MacNab - Hold educational public forum, videos, Qureshi health survey which covers more than just ticks would cost about $50K. Ray - Was told that for first six months of the program, there would be no money for tick program, there will be money for FY2014. MacNab - Discussion about requesting CPC funds, but have to prioritize what it is asked for. 11. APPROVAL OF MINUTES - None Ill. (Weld) seconded Vote Unanimously Letter of concern from Duxbury Board of Health (BOH) Sitting MacNab, Cooper, Weld, Visco Recused None Documentation Copy of the letter from Duxbury BOH and staff recommendation Representing Ray — The letter has been sent to BOHs throughout New England and requests that support concerning the initiation of epidemiological studies concerning the possible health effects of industrial wind turbines. Public Phil Gallagher — Research needs to be exact or else it is worthless. Lee Saperstein — Most turbines are where few people live. Carol Dunton — Requests a copy of the Duxbury letter. Discussion Cooper — There were valid concerns raised at Annual Town Meeting in regards to this issue. Ray — Not sure the Massachusetts Department of Public Health has not fully addressed issue of health in regards to turbines. The study is a missing part of the puzzle and needs to be taken care of. Page 2 of 4 Minutes for April 19, 2012, adopted May 17 Discussion MacNab — Read many reports from the US and other countries on the subject and continued dug out any scientific information available. Agree with the idea, but not with the tone of the request. It will take a long time to design the study and carry it out to do it correctly and it will cost a lot of money. Suggest wording changes and request it be done by a qualified epidemiologist. Weld — Need to set standards on how the study is done so that it is valid. MacNab — Would be willing to write a draft letter but the word "immediately" will not be in it. Because of the uncertainty, we would support a study done by a well qualified epidemiologist with controls. Also, need to define "Wind Turbine Syndrome." Action Motion to Write letter. (Cooper) seconded Vote Unanimously In 1 1 1 i From the Fertilizer Committee — Set hearing date for Fertilizer Regulations. Sitting MacNab, Cooper, Weld, Visco Recused None Documentation Copy of Draft Local Regulation 75.00 Representing Lee Saperstein— Have transferred to BOH a letter on use of fertilizer on the Island of Nantucket. Public Doug Smith — Involved in writing the "Blue Pages." Nantucket Shellfisherman's Association does have resources for education. At the end of this year, have lost more than 50 percent of shellfish habitat in Madaket Harbor; last year harvested 8,000 bushels and this year 18,000 bushels whereas in the 1980s were harvesting 80,000 bushels a year. Discussion Ray — First the board has to accept this regulation then have one or two public hearings before entering it into Board of Health regulations. Cooper — If this is accepted, can it still be amended? Ray — Yes, at public hearing. Cooper — Who would police this regulation? Saperstein — That is a legitimate concern, and it would be difficult to find every violator. Asking landscapers to be licensed, and that moves a lot of people in the correct direction. Cooper — Retailers and wholesalers who sell product, will what they sell be dictated? Saperstein — Cannot tell merchants what they can and cannot sell. Have talked to merchants about acceptable fertilizer products. Ray — Hoping that the public and professionals will demand organic fertilizer and the non appropriate products will disappear from the shelves. Cooper — If this is voluntary, what does the licensing do? Saperstein — The Regulation is a one -size fits all, but it is flexible to allow for special situations. Ray — If a company advertises as a landscaper on the island, it must be licensed. MacNab — Would have to get money in the budget for the education. Ray — Have a request in for an additional person in the Health Department to deal with numerous issues and specifically this. Need to research funding. Page 3 of 4 Minutes for April 19, 2012, adopted May 17 Discussion Saperstein — At the beginning of the study had a quick summary of water quality that continued indicated the quality was at a tipping point. In a report to Town, have a list of things that should be done and most have to do with education, not enforcement. Cooper — How do you include the private citizen? Saperstein — Producing an educational document called the "Blue Pages" that is simply written to be available to the public; it talks about sanitation as well as fertilizer. Action Motion to Accept report. (Cooper) seconded Vote Unanimously Set hearing date Options are May 17th or June 21St Action Set first hearing for June 21St VIL HEALTH DIRECTOR'S REPORT 1. Food service establishments —11 brand new or renovations. 2. Deer census flyover — Two attempts were made but the ground too warm so it did not occur. Funding is encumbered so flyover will be able to take place next winter. 3. Renovation — 37 Washington Street is going through renovation. Scheduled completion mid May. 4. Meeting date change to the third Thursday of the month. 5. Review of Health Department budget. BOARD __VHI. CONCERNS FROM THE MacNab — Draft letter to pharmacies requesting help in getting statistics on tick -borne diseases. Letter will go out tomorrow. IX.
