Discussion MacNab — Recapped what happened at the last hearing in regards to whether or not blunt wraps and coupons should be included in the regulation. Opened public hearing was reopened at the last hearing. Asked for public comments. Hearing none, closed the public hearing at 4:03 p.m. Weld — Asked for clarification what coupons would be used. Believed they were for money off when buying a package of cigarettes. Ray — Explained how some coupons are issued by the company for the purchase of merchandise. He has seen individuals buying more cigarettes than usual in order to get the merchandise. Atherton — Blunt wraps are clearly related to smoking. Feels that coupons, however, are a pricing issue and the BOH should stay out of that. Action Motion to Exclude Section G distribution of coupons. Staff This property was a basement finished without permits; violations include: one room with children and on window, only one means of egress, interior door at the top of the stairs was locked from the other side, the second bedroom had only one window and not enough natural light; not enough natural light provided for the kitchen. This is a safety issue on egresses and does not meet the standard for human habitation. Asking for partial condemnation of the apartment until such time as the appropriate permits are obtained, the work done, and those permits closed out. No one is living in the basement at this time. This is to prevent someone from moving in. Representative None Discussion MacNab — Public hearing opened at 4:11 p.m. Asked for public comments. Staff These owners wish to use the house more than 6 months a year as allowed for Tight Tanks. Replacing that system with a completely compliant Alternative Design system. Recommend approval. 'Pick borne Disease Videos — Have a final script with voice -ovens recorded next week. Running about a week behind schedule. Will be about five or six minutes long. 2. Ad hoc Tick Committee — Made up of Ms Weld, Mr. Atherton, Dr. MacNab, and Jim Lentowski. Okay on education: have the video, interview on local TV about reducing the deer population, and a nurse from Barnstable going into the schools. 3. Summer Skin Cancer Symposium — Set for Saturday, August 2 at 9a.m. at NCH tent. 1. Cape and Island Health Officer's Assn meets next Friday at which the AI septic tracking system will be rolled out. In the future, all septic systems might be able to be entered into the program to allow a data base on performance, types of systems, and effectiveness of those systems. 2. Problem's Property Group is now meeting to deal with overcrowding and building concerns. Requested that the head of the committee, Leslie Snell, ask Town Administration to look again at the Draft Rental Regulations; these have been in draft form for a number of years. It will require additional manpower and a vehicle to access all rentals on the island; but would allow the department to quickly deal with the problem of illegal apartments. 3. There is a push to establish a Housing Court in Region 5: Plymouth and the Cape and Islands. It will be a circuit court type system with a travelling judge. CONCERNS X. '• :••'D 1. Atherton — In regards to Rental Regulations, it is another thing to require a licensing agreement and individual inspections of homes. Ray — This would require an additional person to process the applications; however a licensing fee of $100 would cover the costs. 2. MacNab — Asked about the tick -borne disease "shower" flyers for inns and lodging houses. Ray — People are taking them; he has had calls for replacements. 3. Atherton — Was asked how by someone how to submit a complaint about Fertilizer Regulations. Asked Mr. Ray how someone does that. Ray — Those questions should be referred to Jeff Carlson.
