MINUTES
Wednesday, December 3, 2015

Called to order at 8:07 a.m.

1. General Funds
a. Department of Public Works (DPW) /Planning Land Use Services (PLUS)
Discussion Stambaugh — There is debate as to whether or not the Prospect Street shared use path extension
is still in and who is responsible for it.
Turbitt — It was decided this would remain where it is.
Stambaugh — Asked about Mid - Island School Area Roadway Acquisition $100,000; asked about
funds for the actual construction. There is no description or justification; need information on
that.
Turbitt — Under DPW Project 9 is Road Taking for Friendship /Somerset $250,000. There is no
description for the Mid- Island School Area Roadway Acquisition. He doesn't know if DPW or
Transportation is responsible for this.
b. Fire Department
Stambaugh — The Engine 7 got changed to $165,000. The Off -Road Ambulance came out.
c. Natural Resources
Turbitt — The Brant Point Shellfish building was approved for funding at 2015 Annual Town
Meeting (ATM). This won't be part of Article 10 for 2016 ATM.
d. Our Island Home (OIH)
Stambaugh — Would like to ask Ms Gibson about the status for OIH $2.5 million. There seems
to be a lot of public questions about this project. The $2.5 million is probably not right.
Turbitt — The $2.5 million is supplemental funds for design and engineering and site planning. $1
million that has been allocated is not sufficient to cover the costs.
e. Public Safety
Stambaugh — The Children's Beach boat ramp, he had a note that the $150,000 won't be
enough.
Turbitt — There was funding of $350,000 allocated last year that was insufficient; the bid came at
$492,000.
f. Department of Public Works
Stambaugh — Sidewalk Improvement Plan $1.5 million, asked for clarification about what that is
for specifically.
Turbitt — This is for Phase I, the downtown area.

Glidden — This includes the expansion of the sidewalk coming from the Hyline down to Main
Street. It's not just for fining cobblestone.
Stambaugh — He had a note that Storm Water Improvements was being pushed out to FY2018.
Asked that be verified. First Way has been reduced $750,000.
Discussion about which article sewers will be in; not Article 10.
School Department
Glidden — Auditorium Upgrades, he thought that was moved out to focus on repair and
construction of the automotive shop.
Town Administration
Stambaugh — 2 Fairgrounds Road (a new building) $10 million, might want to move that out.
There are still issues of location being addressed. Suggested moving it out to FY2018.
Glidden — There had been an estimate for design of $400,000; he doesn't think that will be
enough.
Turbitt — Based on the 10% factor, it wouldn't be enough; there would have to be supplemental
funding.
Tivnan — The $400,000 was for a schematic for the different site plans. The entire design -build
out is more like $24 million for a building that puts the Town and Water Company in one
location. He doesn't think there has to be anything for this in FY2017.
Stambaugh — 2 Fairgrounds and 20 South Water will both be moved out to FY2018 and
FY2019 respectively. Don't know what amount to attach to 2 Fairgrounds.
Discussion about the continued viability of a Children's Beach Concession.
Turbitt — New FY2017 total for General Fund capital projects is $14,282,800. Explained various
funding sources. Would have to consider whether or not to advance borrowing for whatever the
difference might be. The Real Estate account is very limited on how it can be used; it can't be
used for what might be considered normal operating projects. Another funding source would be
prior -year articles that have been expended with funds left over; what projects it goes to is
determined by the funding source.
Glidden — He was under the impression that some of the $700,000 for the Nobadeer Farm Field
House was coming from a Community Preservation Commission (CPC) grant.
Turbitt — No funding for that was in the article CPC submitted. Free cash is solidified. There is
approximately $4 million in the Real Estate account, but we probably don't want to eliminate that
money. Reappropriations are no more than $600,000.
Stambaugh — Will need to reconfirm with department heads to determine what projects can be
postponed. The $14 million is about $6 million over the available funding. Asked Ms Gibson
about the status for OIH $2.5 million and whether or not it can be moved out.
Gibson — We can probably take that out; there's more going on than just the facility, there is the
operation. There are some repair capital projects that must go forward while the future of the
facility is determined.
Turbitt — Confirmed the Brant Point shellfish is already funded. The total is now $10.4 million.
Gibson — Provided an update on plans to lease 20 South Water Street and can also be pushed
out. Also there has been discussion about combining the municipal building with the water
company at Wyers Valley, which would leave 2 Fairgrounds property open for other options.
Glidden — Asked about the mid- island school acquisition.
Gibson — Prospect Street shared use path extension, there are safety concerns behind the need
for this the $380,000 is probably not enough, a lot of research needs to be done in regards to
takings. In -Town Bike Path Design for $200,000, the bid that came in well over double the
appropriation; the design can still go forward; Phase 2 & 3 for $150,000 total are takings and
those numbers is not yet determined. Wauwinet Bike Path Grant for $70,000 is a nice to have but
not necessary. Mid- Island School Area Acquisition for $100,000 had a study about mitigating
traffic flow and involved some takings; the issue is that Friendship and Somerset would require

maintenance /repair so should probably be pushed out; she will check to ensure this isn't a
duplicate of DPW project 9.
Glidden — As for the Fire Department, the Brushbreaker, Engine 7, had the free chassis that
could be used to build a new Brushbreaker; the $450,000 was for a new truck.
Turbitt — The ambulances would come out of the ambulance fund. The Brant Point Shellfish
comes out.
Gibson — Suggested taking the OIH $2.5 million out. The Children's Beach boat ramp is
supplemental funding. She will confirm the status of the F -Street bulkhead
Tivnan — the $150,000 is accurate for Children's Beach boat ramp.
McEachern — The Steamship Authority dolphin replacement, all the concrete from the old
dolphin is at the bottom of the harbor.
Gibson — She will follow up on that. Sidewalk Improvement Plan at $1.5 million is for Phase I.
Stormwater Improvement for $6.5 million has been moved out. Nobadeer Farm Field House
$700,000 is needed. Bartlett/Surfside roundabout $150,000 is the Town's share.
Glidden — The $150,000 is for design; everything else is taken care of.
Gibson — Surfside Area Road improvement $1 million is for Phase II. Road
Improvements /Maintenance — Island Wide for $900,000, this is an annual number. First Way has
been reduced to $750,000. Winn Street Improvements $250,000 is needed for routing of cyclists.
Road Takings — Friendship /Somerset $250,000, not sure there is a number for fixing and
maintaining these roads.
Discussion about repair and maintenance of the roads.
Gibson — Suggested moving this out until there in more repair and maintenance information.
The DPW equipment is needed and should remain. The Network Infrastructure, Servers, and E-
permitting should stay. 2 Fairgrounds can move out. Town Fueling needs to stay in, though
hoping to work something out with the Airport to bring the cost down. Children's Beach the
$500,000 is for repair /upgrade of the concession itself and could be moved out to FY2018; the
bathrooms are happening now.
Turbitt — He will make all the changes and send the changes out with the bottom line total and
have a schematic for funding ready for the next meeting.
2. Enterprise Funds
a. Airport Enterprise Fund
Discussion Turbitt — About $1.5 million is federally and state funded.
b. Our Island Home Enterprise Fund
No questions.
c. Sewer Enterprise Fund
Stambaugh — Baxter Road design and construction $1 million has been moved out to FY2019.
Hussey — Asked if the Pump Stations construction costs should be updated; they are based on
2013 prices.
Gibson — She has a note to discuss that with the consultant.
Stambaugh — The `Sconset Wastewater Treatment Plant evaluation and repairs $1 million is
necessary. Noted that the terminology for the "Airport Pump Station" to clarify that it isn't the
Airport's.
Glidden — Manhole and Catchbasin Inspections can be moved out to focus on the sewers.
Stambaugh — The generators are on- going. The Town Water main to plant and housing was
changed to $1.3 million and got moved up to FY2017. The Membrane Filtration System $1.3
million has been moved up to FY2017.
Gibson — That is a place holder while documentation from the vendor is reviewed to ascertain
whether or not the equipment has to be replaced this year.
Stambaugh — He had a question about Fiber Lines to Plant at $250,000 in FY2018 and $1
million in FY2019.

Kickham — For planning purposes, the 'Sconset repairs for $1 million; it sounds like it will be
more than that. Suggested there should be placeholders in the years out.
d. `Sconset Water Company
No changes
e. Solid Waste Enterprise Fund
Stambaugh — The repairs /Replacements should be changed to $115,000. The Baler /Conveyor
Replacement was moved out to FY2018 at $285,000.
Gibson — Waiting for supplement funds approved at 2015 ATM for the construction of Cell C3.
Waiting for a better number that includes the prevailing wage.
f. Wannacomet Water Company
McEachern — Asked the home at Polpis Road — Maintenance $81,500, if that is the manager's
home and what happens to it when the manager retires.
Gibson — That was built for the manager; when the manager retires, it will be used by the new
manager.
McEachern — Suggested pushing this out to allow the new manager to make decisions.
Stambaugh — Suggested taking it out and spreading the maintenance out over years so that it
doesn't become a capital project. This should covered by the operating budget.
CAPCOM BUSINESS
1. Future Meeting Topics Review
2. Kickham — Asked if the Airport employee housing is in line with the Town's efforts in regards to Town
employee housing. Gibson — The housing will have to be established specifically but there might be a way
to work some Town employees into the Airport housing. We have to develop a concept of what housing
would cost to build that includes some seasonal housing.
3. Discussion about funding for the position of Tucker Holland, Housing Advisor.
