DISCUSSION OF • LICE/MARINE FY2016 CAPITAL REQUESTS
1. Fire Department Capital Request
Presentation Mark McDougall, Fire Chief
New Fire Station
Asking $14,470,000 for the fire state using the 2006 design. This is a total cast to include the
construction. He is still looking into possible savings in construction materials. Hopes to be ready
for 2015 Annual Town Meeting. Fortunately, as the proposed site is 4 Fairgrounds Road, there
would be no cost for land. The existing structure is 13,500 square feet (SF); the new building
would be 20,000 SF
Discussion Tiffany — Asked what the costs of demolishing the old building would be.
McDougal — The Fire Station Workgroup (FSW) has not completed their set of
recommendations so he does not know what they would be presenting to the Board of
Selectmen (BOS)
Gibson — The assumption has always been to sell the land and the buyer would decide what to
do with the building.
McDougal — The FSW looked at several properties and came back with the recommendation
for 4 Fairgrounds Road and the buildings either connected or disconnected.
Morrison — Asked Chief McDougal to amplify why the existing station is functionally obsolete
as the department has expanded and grown.
McDougal — Congestion in the area; no line of site exiting the apparatus bay as well as too tight,
have downsized equipment in order to fit; lack of facilities for female crewmembers, quarters
and showers and lack of privacy; and lack of space for administration. The building has gone
beyond its usefulness. A building attached to the police station would be solely for the Fire
Department.
Morrison — Asked about the need for mandatory training and the rationale for having space in
the new building for that.

McDougal — He has about 45 people who need classroom and hands -on operational training.
There would be space in the basement for a classroom and the hands -on training could take
place in the apparatus bay. There is technical training with the apparatus and Emergency Medical
Services (EMS) training which is always updating. They do two to three training sessions a
month in order to keep up.
Tiffany — "Escalation through Bidding (Spring 2016)" and "Pricing Contingency" combined are
10% of the total cost. Stated his perception is that this could come in under the $143M.
Construction cost mark ups total $3.7M plus
McDougal — It is possible that the total cost will be under $14.7M Once the FSW finalizes its
recommendations, those will include cost savings.
Morrison — The fact is Chief McDougal has a reliable vendor at this time; but he Town still has
to put the job out to bid.
Tiffany — Asked what mechanism would be in place to ensure the work is being done according
to the contract.
McDougal — There is no contract at this time. Have to first hire a designer to complete the
plans; those fees would include a project manager.
Gibson — By Massachusetts General Law, for projects over $10M, the Town must engage an
owner's project manager. That person must be an independent.
Glidden — Solar panels on the south - facing roof make sense and would save on utilities.
Gibson — There has been discussion about solar shingles. Our Island Home has a roof project;
adding in the shingles increases the cost about $5,000.
Lowell — Asked what element allows vehicles to be under cover. Also, inflation will increase the
costs.
McDougal — The new apparatus bay would have space for existing vehicles as well as two new
vehicles.
Gibson — The start date for this project would be winter /spring of 2016.
Scott Air Packs
McDougal — The department has 76 or 78 packs. Explained that he used to have a line item for
replacement of equipment but ran into other replacement issues. Stated that 60 packs have a
coinciding expiration date and replacement cost is $50,000. He is looking to find additional
funding sources for this.
Walked the board members through of the Fire Department 10 -year capital plan.
2. Police /Marine Department Capital Requests

Data Center Uninterruptible Power Supyly(UPS) Upgrade
When the new police station was built, a 150 amp UPS back -up systems was installed which
provided several hours of back up for data in event of a power outage; however now the town
servers are in the same room and have ran out of capacity. When a new server is installed, they
put in a UPS plug box because they can't plug into the big one. Now there is only minutes of
back up.
Server and PC Replacements
One server is 10 years old and cannot support the switch to Windows XP. Many station PCs are
five to six years old. Police PCs are different than those the Town uses due to software; the police
have their own IT person. Their network is bigger, more robust than the Town's due to security
needs.
Harbor Master Building /Public Bathroom Replacement
The predicted cost of renovations is $1.6M. Reviewed the study done on the building; structural
problems make renovation of the building not cost effective. The new flood map dictates that the
building be three feet higher, which causes access issues. One option is to move the harbor
master and the public bathrooms into 37 Washington Street when the Finance Department
moves out; however, the same flood rules apply. The existing bathrooms are in deplorable

condition and won't last another flooding. This needs to be put off another year in order to iron
out these issues.
Timber Pier Repairs
This is a Waterways Fund issue. The hope is to eventually rebuild the pier and allocate $20,000 a
year on maintenance. Reviewed the damage to timbers and pylons. The pier has to be closed
when a big storm comes, which creates problems for large vessels; they need to seek haven in a
different harbor. The area around it needs dredging as well; an outflow pipe has increased silting
and will probably have to be moved or extended.
Other projects in the future include the dredging of Children's Beach front. The boat ramp
project is underway and is within budget. Polpis Harbor dredging will take place winter /spring
2015.
Discussion Tiffany — On the timber repairs, it says $350,000; asked if that is sufficient.
Pittman — Believe it will; though might have to increase that amount before Town Meeting.
Discussion about the possibility of stock - piling pressure- treated wood for the maintenance of the
pier decking.
Tiffany — Asked about the Waterways Fund's responsibility in regards to the pier.
Pittman — The Waterways Fund is for care and maintenance of harbors and channels. He would
look at increasing the docking fees once repairs are made. Presently the docking fees for the
Town Pier are half those of other towns on Cape Cod.
Anguelov — Maintenance would come from Waterways, so the price is provided for your
information.
Pittman — Once the new dock is in place, the Town could use AGM for annual maintenance
when they are here for other projects.
Also need a new fire boat. That is in the 10- year -plan; but those are expensive. He is looking at
funding options and will come back for FY2017 to seek a capital request for it.
Lowell — Asked about purchasing hoses that could reach a greater distance or pumps that suck
water out of the harbor.
Pittman — That pump is what a fire boat has. The boat also must have a steel hull and is about 32
feet long. He will look first at what the Federal government will fund, that would be a "moose"
boat. He is also looking into retro - fitting the current patrol boat with a fire monitor.
Hussey — Noted there is not request to replace patrol cars.
Pittman — That is part of the operations budget.

2. Committee discussion:
Tiffany — Expressed concern about several major projects are proposed to occur at the same time:
logistics and coordination.
Lowell — Many of those are connect or tied together somehow.
Discussion about 20 South Water Street and the logistics of relocation Finance and Human Resources
and the Sheriff.
Discussion about whether or not to move the Harbor Master into 37 Washington Street
Morrison — The Civic League is to hold forums on "Investing in Nantucket's Future" to focus on Town
infrastructure. He volunteered to assist with setting up detailed comments for those forums and
to frame trade -offs being faced within those issues.
Stambaugh — He questions continuing to build Town Buildings in the flood plain. If Messers Tiffany,
Lowell and Morrison want to be a subcommittee for 20 South Water Street, that would be great
and would strengthen the Capital Program Committee.
Anguelov — The new IPads for committee members are in.
