Gray, Sr. Sonny Raichlen Jeannette Topham ABZPORT COMMISSION MEETING February 7, 2013 The meeting was called to order at 4:00 PM by Chairman Daniel W. Drake with the following Commissioners present, Vice Chair Arthur D. Gasbamo, David C. Cray, Sr., and Jeanette Topham. Commissioner Sonny Raichlen was absent. The meeting took place in the conference room at the Airport's Snow Removal Equipment Building, 13 New South (Bunker) Rd. Mr. Drake announced the meeting was being recorded. GAlso present were Thomas M. Rafter, Airport Manager, Noah Karberg, Environmental; Coordinator and Janine Torres, Office Manager. The Commission M/S/P Unanimously approval of the Agenda. Public Comment None. GA/Administration Building Project Update The most record draft of the Surety Takeover Agreement (Agreement) was reviewed. Merchants Bonding Company has hired Fasano Acchione & Associates, LLC (Fasano) as the replacement general contractor. The contract amount was discussed. The original contract with Baybutt was for $3,819, 525. The new Agreement amount of $3,810,025.00 reflects approved change orders. It does not reflect the change order for the site work which the Airport had rejected. 012313 -1 Consideration of Carbon Neutral Proposal Mr. Rafter introduced Noah Karberg; the Airport's new Environmental Coordinator and even though he doesn't officially start till next week, has contributed greatly in the preparation of the Airport's proposal submission to MassDOT's RFP for the First Carbon Neutral Airport in the U.S. The Proposals are due tomorrow so any fmal edits will be made in the morning. © Mr. Rafter gave a brief synopsis of the three parts to the proposal: the narrative, data collection and resources, and asks for the Commissions support via resolution. O After brief discussion on the proposals content and Nantucket's advantages over the competing airports in being awarded the program, the Commission M/S/P Unanimously resolves to pledge their commitment to the Carbon Neutral program and support the Proposal to MassDOT for the first carbon neutral airport in the United States. G v Discussion moved to the meeting scheduled with FAA next week. Mr. Drake noted he and Mr. Gasbarro will attend with Mr. Rafter. Mr. Rafter noted an agenda has been requested. Mr. Drake noted one item they will mention is the receipt of a Supplement to the Other Transactional Agreement (OTA) for the control tower. Mr. Rafter added another topic will be the Master Plan and the need to add to the scope to include financial items such as rates and charges and forecasting such as air service. Mr. Drake added he would also like to take the opportunity to explain the Airport's financial position.
