OVERVIEW OF 1 REQUESTS
1. Natural Resources Department (8:07)
Presentation Jeff Carlson, Natural Resources Director — This is for Phase II for repair /renovation of the
Brant Point Shellfish Hatchery. It was established that phasing the project costs a significant
amount of money; so they are moving to complete the project. Construction is costing more than
planned; it was originally estimated at $1.2M; that has now increased due to the escalation of
costs for construction and engineering. The Special Town Meeting Article 3 is to appropriate the
balance for completion of the project and if approved, this appropriation will not be needed.
Discussion Stambaugh — The $1.675M looks short.
Carlson — They have a balance available from prior appropriations.
Gibson — The bid came in after capital projects were vetted and presented to this committee. If
this article does not go forward, the project would be delayed and the cost go up even higher.
Lowell — Looking at the pictures, the building is solid but looks like the metal hangers are bad.
Carlson — Yes; the wood is good; the stainless steel needs to be replaced. Once this project is
completed, his department is not looking at any capital level projects in the foreseeable future.
Kickham — Asked if this will have storm windows.
Carlson — The appearance and size of the windows will remain the same but meet storm code.
That is part of the high cost; the windows have to be custom made.

2. Department of Public Works /Planning Department — Transportation Projects (8:17)
Presentation Kara Buzanoski, Director DPW — the Prospect Street Shared Use Path doesn't show up on any
of her lists.
Discussion about why the Prospect Street Shared Use Path extension ended up on this list.
Michael Burns, Transportation Planner
IN -TOWN BIKE PATH
This request is for funding is for the future extension from Phase I with completion date of
summer of 2017 and includes: bike lanes along Washington Street and along Orange Street to the
Milestone Rotary. This request is for the design.
Discussion Stambaugh — It states that Phase III of the project included in RFP is to be included in future
years, probably FY2021, to receive federal and state funding once the design is initiated.
Burns — Projects involving Federal and state funding require the municipality to acquire right -
of -way permits and fund the design. That funding is around 15% to 20% of the total cost. The
design and permitting costs will come out of the General Fund. There should be no local
funding equipment for FY2021.
The In -Town Bike Path Phase II was part of the original discussion of phases: Phase I is along
Washington Street, Phase II is along Orange Street. The plan is to do both phases in the same
fiscal year. Both phases of the project are urgent and should be implemented at the same time.
Glidden — The takings on Phase I were over the requested amounts; he wonders if $75,000 is
sufficient for the Phase II takings.
Burns — Right now don't know the full extent of Phase II takings. The figure was taken from a
percentage of the full construction costs. Other issues could arise that will change that number.
Glidden — Stated that for Phase I, the Board of Selectmen had to look for alternate funding
sources to keep the project on track. Phase II goes through sections of roads with different
entities that will request damages; a lot of land would need to be taken. Questions the logic of
putting in a request for less money for damages than what Phase I ultimately cost.
Burns — The appraised value of the properties increased the damage costs of Phase I. Also, a lot
of the survey has already been done for Phase II as part of the design request. Negotiations have
started with property owners to establish what those damages will be. There could be future
request for additional funds.
Kickham — Suggested Mr. Burns might have to change the formula for cost projections.
Burns — This might have been an anomaly; he would have to establish a trend.
Lowell — A lot of that land is in the right of way. Asked if Nantucket Islands Land Bank
property on Washington Street is part of the takings.
Burns — The Land Bank usually licenses for the right of way, so there is not cost.
Stambaugh — Mr. Burns is asking for $150,000 for both phases; asked if that is enough.
Burns — That is enough for engineering at this time.
WAUWINET BIKE PATH
Burns — The total for design is $354,000; he has applied for a grant that would cover 80% of the
design cost. This project is not rated as a high priority but with the opportunity for the grant, he
is asking to go forward.
Lowell — It might be something other than a bike path. It should be called a bike safety route.
Glidden — He is concerned because the Town is not going forward with all the higher priority
in -town paths to include Prospect Street.
Lowell — Addressed fixing Prospect Street where it narrows between 27 Prospect Street and Mill
Street.
Discussion about improvements to safety of Prospect Street and why it wasn't improved in the
Regional Transportation Improvement Plan.

MID - ISLAND SCHOOL AREA ACQUISITION
Gibson — This came from Planning. Thought this related to a study that identified
improvements in that area of mid island with the round about being one part and acquisitions in
the area of Friendship Lane and Somerset Road being another.
Burns — A request was submitted for improvements to Friendship Lane and Somerset Road for
$250,000 and were included in the cluster of roads identified as part of the school improvement
area. Ms Buzanoski's name is on the request as contact.
Buzanoski — Said to cross it off as she doesn't know what this is about.
Stambaugh — The takings are under a DPW listing. This belongs elsewhere.
Burns — Suggested re- titling this and including it with the Friendship /Somerset takings for
improving the link between Bartlett Road and Vesper Lane.
Buzanoski — The rest she put in as post FY2017 projects.
3. Department of Public Works General Fund Items (8:56)
Presentation Kara Buzanoski, Director DPW — First item is sidewalk maintenance, first year estimated at
$1.5M.
Discussion Stambaugh — This is for sidewalk improvements between the ferry terminal and Main Street,
asked if that is part of the bike path.
Buzanoski — This focuses on improving areas around the ferry areas based on the expected
increase in ferry traffic. Used the roadway and right -of -way prioritization to move this forward.
Gibson — Noted that in the past the Town has not budgeted properly for sidewalk repairs and
maintenance.
Hussey — Asked how the project would be managed, it will be highly visible.
Buzanoski — Some of the work would be done by the DPW.
Gibson — Some of the work would be put out to bid.
Buzanoski — Work has to be finished by Memorial Day; unfinished work would start after
Columbus Day.
Stormwater improvements is being pushed out to FY2019.
NOBADEER FARM FIELD HOUSE
Buzanoski — Asking for $700,000 and is the next in the sequence of the Nobadeer Field
upgrades. The field house would include: male and female restrooms, a handi -cap accessible
bathroom, storage space, and possibly a small vendor space.
Hussey — Asked if the field house has gone out for bid.
Buzanoski — No. The bid on the original project was too high so they eliminated a lot of items
out of the Field House to bring it under this amount.
Gibson — Noted this was scaled way back, similar to the Children's Beach Concession to bring it
under $700,000.
Lowell — Asked if this is a requirement or a "nice to have." He wonders how far the municipality
has to go for amenities.
Buzanoski — People don't like to use porta - johns; noted that there are bathrooms at the Delta
Field. This project would bring the Nobadeer Farm Field House up to par with that.
BARTLETT /SURFSIDE ROUNDABOUT
Buzanoski — This request is for $150,000 for design.
SURFSIDE AREA ROADS RECONSTRUCTION
Buzanoski — This is the 2nd year of a three -year Surfside area roads reconstruction project. In this
current fiscal year, they have received $1M, and they have hired GPI to do the design for
reconstructing the Boulevarde. This request is for Lovers Lane and Okorwaw takings, design, and
construction.
ROADWAY IMPROVEMENTS
Buzanoski — The yearly request for roadway improvements was established in the most recent
study from 2007; that is being updated. A firm called Beta Group is on island doing the

evaluation of current roadway conditions. The 2007 recommendation was for $1.3M a year. The
annual state Chapter 90 allocation is in the $650,000 range. With this we approach the amount
necessary under the previous estimate.
Stambaugh — He noted that this is for paved roads. He keeps getting asked about repair to the
cobblestone roads.
Discussion about repair of the cobblestones.
Buzanoski — First Way is a number that can be reduced from $2.9M. $750,000 was targeted for
road work but she will check that.
For Winn Street, she is requesting funds for design and takings between Milk Street and Madaket
Road. The road is very narrow; the paved section is private and the gravel portion is public.
Lowell — Thinks it should become a 1 -way street due to the sight lines at the Milk Street end.
Buzanoski — Noted the work on Friendship /Somerset is to relieve congestion between mid
island and Madaket.
Gibson — Pointed out this request is for design and takings, not construction.
Buzanoski — This does not include the improvements to the catch basins.
VEHICLES
Buzanoski — The next 5 items are for vehicles: replace a 6 -wheel and 10 -wheel dump truck a
van; and purchase of an asphalt recycler that makes hot asphalt from chunks.
Germano Chatti, DPW — The asphalt recycler can use asphalt that is pulled up off the road.
Lowell — That is a great thing if it's possible.
Buzanoski — Cold patches for potholes don't work; they pop back out at the next freeze /thaw.
Kaizer — Asked if the integrity of the recycled asphalt is up to par with fresh asphalt.
Buzanoski — It appears to be; this wouldn't be used to pave roads, just fix them.
Hussey — Asked which vehicle the $183,000 is for and where the price comes from.
Buzanoski — It is for the 6 -wheel dump truck and the price comes from a State bid for that type
of vehicle. MHQ is the state vendor for Ford vehicles.
Hussey — Asked about the inclusion of the radio for $471.
Chatti — The vehicle is used for plowing a lot; and the operators use it to keep in touch and for
weather updates.
Buzanoski — That's it for FY2017
Discussion about out -year projects.
Discussion about the process of replacing and maintenance of vehicles, especially diesel engines
and acquisition of software that tracks maintenance.
Discussion about the condition of the road and the sidewalk along the back side of the tank farm.
Gibson — Sewer and Solid Waste budgets have been rescheduled for December 2.

Lowell — Has a couple of projects he would like to see added to the lists. First, the loading
zone /crosswalk in front of 2 India Street, there's a big tree and deliveries have no depressed curb
or crosswalk. That needs to be fixed to also allow wheelchair access. Suggested moving the loading
zone to 48 feet behind the crosswalk at Federal Street and India Street. Second, would like to see a
little bike path from the Inquirer & Mirror to Fairgrounds Road on the west side of the road.
Glidden — Would prefer to focus on the in -town bike paths.
