Representing Don Bracken, Bracken Engineering — Variance request is due to the proposed location of the
septic systems, which will not be able to maintain a 50 -foot setback from newly created lot
lines. Nitrogen loading analysis indicates that this proposal will cause that to be loweathan

carried by hunters. This will perhaps facilitate a larger deer kill in the season. Effective

Documentation Draft regulation, staff recommendations.
Representing Ray — BOH is asked to promulgate Solid Waste Hauling regulation for the Town of Nantucket.
Told by counsel that this can be adopted without a public hearing process; however,
recommend BOH hold a public hearing.
Public None
Discussion Nantucket has no such regulations at this time; effort to certify individuals doing the hauling.
Hot issue is whether or not to charge a fee for certification. Carpenters do their own hauling;
and they would have to get licensed under the present language. Verbiage needs to be included
that ensures homeowners do not have to be licensed; should focus on people who haul waste
as a business. Presently do not issue permits to local waste haulers; request only proof of
insurance. Some vehicles are seasonal only and should probably consider that when assessing
fees. Should find out what other towns and counties are doing before a public hearing is held.

2. Have support to hire a second full -time assistant health officer.
3. BOH is not doing a flue clinic; it is cost prohibitive. Doctors and pharmacies are doing them.
4. In the past, this Board talked about a medical reserve corps being created for the island as part of
emergency response; update on progress.
5. Discussion about cooperation from pharmacies on obtaining numbers concerning tick -borne disease.
6. MacNab — Draft letter to BOS to snake a request of MA Fish & Wildlife to extend the archery season. By
Unanimous consent, the BOH endorses the letter to go forward to the BOS.
7. First administrative consent order (ACO) for Madaket ready for signature. ACO between Town of
Nantucket and the Merritt Family Trust, Carl and Deborah Merritt Trustees. The ACO allows them to by-
pass regulations to allow them to wait for alternative design technology. Their system is in technical
failure. All it needs is the chairman's signature and Mr Ray asked that Ms Roggeveen come by the office
to sign in the presence of Kathy LaFavre, Notary Public.
