Chair — Nominations: Tiffany nominate Phil Stambaugh; seconded and accepted. Sitting Morrison, Dunton, Boynton, Stambaugh, Tiffany Vote Unanimous 2. Vice Chair — Nominations: Boynton nominate Carol Dunton; seconded and accepted. Sitting Dunton, Boynton, Stambaugh, Tiffany Vote Unanimous 1. All requests for additional information must be channeled through the Capital Program Committe Chair and the Chair will forward them to Diane O'Neil by Wednesday afternoon, she will send them to Departments Head requesting the additional info and require that they send it back to her by Monday at Noon. 2. By -laws indicate that the BOS have a representative on the committee. 3. Completeness of Capital Program Committee Materials: Tiffany — Requested the following be included in the yearly packets: updated Revolving /Special Revenue Fund report, report of unspent borrowed funds on completed projects, estimate of Free Cash available but not certified by the Massachusetts Department of Revenue, and Debt Service history and projection out 5 years. 4. Have talked about projections to 10 years; but things change too drastically in the frame of time. Five years is more realistic and manageable. Pittman —The Town lacks a Facilities Management Program, which would perform routine maintenance and so help structures last their expected lifetime. I know there are deficits in the general fund side. Stambaugh — Structures, vehicles, computers can be projected out 10 years; but there are elements that cannot be projected out 10 years. Sounds like this committee needs to vote on whether to go five years or 10. Weiner — It might be helpful to have information on useful life as projected in borrowed projects. The state is very specific on how long money can be borrowed. Tiffany would like to know the 5 -year plan but don't want to lose sight of large projects 8 or 10 years out. Should get department heads thinking about when maintenance was last performed on their buildings. Morrison — Establish a qualitative ranking of maintenance projects for the Town buildings and give that to the facilities manager. 6. Pictures of maintenance projects provided. IV. NATLfRAL RESOURCES 1. Brandt Point House Ramp Replacement Sitting Morrison, Dunton, Boynton, Stambaugh, Tiffany Presentation (9:22 )Jeff Carlson, Natural Resources Coordinator — Material is no longer structurally healthy. $75,000 is an estimate from similar projects. Finger pier is in good shape. Talking about back portion of the ramp beginning at the building. Will provide photos. Discussion Tiffany — Once there was a request to repair the front portion of the dock then that seemed to disappear. Carlson — Lease with the USCG does not allow any changes, only to repair at this time. 2. Miacomet Pond Watershed Project Sitting Morrison, Dunton, Boynton, Stambaugh, Tiffany Presentation (9:30 Jeff Carlson, Natural Resources Coordinator — High priority. Actively doing monthly water sampling and through that sampling have determined that it has become an impaired watershed. The last watershed project done for this pond was in the late 70s and early 80s and there has been a great deal of construction and change to the watershed since then. The watershed historically used to connect to the Monomoy Creeks and has over the years been chopped back closer to the pond. It is unique because watershed ratio to pond size is 16/17 -1; it is a very large watershed in relation to the pond. This is the last of the ponds that doesn't have the level of information necessary to effectively monitored. Discussion Tiffany — Would like a map showing the Miacomet Pond watershed area. Would like to see a history (last 5 years) of water analysis. If it is available, would like to see a record of the road flooding. Carlson — Miacomet is a freshwater system and so it is not opened very often; but a criterion for opening is a threat to public safety. Believe the last time it was opened was 1992. The $150,000 is the estimate from Woodward and Kern. Tiffany —Noticed spending projected out 5 years and would like know how sense of completeness. Carlson — Very confident. Morrison — Sometime a study like this is done for informed decisions; other times the study is done in phases. Does this study lend itself to the latter? Carlson — Have been collecting water quality data since the 1990 which gives us the current state of affairs. We have the what; the area we are looking at now is to figure out why. The old study was done sometime in the early 1980s; will include that date in the additional information. As of today, the two projects we have asked for are the two we need.
