I. APPROVE MINUTES 1. October 8—adopted by unanimous consent 2. October 16—adopted by unanimous consent II. DISCUSSION OF DEPARTMENT OF PUBLIC WORKS FUNDS FY2016 CAPITAL REQUESTS Other Comments: How the committee can determine which capital projects are of a higher priority than others and establishing which ones the Board of Selectmen (BOS) feel are priority projects. The most practical disposition of the 20 South Water Street building: renovation versus demolition/new construction. Whether or not it would be practical to move Finance and PLUS into Town. Presentation Kara Buzanoski, Director DPW—On the spreadsheet handed out at the meeting, separated Chapter 90 equipment from others. Discussion Excavator Tiffany—Asked about the usage for the excavator. Buzanoski—On a weekly basis it is used on 3 to 4 jobs. They have been using the ditch excavator used for mosquito control;it is fitted with very large tracks so it is too large for work downtown. Sweeper Buzanoski—The two old sweepers will be traded in for one new sweeper. Pick-up Truck Buzanoski—The existing vehicle is long past its usable life;it is 1994. The vehicles are diesel. Originally were going to replace a 2006,but it is in excellent condition;it is more practical to replace the 1994. Pickup truck with plow Buzanoski—This is the workhorse of the department and is used every day to pick up and transport material, such as deer carcasses. Chipper Buzanoski—This is another workhorse and its lifespan is coming to an end.The tree truck has an integral chipper attached. This would be an independent piece of equipment. McEachern—Asked about storage of rolling stock. Page 1 of 4 Minutes for October 22,2014,adopted Oct.29 Buzanoski—Have two bays and Waste Options has a garage;but the bulk are kept outside. Later on there is a request to construct a garage to put all equipment under cover;it would replace the older garage.Would also like to consolidate all equipment into one place;presently it is spread around to various sites. Roadway—Baxter Road Buzanoski—Been negotiating with Sankaty Head Golf Club and abutters for access to the end of Baxter Road.When that is done,need to have the ability to start construction, this is for the road. The sewer is separate. Gibson—Betterments are a possibility. It could range from 100% of the cost to less.The BOS hasn't gotten to that level of discussion. Lowell—Asked about abatements. Gibson—That is an assessor question. Lowell—Betterments are attached to taxes. He would get more money from the abutters outside of Beterments. Buzanoski—It also depends on whether or not they have to go all the way Baxter Road if it is still there and are they accessing the buildings on both sides or just those on the west side of the road. There is $250,000 under the sewer improvements for design only. Boulevarde Taking Buzanoski—This is in conjunction with the Planning Department,which has requested funds for the survey in advance of taking the road. It is the first step in the connection over to the Airport involving Boulevarde,Lovers Lane, Orkowaw, and Monohansett. Lowell—It is the general sentiment of residents along the road not to help support the road improvement. They have already spent a lot of money to patch the road. Buzanoski—Victor Paving did substantial drainage work tying in at the intersection of Boulevarde and Lovers Lane;however, there is still substantial work that will need to be done on drainage. Morrison—Asked if there is a cost to putting off the taking in favor of the new school and fire station. Gibson—The cost of not taking and improving those roads is not in dollars. There are frequent requests for the Town to fix private roads.This group feels as though thousands of dollars to fix the worse area of the roads and are claiming that ambulances and schools buses can't get through. The cost is that this would become a PR issue. However,looking at the big picture the fire station and school are more important. Lowell—This is a unique condition;this is a private road that is public and feels the Town should pay for it.There is a lot of potential for a connector bike path. Further discussion about the effect putting this off might have. McEachern—Asked about maintenance and acquisition of easement costs. Buzanoski—That would become annual and include the sewer. Gibson—Acquisition is included in damages,which is determined through the appraisal process.The Town is in the process of clearing all the right of ways with a public hearing scheduled for November about the taking of Boulevard. By the time this money is approved, all permissions and permits should be in place. Roadway Maintenance Buzanoski—That is the standard yearly request for$700,000. She read the list of roads to be maintained in FY2016. In response to a question, explained that the correction of the intersection for Pleasant and Williams Streets requires a design and is not included in this money. Lowell—There is no concept plan yet on how to work that out. Buzanoski-It is not large enough for a rotary but a small round-about might work. Discussion about the right-of-way at Pleasant and Williams Streets and what has been done about the line-of-sight issues around the hedge and telephone pole. Page 2 of 4 Minutes for October 22,2014,adopted Oct.29 Buzanoski—Some of the streets on the maintenance list are also facing sewer work. She will look into that. Bartlett Road bike path maintenance Buzanoski—Looking to widen the bike path between Surfside Road and Mizzenmast replacing the dirt/grass strip with a berm. Lowell—Berming is a mindset that people have to get into. Suggested coloring or rumble strip to help delineate the berm. Buzanoski—Looking into the possibility in some areas where the bike path can be widened away from the road. Best-practice is a significant separation of elevation between the road and path. Because no decision has been made about the rotary, she will proceed with this then work this in once the rotary is installed. Storm water Drainage—Consue Springs Buzanoski—The permitting is in the works and should be at Conservation Commission this fall. Explained the plan. Morrison—Asked about the down side if it isn't done this year. Glidden—Asked about the proposed in-town bike path. Buzanoski—This and the bike path are separate projects.The continued deposition of material in the pond requires the continuing removal of sediment. Said she just confirmed the $3.5M to cover the design and construction for the storm water drainage. She doesn't know the exact amount but maintenance can be accommodated in the budget. The Conservation Commission took dredge samples and it is suitable for use at the landfill so there is a location for the removed sediment to go. Reviewed progress on permitting for the bike Consue Springs bike path. Stambaugh—Asked about other funding. Buzanoski—No other funding source. Storm water Master Plan Buzanoski—Selectmen do not want to proceed with this until the projects identified by AE Corn are addressed.There are no plans for addressing those;this can be deleted at this time. CWMP is the sewer master plan and storm water is drainage;a BOS workshop on CWMP is being held November 12.The Sewer Planning Work Group has not met as they have been waiting for the CWMP. Gibson—Feels that committee could have spent the interim time working on financing options. At the workshop the BOS will direct them to work on financing options. Further discussion about financing of expansion of sewer into new areas,water quality,and the capacity of the Surfside Wastewater Treatment Plant. Facilities Buzanoski—Requesting$250,000 to address repairs in the Town building;the system is being evaluated and a list of issues is included in the package. Lowell—Asked why oil is being used when a propane tank can be installed underground downtown. Feels that would be cheaper. Buzanoski—Will look into that;the$250,000 is based upon replacing in-kind what is there. Looked into going to geothermal; that would cost$200,000. McEachern—Asked about asbestos. Buzanoski—That is confined to the ceiling. Removing that would involve entirely removing and replacing the ceilings. Gibson—Just got the report and 40%is in the baseboards. Buzanoski—Getting an estimate on removal of asbestos but that isn't included here. Garage replacement Buzanoski—The $250,000 is just for the design. Lowell—Suggested looking into the feasibility of using waste oil to heat this building. Tiffany—Design is for 2016 and const is scheduled for 2018;asked about the separation. Buzanoski—To allow time for careful review. Page 3 of 4 1 Minutes for October 22,2014,adopted Oct.29 Nobadeer Playing Field House Design Buzanoski—Hoping that will come from CPC;but CPC won't pay for the kitchen. Children's Beach Concession Buzanoski—$550,000 authorized for the addition of a 2nd story. The reality is the existing building is below proposed flood,arrange of space is inefficient and need additional stock room. The$550,000 is not enough and asking for an additional$250,000 to do all that;not doing the 2nd floor. Glidden—Can see the bathrooms but thinks putting the money here is not as important as other Town projects. Stambaugh—Good bathrooms and the playground are important. Buzanoski—Parks and Recreation Commission has voted to upgrade the facilities. Had to put in two porto-potties there this past summer. Lowell—There are events held down there and it is a very public place. Need to look at the building as a public asset. Bathrooms are number one;compared the building to Jetties Beach. Morrison—Encourages the board to look at it as part of the "face of Nantucket" and things need to be in place to preserve that look. Stambaugh—Will need to reschedule Ms Buzanoski to discuss the Enterprise Funds. IV. FUTURE MEETING TOPICS REVIEW 1. Possibly DPW Enterprise Funds 2. Priorities and BOS recommendations to assist the Capital Program Committee in recommendation of FY2016 projects. V.
