August 7, 2013 2. August 14, 2013 Sitting Stambaugh, Dunton, Morrison, Glidden Presentation None Discussion Corrections to August 7: change "Thursday" to "Wednesday" & correct Item II title. Motion Motion to Approve with August 7 as amended. (made by: Morrison) (seconded by: Glidden) Sitting Stambaugh, Dunton, Morrison, Tiffany, Grause, Glidden Presentation Gibson — Reviewed in detail the FY2015 Capital Requests, which includes a new fire department building. Explained what the Tier rating meant: Tier 1 critical, Tier 2 necessary, Tier 3 can wait. Discussion First Way: Right of Way Committee had recommended improvements for pedestrian safety. DPW has widened the road and cut back brush. There are varying opinions as to whether or not paving is necessary. The Superintendent of Schools recommends waiting on any additional work pending decisions in regards to expansion of school facilities. Street light Repairs: There is a need to have inventory on hand. The long -tern plan might be to transition to LEDs and replace poles and fixtures to cut down on maintenance. Consensus is that "upgrade" is a better term than "repairs" for what needs to happen with the street lights. Schools: The schools have design money for the expansion design but are not yet ready to put forward a construction proposal. Mr. Cozort will go over those capital projects when he does the school presentation. Page 1 of 3 Minutes for October 09, 2013, adopted Oct. 23 Discussion TOWN ADMINISTRATIONBOS continued Baxter Road acquisitions: Would involve takings for alternate access in the event Baxter Road fails. This is being actively worked on so that should the road fail this winter, a plan is in place. Surfside Area Roads acquisitions: This would further the effort to acquire several of the roads including: Boulevarde, Monohansett Road, Okorwaw Avenue, and portions of Lovers Lane. Town Pier parking renovationtreconfiguration: ReMain did a concept to reconfigure the lot which could add 10 and 30 additional spaces; this comes from discussions with their surveyor. The Town Pier was constructed with federal funds which required a permanent restriction be put in place to set aside parking for people who use the pier. A study needs to be done that covers the entire summer to establish how many reserved spots are actually used and necessary. The $250,000 is a preliminary number for construction but it is not a final number. Stambaugh asked about 20 South Water: Gibson explained that will probably be in 2016; a space -needs plan has to be put together. Hulbert Avenue Ways acquisition: One or more ways leading to the water are blocked off at the end. Over time residents have encroached or land - courted the land and there would have to be a taking. Andrew Vorce has more information. ENTERPRISE FUNDS Sewers: Construction of sewer extensions to Shimmo and Monomoy are on hold until the C WMP update is complete. Borrowing authority for the extension to Shimmo has been rescinded. Tiffany wants to see the impact upgrades and expansion would have on sewer rates. The Sewer Work Group is charged with providing recommendations for financing options. Solid Waste: The Town is still in discussions with Waste Option and the consultant as to whether or not the construction of additional lines cells is an expense for FY2015 or FY2016. Capping of the cells will not happen in FY20IS. The $8.2M is a floating number but not for FY2015. FIRE New Fire Station construction: The possible off -set from sale of the land for the construction of a new fire station could be about $5M, possibly. Fire Chief Mark McDougal has procured a timing- response study to be discussed by the Board of Selectmen at its October 16t' meeting. There is a design for the new station being added to the Public Safety building but there are no engineering plans. Some committee members want the new fire station to be more utilitarian and for shared -use to be maximized. Tiffany stated that good planning is to build a building for 5 years and make it expandable. Stambaugh: Suggested a prioritization method that spreads the big- ticket items out over the next 10 or so years so that they don't all hit at once. Motion None TOPICS Ill.
