold room announcement system. Mr. Rafter
responded that the PA system will be updated at the same time as the FIDS (Flight Information
Display System).
Mr. Gasbarro questioned the derelict cars on Airport property. Mr. Rafter explained the legal
challenges involved and noted working with the Police Department that has the same issue.
Mr. Gasbarro attended the minute taking meeting training presented by Town Counsel and stated
it was very informative and the Airport is doing it properly. Ms. Topham agreed.
Ms. Topham questioned the cost to remove the derelict aircraft and Mr. Rafter responded the cost
was not to the Airport.
Mr. Drake addressed an announcement of an application filed by Sea Street, a ferry service, for
service between Nantucket and New Bedford noting a hearing is scheduled for Monday, October
26, 2015.
Mr. Drake will not be present at the Commission meeting in November but will participate
remotely. Vice Chair Gasbarro will Chair the meeting.
Public Comment
None.
Having no further business for Open Session, Mr. Bouscaren made a Motion to go into Executive
Session, under G.L. Chapter 30 A, Section 21 A, not to return to Open Session, to review
Executive Session Minutes as enumerated on the Agenda; Clause 6 - to consider the purchase,
exchange, lease or value of real property with respect to Exhibit A of the Airport Layout Plan and
under Clauses 3 & 6 to consider the purchase, exchange, lease or value of real property and to
discuss pending litigation to Gatto vs. Town. The Chair has determined that an open session may
have a detrimental effect on the negotiation/litigation position of the Airport Commission.
