Called to order at 1:00 p.m.

Waste Options
Skelton – Opening statement: addresses impact on environment, public safety and
BOH jurisdiction. Conclusion: the Board should take a hard look at everything that
has been submitted and think about impact of this transfer facility upon the Town.
Reis Trucking
O'Brien – Opening statement: reviews the board's role to consider permitting use of
the site based on danger to the public, reviews arguments for the transfer station.
Conclusion: No creditable evidence submitted supports the argument that this station
would cause a danger to public health will exists.
Town Counsel
Reich – Suggest Board review each criterion.
Deliberation
Review criteria. Water resources no objection, surrounding uses no objection, traffic
no objection, emissions no objection, nuisance conditions no objection, existing
facilities no objection, regional participation no objection, integrated solid waste
management no objection, DP only no objection.
Motion that all criteria, except J &K, have been met. (Cooper) seconded Carried
Unanimously
Criterion J: existing facilities – One, preference will be applied only to new facilities
not to be for the exclusive use of the municipality in which it will be located. Two,
extent to which the proposed facility incorporates recycling and composting.
All Board members agree that Criterion J is not applicable.

Deliberation Criterion K: consideration of other sources of contamination or pollution. The
continued question is this specific site is an issue with existing site.
Motion that the Reis site will not be hazardous or affect the environment at a site -
specific location. (Wells) seconded Carried Unanimously
Are there other factors that will influence the decision?
Visco — Seems it will hurt the revenue of Waste Options more than have an
environmental impact.
MacNab — Personally do not feel argument was made and substantiated that there
would be an environmental impact. The site at Madaket will continue.
Reich — Suggest draft decision consistent with motion made today to come back Sept
3 for ratification.
Adoption of written motion to be first on agenda for August 9 meeting
Final ruling Motion to Approve. (Wells) seconded
