Capital Presentation

Presentation Pittman — When absorbed marine department acquired capital items and some of those items
needed maintenance and wiped out the maintenance budget.
Discussion Instituting a Capital Facilities Maintenance Plan. Police department does regular maintenance;
trying to do that with the marine department vehicles.
2. Polpis Harbor Channel Dredging
Sitting Morrison, Dunton, Stambaugh, Tiffany,
Presentation Chief Pittman — Built in about the 1940; when dredged in 1965 and 1993, both times 32,500
cubic yards of material was removed. For planning purposes, therefore, need to assume the
material dredged will be 32,500 cubic yards from about 1500 feet of channel. Dredging
increases water movement and water quality. Will be renting a Barnstable County dredger and
crew; thus will save money coming to about $227,500 for the equipment transportation and
per diem for crew of 4. Also need to factor in $44,000 for pre- and post- dredging surveys and
permitting and chart adjustment costs. Dredging can only be done during the winter, so
timeline is: seek approval at Annual Town Meeting (ATM), then advertise for surveying bids,
and in Fall 2013 start dredging.

dredging in other areas while the dredger is on island.

Town Pier Structural Repairs
Sitting Morrison, Dunton, Stambaugh, Tiffany,
Presentation Chief Pittman — Review history of repairs and additions. Pier is 870 feet long with steel end
reinforcements. Need a marine structural surveyor to determine what needs to be done. 2
years ago a grant was written estimating $75,000 for materials; that is probably more now.
Spring of 2013 construction bids out; Fall 2013 start work.
Sheila Lucey — Steel pilings and concrete would be the best solution if it were to be rebuilt
Discussion Discussion about replacing four sections of the end of the small -boat dock. Capital
preservation has not been attended to in the past and that would be a purpose of the Capital
Maintenance Plan. Water Ways Improvement Fund is $375,000 from which some salaries
come; would like those moved back into General Fund. Discussion of fees for commercial
fishing boats and embarkation fees for the cruise ships. Approach the Board of Selectmen on
the subject implementing /raising the fees. Need a plan that indicates what costs are involved
over time and that would steer into areas of funding. This year able to give numbers of boats
using the pier on a daily basis and how many cruise ships disembark how many passengers.
Ultimately need to look at the renovation of the pier.
It is safe to assume that $100,000 comes in each year into the waterways improvement funds.
Discussion about Capital Program Committee members getting a tour of Our Island Home.
Larivee — The existing status of available Capital Project Funding will be provided to this committee next
week.
O'Neil — Capital Maintenance is something that needs to be established within the Town. Chief Pittman is
very correct in the need for maintenance plans for Town assets. Town buildings have been
neglected over the years and it is not cost effective to "put out fires." Accessing maintenance funds
should be automatic and not have to go through ATM for every repair job.
1. Water Main Extension to Hummock Pond Road

Presentation Bob Gardner — This is coming off the table at this time. Surveyed about 170 people and got
70% response. The survey indicated that there is not an outcry for water. However, there is an
outcry for fire protection. There is not enough time between now and ATM to address the
issue of fire protection and don't want any money sitting indefinitely waiting for a decision.
Discussion For planning purposes, this project will be moved to FY2015.
There had been talk about laying sewers lines, but laying water could not be done in tandem
with that.
As a result of the water main extension not going forward, the FY2014 request has dropped to
$265,000. This is for vehicle replacement, backing system conversion, replacement of routing
systems and computer servers (not covered by IT).
Discussion about fire protection: hydrants and access to water in the Hummock Pond area.

Bob Gardner — In regards to a 10 -year plan; don't have a 10 -year plan per se; but as have moved into
operation mode versus major construction mode, the commission would like to look between 3 & 5 years. Part
of budget & planning process will take a harder look at that. The Water Commission will start meeting twice a
month with on meeting dedicated to planning. The only project on the book concerning building is the office
rehabilitation; all others have been rehabilitated since 2007. It is cheaper and easier to build new than to rehab
and shuffle servers during that work.

O'Neil — Need to pay someone for bid specifications, which is a very complicated process; need definitive bid
specifications for every aspect and that is expensive. Explains the process.
Gardner — Have identified vehicles as an issue; as the shift from construction to operation occurs, don't need
heavy vehicles. When the dump truck runs out, it will not be replaced. Also looking at ways to reduce fuel
costs. For the vehicles, have a maintenance contract with Don Allen's.
O'Neil — The Town has a maintenance contract with Don Allen's for all Town vehicles.
Gardner — Also, there are two major federal acts that will come into play within the next two years. The
Ground Water Disinfection Rule, which will require disinfecting water with chlorine, will have a major
impact upon Nantucket; and goes into effect January 1, 2015. Nantucket is one of the very few in New
England that don't chlorinate; there is about a 20 percent chance of getting a waiver.
2. Replacement of Wannacomet Computer Servers

Presentation Bob Gardner — This is a priority of the IT department, which said it will cost $55,000. It
seems a lot of money. Our servers are 4 years old.
Discussion Larivee — Can borrow up to 10 years for new servers. Usually replacement is staggered; need
to check on get more information.
Stambaugh — Would like to hear more about why the servers are not meeting the needs.
3. Replacement of Motor Control Center & Grounding System

Presentation Bob Gardner — (Recorder shut off) This is needed, especially in the summer months when the
draw is so high. If anything had happened to the other sources of water last summer, it would
have been a big problem. This Station is a very reliable source of water, but the lightning
strikes have crippled it, and it needs to be replaced.
