1. Changes to Prospect Street Shared -Use Path proposal
Presenters Kara Buzanoski, Director Department of Public Works (DPW)
Mike Burns, Transportation Planner
Discussion Buzanoski – The proposal hasn't changed. The Woodland subdivision will be improving the
path between Mt. Vernon and the existing path. Town will be building from the southeast end of
Mill Hill Lane to the existing path on Prospect Street. The 8 -foot wide section from the
Hummock Pond Road intersection to the Quaker /Milk /Prospect intersection is projected for
construction in the Spring.
Burns – The Mill Hill section has been approved for $250,000 to $300,000.
Buzanoski – Before it was in two parts for FY2017 further out. This proposal is complete.
Lowell – Asked if the Mill Hill Lane section is going to be stone or paved.
Burns – That is to be paved.
Buzanoski – No additional requests for Prospect Street are being made at this time.
Burns – That will be used in the future for sidewalk improvements. Milk Street is funded. Winn
Street is for FY2018. Sidewalk improvement to Prospect Street would be wrapped into this year.
Stambaugh – Asked for a breakdown of the cost for each project.
Buzanoski – Work between Prospect and Milk Streets is funded and should be finished next
season. The Hummock Pond Road section has not yet been funded.
Burns – There is a strategy to include the multi -use path along the Milk Street Extension from
Quaker Road to Winn Street in the 10 -year sidewalk improvement plan.
Kickham – On the section from Quaker Road up Vestal Street.

Burns — The upper Vestal Street connection between Winn Street and Quaker Road is safer than
continuing on Quaker and also not use Saratoga, which is one way.
a Glidden — The in -town bike path estimate came back considerably higher than anticipated; asked
about using the $380,000 for the m -town bike path and what the timeline is.
Burns — The submitted bids while being reviewed revealed errors which contributed to the high
bid; this will probably be rebid with corrections. The proposed construction schedule has not
7' been submitted. We're requesting funds for design this year, turn around and construction is
about a three- to five -year window. Anticipating Phases II & III to be ready for bid in 2020 and
2021.
Glidden — Given all the bike path proposals being discussed, asked why there isn't a proposal for
improvement to Atlantic Avenue.
Discussion about the possibility of a future bike route from Surfside Road to Atlantic Avenue
into Town.
Stambaugh — Asked for clarification on the total of FY2017 DPW projects.
Turbitt — The bottom line number is now off.
Gibson — There are several numbers for the DPW that are now wrong. Reviewed the changes:
the $380,000 is now out; First Way should read $750,000; the Wauwinet bike path grant needs to
come out; Friendship /Somerset was moved out as well; reviewed changes in project titles
2. Finalize Recommendations
Discussion Turbitt — Reviewed the FY2017 Capital Projects update. Available funding sources can provide
$6.3 million leaving on $2,817,933 that needs to be funded.
McEachern — Asked what the value for the sale of the current Fire Station land might be and
clean up of storage tanks.
Turbitt — Not willing to put a number on that at this time. That money would go into the Sale of
Land account and appropriate for future projects.
Gibson — There is internal discussion about the fire station. We are about to issue an RFP; it will
probably be between $1 and $3 million.
Stambaugh — Asked how the Town would fund the $2.8.
Turbitt — There are a couple of options: Capital Exclusion, Debt Exclusion, and a combination.
Stambaugh — Asked about the 40% for the two sewer projects on top of the $9.2 million.
Turbitt — The total for the Enterprise Funds projects is $109.1 million; a change is the addition
of the Supplemental Funding for the Lined Landfill (Cell 3C) for $500,000. The 40% for the
Madaket /Warren's Landing/ Somerset sewer and then Monomoy & Mid- Island net is $69 million,
which would be covered by the betterments. The total for sewer is $102 million.
Gibson — For Our Island Home (OIH), the total is $715,000; either that is borrowed by the
General Fund and we pay back the debt from the General Fund budget without an override or
do it out of the OIH budget, which wouldn't hit till FY2018 and probably increase the General
Fund subsidy and /or use retained earnings. This work has to be done even with the possibility- of
a new building.
Stambaugh — Suggested there is an advantage to showing what the subsidy is.
Turbitt — Noted that the four sewer projects are being updated and the consensus is that the
costs will increase.
Gibson —Just signed a Community Compact with the State, in which the state provides technical
assistance up to $25,000 to write financial policies using best management practices.
Stambaugh — The final thing is the tax impact.
Turbitt — Will have a tax -rate impact report before the next meeting.
Gibson — The tax -debt exclusion would be $3 million.
General discussion about presenting to the Finance Committee.
Glidden — Asked this committee to make a motion for the Board of Selectmen recognizing there
is a need for increased safety for pedestrians and cyclists in -town though there is no funding.
Stambaugh — Suggested a recommendation like that come from the Right of Way Committee.

Discussion about what the possible motion would be and whether or not there is a need for this
committee to make one.
Stambaugh — Said he will put together a comment.
Lowell — Asked if the Sea Street pump station construction includes waterproofing.
Buzanoski — It is actually a total renovation to include waterproofing.
