Chair —James Cooper nominated Dr. MacNab (Weld second) Carried 4 -U 2. Vice Chair— Helene Weld nominated Mr. Cooper ( Visco second) carried 4 -0 Dunton — Due to the prevalence of tick -bonne diseases, expressed concern about tall un -mown grass along Tom Nevers Road. Stated she brought it to the attention of Kara Buzsanoski, Director DPW, who is aware of the situation. Ray — Ms Buzanoski said that DPW is aware but due to manning issues is behind schedule on mowing. Cooper — In his area, Tom Never East, people who abut the road will also mow along the road when mowing their yards. Dunton — Stated the problem starts before people have their lawn care service in place and now it needs to be prioritized. MacNab — Stated he will draft a letter to DPW about getting Tom Nevers Road mown where grass is over 4 inches long. The key is mowing where people walk. Atherton — There are many main roads on the island and stated his concern about making one road a priority over others. MacNab — Based on data, Tom Nevers is "deer heaven." It is a health issue. 1. Staff Ray — Charlene Chadwick and the BOH Intern, who were to make the presentation, had not yet here. Suggested skipping and coming back to allow her time to arrive. Representative Charlene Chadwick, Infection Control and Public Health Nurse at Nantucket Cottage Hospital and the BOH Intern did not arrive. Discussion Discussion about making/getting videos that talk about tick protection for pets and people and addresses preventive landscaping. Returned to this after the rest of the agenda items were addressed. Board member expressed dismay and concern that Ms Chadwick and the Intern did not attend the duly posted meeting. Weld — Requested a written report from the Intern; especially since BOH funded that position. MacNab — Stated he would like to sit down and talk with them face to face about their findings. Discussion about how to get the report to BOH before the intern leaves the island, possibly the Action morning of Friday August 16. Staff Ray — Board members have the full document provided by counsel with red -line notes that he believes are not necessary or relevant to Nantucket. Representative MacNab — Expressed the need to get the regulations done. Stated that he and Libby Gibson have met with representatives of the trash haulers. Suggested scheduling a public hearing for Discussion September. Page 9: consensus is that there is no need to know where C &D is going — Strike sections 0 c.4 & c.5. Page 11: consensus is that it is not necessary for Mr. Ray to track driver's licenses — Strike. Page 11: discussion about water -proof coverings for the loads: it is important but water proof tops, sides and bottoms are an unnecessary expense. Page 11: Under section h.: replace "shall" with "may ". Page 12: leave section j. in. Page 12: 76.04: staff recommends semi - annual as opposed to quarterly reports; and delete item 1. (made by: Atherton) (seconded by: Weld) Vote Carried unanimously 1. 34 Quidnet — MwNab asked, on the subject of sewers, what is happening at this address. Ray stated that there we discussions between the contending property owners. Stated that he has had no formal word as to the disposition of the situation. 2. Beach Water Quality — Have had to date the best summer in many years. Closed the Jetties for 2 days and Children's Beach for 1 day. Washington Beach is close at this time but expect to reopen it tomorrow. Still pursuing with the Department of Public Health being allowed a 48 -hour window on ocean facing beaches before closing them. 3. Wastewater management directions — At the last Board of Selectmen meeting, consultants we narrowing down the options for Madaket. The two options for Madaket are either sewer goes out to Madaket or all septic systems go with alternative design technology (ADT). ADT would not help Madaket meet the TMDL, however, would have to sewer both sides of Madaket Road and Fisher's Landing. In his opinion, from Gardner Road to Wauwinet, Mr. Ray stated the belief that upon replacement/repair, all septic systems should be ADT. A regulation to that affect should be in place within 12 months. Stated there about 100 septic systems not inspected in Madaket that the owners will receive letters instructing them to have their systems inspected within a defined time frame or be fined $300 a month. It has been brought to his attention that municipal water will he running out to Cisco; will prepare a BOH regulation to do the same as for Madaket in regards to limiting construction to 1 bedroom per every 10,000 square feet.
