October 11, 2012 — Hold DISTRIBUTE / 1 1.None TOWN ADMINISTRATION 1.20 South Water Street - $6,000,000 Sitting Morrison, Dunton, Stambaugh, Tiffany Presentation Gibson — Seeking Community Preservation Committee (CPC) historic preservation funds, but project is on hold to resolve various reasons; explained those reasons. Discussion Building is presently occupied by the Sheriff's Office and costs only maintenance and utilities; if it were to be unoccupied, would have to mothball the building. Sheriff has been helpful in monitoring the building and is helping with replacing the boiler. Discussion about other purposes for which the building could be used and selling the building. If 20 South Water Street were to be sold, there are mixed feelings in that regard and would have many legal questions about subdividing the Town lot. Children's Beach Concession building renovation - $550,000 Sitting Morrison, Dunton, Stambaugh, Williams, Tiffany Presentation Gibson — Not just the concession building but includes bathrooms and there is need for (8A6) storage. There is talk of expanding with a porch for sit -down eating. The deed needs to be reviewed to ensure the work will be allowed. Also need to review what an expanded building could generate in terms of revenue. Discussion Jetties' Beach generates about $100,000 per year in revenue for the Town; Children's Beach generates only about $26- 28,000. Spend a lot of money seasonally fixing up problems, and there is lost revenue there. Discussion about "band -aid" repairs and costs. Neighbors want to be informed about types of new activities or programs taking place on the property and need to be allowed a voice. The concession was open at night this past summer and did well; however, it is a take -out site and a sit -down restaurant is different. This is a premier location that reflects on the Town. The committee feels it is a worthwhile project but needs to be fleshed out to understand the cost factor; there are a lot of unanswered questions. Discussion about starting with a study by someone who knows business and volume in regards to food services and then tie that into a design. Should go forward for the $550,000 at this Town meeting but write the article for a Phase I study. Project might fit into free cash. Department of Public Works (DPW) has a FY2015 proposal for new playground equipment at $100,000; the timing of that could coincide with this work. Gibson— Describe Fiscal 2014 capital projects presentation to be sent to committee members. 1.Prospect Hill Bike/Pedestrian Route - $1,344,382 Sitting Morrison, Dunton, Stambaugh, Williams, Tiffany Presentation Gibson — Recommend phasing the project: part one $150K to $200K for the Mill Hill path. (9.5') Burns — Will connect Prospect St. bike path via Chicken Hill to Joy St; extend bike path along Prospect St to Milk St then to intersection of Hummock Pond Rd and Hummock Pond Rd back to Vesper Ln at Somerset Rd. Access from Madaket to Milk St via Winn St. Extend sidewalk along Quaker Rd to Vestal St. Costs include engineering, signage, and right -of -way acquisitions. This would be an entirely locally funded project. Discussion Prospect Street is very dangerous for riding a bicycle more so than Union Street. Tiffany explained that bikers take Joy St to Mt Vernon to Saratoga Ln to Vestal Rd to Winn St to Madaket Rd; asks logic behind proposal. Proposal comes from Roads and Right -of -ways Committee, one goal is to extend the sidewalk from the end of the Prospect path to Vestal St; the second goal is to link the Madaket bike path to other bike paths. This is also a component of improving traffic along Quaker and Prospect. Mill Hill alone will cost about $170,000. The 4,060 feet of sidewalk will cost $682,252 to Vestal St. Dunton feels it should not be done piecemeal but all at once. The Board of Selectmen does not support going with the whole project if it requires an override. Tiffany as a biker believes the Mill Hill Bike Path is the priority so should be handled separately and the rest put under an override. Dunton states that other communities have used CPC funds, which are cited as a funding source in the transportation plan, and the possibility of seeking private funds. Question, how much can be financed through free cash and other sources thus would be pulled out of an override; answer, fund $270K for Mill Hill and rest override or phase through free cash.
