11. DISTRIBUTE RECENT COMMUNICATIONS
NANTUCKET 1 '
1. Enrollment in Nantucket Elementary School (NES), Cyrus Peirce Middle School (CPS) and Nantucket
High School (NHS).

Presentation Cozort — This drives everything. Presently there are 650 students in NES which was built for
500; CPS at maximum capacity; NHS over capacity. Demographic change: 20 years ago 95%
Caucasian/Asian, today 67 %; Hispanics went from .04% to 14.7 %; African American went
from 4.2% to 13.6 %.
Discussion Since 1993 the Lighthouse and New Schools, which cover Pre - Kindergarten to 8th grade, have
come on board. If the private schools were to close, NPS could not accommodate them. In
2002, had one English as a Second Language (ESL) teacher and now have 6 teachers and 4
teachers assistants for over 100 non - native speaking students starting in the elementary
school.

2. Five -year Capital Plan

Presentation Cozort — Review FY2013; elementary roof replacement funded but on hold. NHS auditorium
upgrade is funded and plan to start this year. Reviewed plans for FY2014
Discussion Top issues are the NES Classroom upgrade, the alternate space for Nantucket Community
School (NCS)/Early Childhood Center (ECC), the fire pump and creating more space.
Discussion about fagade paint and repair for FY2015. Discussion about need for creation of a
preventive maintenance program for equipment.
3. NES Design Expansion - Capital request is $45,000.

Presentation Cozort —NES is one of the largest elementary schools in the district; was told it is unlikely to
get State aid because the school is in better shape than most. Need a consultant to advise on
how to best expand.

4. Create alternate space for NCS/ECC — Capital request for $150,000

Presentation Cozort — Schools would like to take over the Teen Center and make it a Community Center.
Looking to move NCS /ECC into that building along with the Teen Center. Would put a
basement under the structure to expand the space.
Discussion This would help with space needs at CPS & NHS for about three years. The EEC space is
very large and the high school is an odd place for it, but there is no room at NES. The EEC
uses its space to about 30% capacity.
5. Complete Tech Infrastructure - $60,000

Presentation Cozort — This year will complete the upgrade.

6. NES Classroom upgrades - $200,000

Presentation Dulong— Steel is exposed in some areas and there is mold along the side nearest the
playground. The mold in the problem classroom was moved and the mold has been mitigated.
Won't know about further mold until start opening the walls. Upgrade will include
replacement of worn carpeting, repair broken fixtures and paint walls and trim.
Cozort — The mold issue is on the side of the school where roof replacement needs to be done.
Discussion Mold can shut the school down if it is not resolved. It would be prudent to coordinate the roof
work and the work in the most seriously affected room.
7. Fire Pump Replacement - $75,000

Presentation Dulong— The pump failed inspection this year due to age, foundation rot, bad packing, and
motor noise /vibration. Both the pump and motor produced smoke during the test. Might not
be able to wait until FY2014 on this. Would install the new system in an abandoned boiler
room on the ground floor where it is easily accessible for maintenance.
Discussion There is the reserve fund for an extraordinary /unanticipated repair. If have to go to reserve, it
would come off the capital. Discussion about the process of going to the reserve fund in an
emergency.

8. Backus Lane Storage and Irrigation - $125,000
Sitting Duntnon, Stambaugh, Williams, Tiffany
Presentation Cozort — There is an open foundation that was originally planned for storage. Would like to
finish into a building for equipment storage, for which there is no space in the schools. Would
be used for mostly cold storage.
Discussion Storage space in schools is the first to disappear; when space is needed, storage rooms
become tutoring or counseling rooms. Williams suggested that it might be possible to use
CPC funds to finish off the back of the skate park, which has no bathroom or storage.
9. Adult Pool Locker Rooms upgrades - $80,000
Sitting Dunton, Stambaugh, Williams, Tiffany
Presentation Dulong— Due to moisture, delaminating is taking place on the floor and partitions allowing for
growth of mildew. There are better systems designed for this environment which when
properly installed and maintained will last more than 20 years.
Discussion Discussion about anti - microbial and non -slip surfaces.
10. CPS & NHS Male /female Bathroom upgrades - $50,000

Presentation Dulong— Existing fixtures are high - maintenance, inefficient and wasteful. Partitions are
broken beyond repair. Plan to go with touchless, which will save the Town in water and
maintenance.
Discussion This would be a phased project over years starting with the bathrooms in the worst condition.
11. NPS Stadium/Fields upgrades - $100,000
Sitting Dunton, Stambaugh, Williams, Tiffany
Presentation Cozort — Add 6 -lane running track around football field, which would be accessible to the
entire community. Install synthetic turf at school fields; would look to fund- raising to help
offset cost. Lighting is still a problem; new lights could be lowered to facilitate changing
bulbs. A new elementary school takes precedence.
Discussion Stadium upgrades would allow field hockey, soccer and lacrosse to play on synthetic turf with
lighted fields.
IV. NANTUCKET MEMORIAL AIRPORT

1. Review of Airport Capital Projects packet;

Presentation Rafter — Projects could be changed depending upon what Federal Aviation Administration
(FAA) says.
Discussion There are additions and deletions to the requests for this year that need to be forwarded to
Diane O'Neil. FAA will not reimburse once construction has begun.
2. Construct infrastructure for PAPIs and REILs for Runway 33 — FAA Funded& Enterprise Fund 5%

Documents Reference Nantucket 2014 Capital Request.
Presentation Rafter — This should have been part of the runway extension project. The navigational aides
were not moved after the repaving. Enterprise.
Discussion Part of this is also to replace the Visual Approach Slope Indicators with PAPIs and upgrade
the REILs. Will allow land and hold -short operation on Runway 33

3. Airport Master Plan/GIS Mapping & Environmental Surveys — FAA funded & Enterprise Fund 5%

Presentation Rafter — FAA is requiring this to be done before receiving any additional funding.
Discussion A significant portion of the $750,000 is associated with GIS mapping as well as the cost of
the environmental effort and community outreach.
4. Widen Taxiway Delta — FAA funded& Enterprise Fund 5%

Presentation Rafter — Improve traffic flow and reduce conflicts between aircraft entering and exiting the
ramp. Recommended wingtip clearance between aircraft si 25 feet; during peak times,
clearance is 2 to 3 feet.
Discussion FAA indicated that it can't just be widened; it needs to shift because it can't be contiguous to
the other taxiway.
5. Airfield equipment — Non -FAA funded project $450,000

Documents Airport Vehicles and Equipment List
Presentation Rafter — Needs to come out of the General Fund. One tug is 10 years old and reliability is an
issue; it also covers both south and north ramp. Currently in the process of converting a
retired shuttle into a hazmat storage /response vehicle.
Discussion Discussion about a preventive maintenance schedule and looking for related software in coord
with the schools. Repurposing and disposition of equipment discussed.
6. Airfield self - inspection software — Non -FAA funded project

Presentation Rafter — Being tabled to allow research into less costly software.

7. Airport Capital Project Questions sheet reviewed and discussed.
8. Discussion about a new tower. Average cost for a tower is $8 -1 Omillion; one designer estimate was
$21M which he could not justify. NMA said to either fix it up or raise it and fix it upper FAA. Have
permission to do a cost study; then will look for funding.
COMMITTEE : ER COMMENTS/CONCER
1. Email sent about state advice on Cap Com; Dunton would like to see this commission become more pro-
active against possibly being dissolved. This commission was created by an act of Town Meeting and
can only be removed by a vote of Town Meeting.
