Ms. Moesinger intends to construct a takeout food establishment and a bakery on the Locus, 45 Surfside Road. A take -out food establishment is allowed by Special Permit in the Residential Commercial — 2 (RC -2) zoning district and a bakery is allowed both by Special Permit and as an accessory use. There is an existing two- bedroom apartment in the existing structure that Ms. Moesinger intends to use for employee housing. Ms. Moesinger intends renovate the existing structure and use it for take -out food and a bakery whose primary customer base will use the bicycle path on Surfside Road (e.g., students, people traveling to Surfside, etc...). In order to accommodate the anticipated vehicular traffic, Ms. Moesinger will also be providing parking on -site. Presently, the parking requirements are as follows: Use Parking Spaces Required Take -Out Food 5 spaces per service station; 1 space for each 4 seats Apartment 1 space per bedroom Employees 1 space for every 3 employees on peak shift Ms. Moesinger will have one take -out station (requiring 5 spaces), sixteen seats (requiring 4 spaces), a two - bedroom apartment (requiring 2 spaces), and three employees at peak shift (requiring 1 space). Given these requirements, Ms. Moesinger is required to provide approximately twelve (12) parking spaces. However, at this time, Ms. Moesinger is only able to provide six (6) spaces as shown on the attached site plan and is therefore requesting a parking waiver of six (6) spaces. Ms. Moesinger is aware of the Town's intention to create a rotary at the intersection of Bartlett Road and Surfside Road. In doing so, the Town intends on taking a portion of 2 Bartlett Road and Ms. Moesinger has offered to purchase part of this property in order to create additional parking. Ultimately, Ms. Moesinger would like to expand the takeout food establishment, but is cognizant of the limited parking currently available on site. Nonetheless, Ms. Moesinger would like to proceed with the requested relief for the take- out use, bakery use, and parking waiver, knowing that more parking may be available in the future. Ms. Moesinger is also requesting Minor Site Plan Review pursuant to Nantucket Zoning Bylaw Section 139- 23.E.(2) and, to the extent necessary, is requesting waivers of the content of the site plan pursuant to Section 139- 23.G.(1).
