Representing
Ray – This parcel has experienced significant erosion; the main dwelling was moved to
another lot and sold this property. The new owner wants to move a smaller structure from a
smaller lot to this lot. The issue is separation between the leach facility and the well by state
standards but is not up- gradient from the well. Recommend granting the variance. This is a
new nitrogen sensitive system.

Discussion
Extended discussion about what will happen to the existing system: the tank will be left in
place and the tank mechanisms will be moved. Ray explained what happens to concrete septic
tanks that erode to the beach and that excavating the tank accelerates erosion of the property.
Visco – Stated concern about letting the tank float away and not reusing the tank.
Cooper – Asked for a written version of the Conservation Commission decision in regards to
excavation of septic tanks.
MacNab – Willing to approve the new work to begin but there are still some issues in regards
to removal and abandoning the leaching trenches in place

Approve new work to beginning without objection.

Representing Ray — Request is for approval of an aggregate plan allowing four small lots to gain nutrient-
credit land from a larger property to allow additional bedrooms. However, recently received
correspondence from Sarah Alger, Sarah F. Alger P.C. questioning the subdivision of the
property. Asked the Board to table this request for the next meeting to allow the Planning
Board time to agree /disagree with Counsel Alger's letter. It is an approvable approach.

Discussion Two board members express concerns about manipulating the nitrogen load numbers.
Discussion about whether or not this is a viable proposal. Each property will have its own
septic system; but instead of being limited to 2- bedroom systems, the systems can be increased
based upon the large lot.

Representing Ray — Ms Chadwick was unable to attend. Data from the laboratory and her data do not match.
Public Kelsey Fredricks, of Dr. Tim Lepore's office — Explained that if a person was ever exposed,
he /she will test positive and not have the disease. Stated that when people report having been
bitten by a Lyme tick; the office treats them prophylacticly.
Discussion MacNab — Ms Chadwick recorded 175 cases of Lyme in 2012; but 350 positive lab tests for it.
This summer, the intern will include Dr. Lepore's statistics with all the others. Expressed
frustration at not having been able to get the necessary data.
Discussion about the data from the pharmacies being an indicator of the actual cases.

Representing MacNab — An initiative of the BOH is immunization of children on the island. There is a
perception that Nantucket Island is below the norm. Recently the Nantucket Cottage Hospital
held a symposium on immunization that will be repeated in October. Stated he and Ms Weld
have talked to the Nantucket Association for Pre - School Schools; they are filling out the
surveys. Reviewed the laws concerning immunization and the need for immunization.

Discussion Ray — There is no requirement for home - school immunization. Pre - school students report to
state agencies, not local. Explained the problem occurs in getting the follow - up/booster shots.
Letters have been sent to the private schools.

2. Have not updated the Nantucket regulations for tobacco control in a long time. Several years ago, the Town
adopted the state standards; but there are new products that are not covered by the old regulations. Will bring in
updated set of regulations for the BOH to review for adoption in mid- Summer or Fall.
3. Camp inspections will start once the camps open mid June to early July; assume there will be 26 to 28 camps.
There is a new component to camp inspection, Christian's Law, which states that any children's camp that goes
to a beach, all campers must be swim tested by a licensed swimming instructor and those individuals found to
be non - swimmers or marginal swimmers must at all times at the beach wear PFDs (personal floatation devices).
There is a State regulation that determines adult to children ratios and is part of the inspection. In the past, the
department inspected about 60 percent of the camps each year; this year the department will inspect every camp
thoroughly. A camp can open without an inspection; the entire season is allowed for inspections.
4. State marijuana regulations have come out and BOH members will get copies soon. Must depend upon the
Planning Board to choose the exact locations. There have been no applications as yet for growers or sellers;
there have been inquiries.
5. Trash- hauling regulations. Atherton would like to start an education process to help everyone understand the
C&D regulations under state law.
