Drake with the following Commissioners present: Vice Chair Arthur D. Gasbarro, Sheila O'Brien Egan, and David C. Gray, Sr. Also present were Doug and Annell Kuelpman of ADK Executive Search Jeff Marks, and Janine M. Torres, Administrative Assistant. Bill McGrath, Interim Airport Manager, joined the meeting at 3:30 PM. The meeting took place in the 2nd Floor Training Room at the Public Safety Facility, 4 Fairgrounds Road. Chairman Drake announced the meeting was being recorded. The Commission Unanimously MISIP approval of the Agenda. Public Comment None. Airport Manager Candidate Interviews The Commission took turns asking each candidate a pre - planned set of questions. Mr. Bryant Francis was interviewed from 8:40 AM to 9:50 AM. Mr. Francis left the meeting. Mr. Lee Remmel entered the meeting and was interviewed from 10:04 AM to 11:20 AM. Mr. Remmel left the meeting. At 11:30 AM, the meeting recessed for lunch. Chairman Drake called the meeting back to order at 12:15 PM. Mr. Jerry O'Sullivan entered the meeting and was interviewed from 12:19 PM to 1:30 PM. Mr. O'Sullivan left the meeting. Mr. Tom Rafter entered the meeting and was interviewed from 1:45 PM to 3:00 PM. Mr. Rafter left the meeting. Mr. Drake thanked ADK Executive Search, the 11 volunteer assessors and Janine Torres for their time and effort in Sunday's Assessment Center. Mr. Drake explained the Assessment Center put each candidate through three exercises, a Master Plan presentation, a one -on -one personnel issue, and an In -box exercise. Each exercise was observed by a team of assessors who scored each candidate on their abilities. Mr. Drake announced the candidates scored in the following order: 1St — Mr. Rafter, 2nd — Mr. Remmel, 3,d — Mr. Francis and 4th — Mr. O'Sullivan. Mr. Kuelpman reviewed the hiring process performed by ADK Executive Search leading up to the Assessment Center Weekend. It included resumes, a written Q &A, interviews, reference checks, background checks, personality and mental assessments. The Commission reviewed the candidates ranking based on the day's interviews. After brief discussion the Commission MISIP unanimously to offer Mr. Rafter the position. The Commission deliberated on their second choice. After brief discussion the Commission voted 3 to 1, with Ms. Egan voting against Mr. Remmel as the runner up. Mr. Drake called a brief recess to make the phone calls to the candidates immediately. Discussion moved toward the compensation package. Mr. Drake reminded the positions salary was advertised and budgeted as $11 OK to $130K. Mr. Rafter makes $126K in his present position. After brief discussion the Commission agreed to offer Mr. Rafter $130K and use of Airport vehicle and phone. The Town's relocation policy must be obtained before a final compensation package can be offered and the subject will be tabled until the 4/19/12 meeting. A start date was discussed. Mr. Kuelpman said the industry standard is a 30 day notice to present employer. Adding in relocation, a 5 to 6 week time frame is probable.
