Two licenses: lodging and food; disconnects in that food was appropriately paid and issued,
lodging was issued but payment was not made on time; the deadline is by opening day.
Representative
Ed Grennan – Feels the fine is stiff in regards to the fee. The inn is on Hussey Street and any
food is consumed at Languedoc on Broad Street. No food is served at the inn.
Discussion
Consensus is that the fee should be paid.

MacNab — Stated that he took comments from the meetings and hearings and incorporated

Cooper — Page 1, 7609 — Asked if the permit actually comes from the BOH. (Answer: yes)

Page 2, - Indicates that the Department of Public Works (DPW) doesn't have to have a permit,
does that mean they don't have to follow the regulations. (Answer: The equipment they use is
already code compliant.)
Atherton — Expressed the opinion that the BOH should make sure the Town follows the
regulations the same as the private sector.
Ray — Stated that the Town does not use open vehicles, all their trash is picked up with
compactor trucks.
Discussion about whether or not to remove the exceptions from the regulations and how they
should read. LEAVE as is.
Cooper — Page 2, C - Asked if there is a separate fee for seasonal permit. (Answer: No)

1. Biodegradable Packaging (BdP)

Staff Explained the history of draft regulations in regards to BdP that have never been adopted.
Stated recently that he has received numerous complaints from business that use BdP about
business using plastic or Styrofoam. More and more non - biodegradable packaging is coming
into use on the Island.
Asked if the BOH wants to pursue regulations on its own or petition the BOS to review and
assess the existing regulations for approval.

Discussion Cooper — Asked how a change would affect the landfill.
Ray — Styrofoam & aluminum can't go into trash and would have to go into recycling.
Cooper — Believes the board would have to show a financial benefit to the Town before trying
to get the regulations passed.
Ray — Stated that Nantucket is a leader in this area and the regulations would be another step
in that leadership role.
Discussion about whether or not the regulations would be a benefit to the Town.
Ray — The BdPs can go through the digester; the more that goes through the digester, the more
the Town saves.
MacNab — Stated his sense is that Nantucket needs to do something, the question is how.
Review of how to move forward on having the regulations adopted: Town Counsel should
review the regulations to determine who should issue them, and there would have to be a series
of public hearings before adoption of the regulations.
Ray — In December, most retail services will be restocking for the summer of 2014; if these
regulations go into affect prior to that, they will have to order BdP. However, stated the belief
that this should take some time to be vetted and worked out with the regulation being adopted
in early Fall 2014. Suggested one public hearing would include manufacturers; some have
expressed interest in coming to Nantucket.
Action Staff to do research and come back at the next meeting with some examples.

DIRECTORS
I . Ilu clinic- October 26, 10 a.m. to 1 p.m. — Nantucket Elementary School, there will be a $20 charge
for flu shots ages 3 and up.
2. 2013 Beach Water Quality — final report, had only five exceedences this year which were only hours
in duration rather than days.
3. Recent Department of Public Health educational meeting — Medical marijuana regulations, local
requests for licenses have made it through the first step of the process. Discussion about one of the
costs of running such a business on Nantucket.
4. Local sale of tobacco products regulations — update, discussion of "e- cigarettes" which still involves
nicotine.
5. MacNab — Stated that he had talked to Allen Rutberg, who tuns a deer sterilization research program
in New York and South Carolina; however the gentleman said it won't bring the population down to
a level on Nantucket that would affect tick -bome diseases. Further updates on the tick -bome disease
program.

6. Atherton — Sewers: Mr. Ray will get a list of roads not connected to the sewers. About 100
residences in Madaket have still not had their septic systems inspected.
7. Ray — Summer House issues have been continuing through the summer. Reviewed those problems;
violations noted mandated repairs that were not paid. They have paid the fines. Has proposed a
meeting with the owners prior to their leaving the island with a list of issues that have to be rectified
before they are allowed to open next season. The BOS will be holding a hearing in regards to their
liquor license and have been asked to bring a list of the violations.
