AIRPORT COMMISSION MEETING
August 22, 2013
The meeting was called to order at 4:00 PM by Chairman Daniel W. Drake, with the following
Commissioners present, Vice Chair Arthur D. Gasbaro, David C. Gray, Sr., and Jeanette D.
Topham.
Andrea N. Planzer was absent.
The meeting took place in the Temporary Airport Manager's Office, 126A Old South Rd
Airport employees present were Thomas M. Rafter, Airport Manager, Ashley Christ, Business
Manager, Noah Karberg, Environmental Coordinator, and Janine Torres, Office Manager.
Mr. Drake asked for any comments on the Agenda. Hearing none the Agenda was approved.
062513 -1 Re -Align and Widen Taxiway Connector — Accept Revised FAA Grant Offer of
$606,000 — Mr. Drake reminded the Commission of the previously accepted Grant Offer for this
project was $516K. Mr. Rafter added, per the FAA's instruction, the original Grant Offer was
voided so that the additional labor cost associated with correcting the RW edge markings
associated with the RW33 Extension Project could be incorporated. The corrective painting will
be completed through this new project.
Motion to accept the FAA Grant Offer of $606,000 for FAA Airport Improvement Project 3 -25-
0033- 058 -2013 made by Mr. Gasbarro. Second by Mr. Gray and Passed Unanimously.
082213 -1 FY2015 TON Capital Request Review & Discussion — Mr. Rafter presented six (6)
items to be presented to the TON Capital Committee indicating the total approximate cost to the
Airport of $273K may seem extreme; but all the items are needed:
• Replace ARFF Vehicle (Airport 1). Estimated war to Airport is $42,500
• Replace Operations Vehicle (Airport 11). Estimated cost to Airport is $60,000
• IT Infrastructure (Server /ComputersfVOIP Phone). Estimated cost to Airport is $31,000
• Airport Security Upgrades (Door egmss/Fencing/Tmining Program). Estimated cost to
Airport is $17,200
• Aircraft Ramp Rehabilitation (Commercial Ramp). Estimated cost to Airport $25,000
• Environmental Stewardship (Truck/Skid Mounted Sprayer, IGA). $97,500
After brief discussion, Mr. Gasbarro made a Motion to approve the FY2015 Capital Requests.
Second by Mr. Gray and Passed Unanimously.
Discussion moved to the Long Tenn Capital needs initially presented at the August 13' meeting.
After discussion, it was determined a new GPU should be planned in later years. Mr. Rafter will
verify if VALE funds would cover a GPU. Shoreline Incursion will be planned after the year
2020 with an approximate cost of $5M.
Mr. Topham made a Motion to approve the Long Term Capital Needs as amended. Second by
Mr. Gray and Passed Unanimously.
