Called to order at 8:07 a.m.

Discussion Buzanoski — Sidewalk Improvement Plan, this is the second year of the request; several plans
refer to sidewalk improvements. This second year will focus on the downtown area. The part
not included in the project is the Main Street and lower Straight Wharf sidewalk; waiting on the
design to widen the sidewalk on the lower Main store side and move parking to the other side.
The $900,000 requested every year shows up as a pool of money from which to pay for projects.
Burns — Approximately 30,000 square yards (SY) of sidewalk work needs to be done with about
3,000 SY being done each year; that spreads it over 10 years.
McEachern — He believes it is important for committee members to have a copy of the
Regional Transportation Plan as a source document of projects.
Kickham — Asked to what extent DPW takes direction from sidewalk survey
Buzanoski — Take direction from it.
Surfside Area Reconstruction
Buzanoski — Boulevard came in just over $2m. The difference between Boulevard and the
other roads is they are not doing a separate bike path along those roads, though they have had a
request from abutters for a bike path; they aren't planning to as some roads would have to widen
the paved surface.
Hussey — Expressed concern about the cost of design services.
Buzanoski — The $120,000 for design includes the design, construction plans, permits, and
oversight of the project. Explained how a design contractor is chosen.
Kelly — Asked what percent of the budget is design.
Buzanoski — About 25 %; she has other money she can also use.
McEachern Asked if a person could be brought onto the payroll with the ability to design
roads in order to cut those costs.

Buzanoski — People with those qualifications are employed by private companies and the Town
can't meet those salaries.
Kickham — Asked if there is merit to a bike path. For him the bike path should be connected to
others and he's not sure Okorwaw Avenue connects to other bike paths.
Buzanoski — The problem is that both sides of the Okorwaw Avenue pitch down. That would
have to be leveled and would require 20 -foot easements. Monohansett Road has the same
problem.
Kickham — Asked if the road acquisition has been completed.
Vorce — The full right -of -way has been taken.
Roadway Improvements /Maintenance Island Wide
Buzanoski — This is the yearly request for roadway repairs and improvements; reviewed roads
to be improved or repaired in FY2017. There is a small amount left from FY2016 that can be
used. Explained that Chapter 90 is based upon the miles of public road; that should be updated
to include the Surfside area and Amelia Drive. Explained how the hot -mixer can be used for
patching potholes and who can operate it.
Old South Road - Fairgrounds Rotary
Burns — The $150,000 is for design and is estimated from potential construction cost of the
rotary. $1.5m should be sufficient to complete the project as there is no taking necessary. This
project could be attached to TIP but there are other projects competing so might be better for
local funding.
Hussey — Asked why not it isn't put into FY2020.
Burns — Have it as a TIP in FY2019.
Buzanoski — If it becomes obvious it won't be on TIP, it will be moved into the capital projects
budget.
Discussion about the multiple funding sources available for road improvement projects.
Old South Road Bike Path Maintenance
Buzanoski — This is for resurfacing of the area between Mary Ann Drive and the Airport and
other areas and tree removal for safety; asking for $75,000. Have allocated $15,000 for
vegetation maintenance.
Sidewalk Feasibility Pleasant /5 Corners
Burns — Explained the feasibility study would show the best options. The next step would be
the design plan and obtaining easements or taking and bid documents, then would come actual
construction.
Lowell — He feels making Pleasant Street one way out of Town between Williams Lane and 5
Corners needs to be looked at in the feasibility study.
Stormwater Improvements
Buzanoski — Noted there is an error: there should be $500,000m' FY2018 and $6m in FY2019.
She has not been able to find a Stormwater Master Plan. The $500,000 would be secured under a
zero percent loan for creation of a master plan and the map is up to date and pipe sizing is
correct.
Discussion about the increase in flooding being an indication of the amount of construction that
is going on and infiltration taking longer for flooding to subside than free -flow back into the
harbor.
Lowell — The stormwater drains are as old as the sewer. Asked if anyone is doing any mapping
when they dig up for infiltration.
Buzanoski — If we find something we document it. Just found an infiltration system near the
airport that had become filled with sand.
Road Taking for Amelia Drive
Burns — The roads and right of way committee has identified Amelia Drive as a priority; funding
is for $100,000 for legal appraisal and notification. This would improve connectivity and traffic
flow.

Vorce — Noted that in other towns, when a subdivision through road is built, it is accepted by
the town at the next town meeting.
Road Reflectors Project
Buzanoski — We are focusing on Madaket Road and the remainder of Polpis Road totaling 13
miles; the spacing is two every 40 feet totaling about 3500 markers. The reflectors are set to
mimic the double -yellow line; this is a state requirement. Old South Road needs them too but
doesn't want to start that until she sees what Richmond Development does.
Nobadeer Farm Bike Path
Buzanoski — This is for maintenance in FY2019; the 1200 feet between Park Circle and
Milestone Road needs resurfacing and trees removed; the estimate will be refined after 2018
Road Construction — Amelia Drive to Polpis Road 1300 feet
Buzanoski — This would be to the intersection of Milestone and Polpis Roads
Burns — There is a need for connectivity there but don't know what it will look like; the corridor
study will show the best way to do that.
Lowell — He has felt there should be a road at the Polpis /Milestone bike path crossing to help
slow traffic; however, aligning it with Polpis Road would serve the same purpose.
Road Taking - Ticcoma Way to Lovers Lane and Friendship /Somerset
Buzanoski — Ticcoma Way needs additional studies.
Burns — This needs to be evaluated. Anticipate that damages will be minimal.
Gibson — Somerset needs a lot of work and it is very complicated; the $380,000 is not going to
suffice.
4 Corners /Sparks at Atlantic Avenue Intersection
Burns — This project is requesting funding for design and construction through MassWorks.
There would be property impacts for a round - about.
Surfside Bike Path
Buzanoski — Surfside bike path is over 11,000 feet and sections need resurfacing.
Lowell — This bike path should be widened to 10 feet; we have the layout; this is the most
heavily used bike path on the island.
Buzanoski — Certainly have the ability from Bartlett Road on.
Tom Nevers Bike Path
Buzanoski — This is over two years. She had thought of a bike lane but was told no.
Vorce — Explained why a bike lane is not possible along Tom Nevers Road. He is against bike
lanes unless there is no viable alternative. Paths are much safer.
Somerset Lane /Raceway Drive Multi -Use Path
Buzanoski — The design and taking scheduled for FY2025; it might be better to bring it in
closer.
Road Construction Fairground to Monomoy Road 700 feet
Buzanoski — This would cross water company property. The $357,000 is for design.
Lowell — Thinks this is not practical or necessary. A bike path connector would be more
sensible.
Hussey — Asked if there is a project that didn't make the 10 -year plan.
Burns — The Quidnet Bike Path. Priority, safety, and not exceeding the budget dictate the
spread of projects.
Buzanoski — This 10 -year plan has a lot of projects; it might be appropriate to bring that in as
we move forward.
Kelly — Asked Ms Gibson has signed off on these projects.
Gibson — She has for the most part; she has some questions but none that would prevent the
committee from approving the projects.
Kickham — Asked if there is a possibility of getting a grant for the Wauwinet Road Bike Path.
Burns — Friday is this year's dead line for the Federal Land Access Program grant. Last year
asked for match fund but it wasn't supported. In his discussion with Fisheries and Federal

Highways, they would like to see this project receive that grant funding. There is some indication
of private funding in the area to match the grant funds for $80,000 for design. There is little
competition for this grant and the Town is being actively encouraged to pursue it.
Lowell — He thinks this bike path would be a huge benefit.
