1. Sewer Enterprise Fund
Discussion Buzanoski — Reviewed changes in the positioning of projects and two new additions; one
addition is $750,000 for First Way sewer construction; this had originally been included in the
general fund budget but is more appropriate in the enterprise fund. This is only half the road.
Moved the Baxter Road sewer design and construction out to FY2019.
Madaket /Somerset /Warrens Landing sewer for $62 million has been moved up to 2017 at the
request of the Board of Selectmen (BOS); broke down the cost of each section.
Monomoy /Unconnected Town Sewer will not have an impact for 2 years, FY2019. This is
through SRF (State Revolving Fund) who loans money as part of the clean water initiative with a
payback period of 20 years at zero percent.
The reason for moving the sewer projects is to take advantage of zero percent financing.
Hussey — The Sewer Workgroup Report asked about public outreach.
Discussion about the public outreach in regards to Madaket /Somerset /Warrens Landing sewer.
Buzanoski — Explained that Madaket sewer went from $45 million to $62 million because it now
includes Warrens Landing and Somerset.
Glidden — Asked why the cost for Monomoy has changed.
Turbitt - The $33,600 for Monomoy doesn't include the unconnected PLUS parcel; those are
about $10.1 million.
Buzanoski — The 'Sconset evaluation will stay the same. The membrane filtration system at $1.3
million has been moved up from FY2019. Received communication from GE that they expect
the Town to take delivery in FY2017 based on an agreement made 10 years ago. Town Counsel
will review that agreement and determine how accurate their decision to take deliver in FY2017.

Pushed out the Town water main and in -house fire suppression to accommodate the numbers
generated from the evaluation.
Gray — Noted the Upgrade Wastewater Lab and certification $250,000 is a place holder. The
State is requiring all testing be done in a state - certified lab until the local lab is certified.
Buzanoski — Based upon available capital funds, the Airport Pump Station upgrade has been
moved out to FY2018. The flows are up in air at the moment based upon what Richmond
Development proposes. Also moved out the Manhole and Catch basin inspections for budgetary
reasons.
Stambaugh — Asked why the Airport Pump Station upgrade has gone from $500,000 to $1
million.
Gray — The $1 million is because of how the Richmond Development project might play out.
Starting to get more hard numbers for equipment. Noted the technical address is Millers Way.
Buzanoski — They have $80,000 for the Pinevalley Generator; also have a better number for the
Monomoy generator at $50,000. The other two for FY2017 is the 10 -wheel dump truck and
pick -up truck.
Hussey — Back to the sewer design and construction, asked about the likelihood for the 2%
financing for the betterment tax for individual homeowners.
Turbitt — There is going to be a market rate component when the betterment is done that will
cover the rest of the cost. The BOS sets the rate. It can be between 2 % -5 %. The zero percent
financing is for a period of 20 years; also they do not cover the design costs.
Discussion about a 30 -year loan versus a 20 -year loan.
Gibson — The BOS is very sympathetic about a 30 -year loan, which is more palatable.
Hussey — Asked about a waiver for senior citizens.
Turbitt — When there is a betterment 20 -year loan, alien is automatically attached to the
property; if there is a transfer, the money is paid.
Hussey — His concern is for senior citizens on fixed incomes and their taxes going up once the
betterment is added.
Turbitt — Under the betterment package, there is a senior deferral.
Stambaugh — Suggested all these questions are a great basis for a Q&A to be asked during the
outreach session.
2. Solid Waste Enterprise Fund
Buzanoski — Waste Options has provided estimates for the improvements to the building
where all the recycling and sorting is done; that will go up $115,000. The mining is the same.
Last year received a $1 million bid to fill the new cell but found that prevailing wages had not
been applied to those numbers so that will have to increase.
Gibson — It does look like that $1 million will increase.
Buzanoski - The MRF Bailer /Conveyor Replacement $300,000 of the total $585,000 is moved
up from FY2020. Landfill Mining $700,000 remains the same. Capping the cells is still $8.2
million for FY2018.
Glidden — Asked how much longer the mining will continue.
Buzanoski — There are 4 years left of the 2"d 5 -year agreement. There were originally 22 acres to
be brought down to about 6 acres.
Stambaugh — The numbers need to be confirmed before this committee presents to the
Finance Committee on December 15.

Discussion Stambaugh — Wants to start talking about the funding sources as well.
Turbitt — He has a breakdown of all the projects by funds and department; he can run them by
funding source as well. He will have to add the changes from sewer and solid waste to that
breakdown and bring it for the December 3 meeting.
