Call to Order
Chairman Toole called the meeting to order at 5:07 PM.
II. Approval of the Agenda
A motion was made (O'Mara) and duly seconded to approve the agenda as written. The vote was 5 -0
in favor.
III. Old Business:

Singer
Attorney Andrew Singer, Gisele Gauthier, Brian Kuchar, Renee Ceely and Rob Andersen
represented the Applicant.
Attorney Singer reviewed what the Board of Appeals had requested at the last hearing and what the
Applicant had provided them to date. In doing so, Attorney Singer reviewed the memorandum
prepared for the Board of Appeals.
Upon discussing the open space issues, the Board suggested that more information be provided on
landscaping in general and that there by additional vegetation between the Lots. With respect to
the proposed sidewalk, Lisa Botticelli suggested that the sidewalk not be asphalt.
The Board then reviewed the revised waiver request submitted by the Applicant and suggested that
escrows for inspection money would be needed. The Board also discussed the sewer privilege fee
waivers and how this fee is proposed to be paid. The Board noted that the privilege fee waiver for
Abrem's Quary was only granted to the affordable and the elderly units and the privilege fee waiver
was granted to all the homes in the Rugged Scott subdivision because of the improvements the
Applicant made to the sewer line in the area.

The Board and the Applicant then discussed the Construction and Subdivision Management
Conditions proposed by the Applicant. The Board suggested that the Fire Department, Police
Department, and Building Department be included in the pre- construction meeting. The Board
also suggested the Applicant clarify whether or not any home or parking expansion beyond the
original footprint require ZBA approval and whether or not the HDC needs to approve such
changes.
Attorney Singer further reviewed the renderings, pointing out the landscaping between the lots and
the fences between the lawn areas. Michael O'Mara asked about the size of the trees. The
Applicant responded that the trees shown on the plans were at the mature level.
Chairman Toole asked for more significant landscaping between the Lots and more specific
information for each waiver requested listed.
Attorney Singer indicated that the homeowners' association documents would be submitted for the
next meeting.
Michael O'Mara discussed housing on the market in the $500,000 range and Chairman Toole asked
about the market research done by the Applicant.
Gisele Gauthier responded that there have been families who have approached her about housing
on Nantucket. Cape Cod 5 bank will provide the funding for the model and the CPC has provided
infrastructure funding.
Michael O'Mara asked how much the infrastructure will cost. Gisele Gauthier replied that it will
cost between $1 million and $1.5 million for the site work.
Ed Marchant, the 40B consultant for the Board of Appeals, asked if the "needy" buyers are 100 %,
80 %, or 150% of median household income and whether or not the Applicant has the flexibility to
change their program? Chairman Toole followed this by asking for assurance that the demand for
these homes exists. Chairman Toole expressed his appreciation that there is a need for the homes,
but asked if there is a demand?
Ed Marchant discussed the SHI requirements and suggested that Habitat for Humanity sell their
homes through a lottery process in order to count for the SHI list.
Gisele Gauthier indicated that Habitat for Humanity on Cape Cod will assist with the lottery
process. It was then suggested that a condition included about Habitat for Humanity houses
meeting the SHI list.
Ed Marchant suggested the Applicant look for comparable projects and check with Housing
Nantucket for these comparisons in order to see who is in the pipeline now and what price point
they are at —100 %, 80 %, or 150% AMI. The question was then raised about the demand for the
150% AMI housing and whether or not there is any resale.
Chairman Toole asked for additional information regarding the housing markets to see if there is a
demand for these homes.
Renee Ceely stated that Nantucket needs 150% AMI housing and that she doesn't see anything in
the current real estate market that compares to the proposed product.
Ed Marchant suggested the Applicant provide income multiplier data to the Board.

Gisele Gauthier explained to the Board that she would like to make homes available to the widest
range of people and want these homes to be affordable.
The Board of Appeals asked the Applicant to provide information regarding the 150% AMI demand
from Housing Nantucket.
The Board and the Applicant then discussed interest rates and sales prices.
Chairman Toole asked the Applicant if there is a contingency plan in place for the project.
Gisele Gauthier indicated that the Applicant would have to modify the program and possibly seek
subsidies if needed.
Will Willauer, an abutter, spoke about the mortgage crisis and expressed concerns about banks'
willingness to lend. Mr. Willauer also noted that there are more available homes on the market and
wondered if this influx of housing would create a crisis on the open market.
Gisele Gauthier responded that she didn't think this project would create a crisis because she is
unaware of any relationship between affordable homes and foreclosures. Furthermore, she noted
that affordable homes have fewer foreclosures.
Chairman Toole asked who will be the contractor and involved in the day -to -day operations?
Gisele Gauthier responded that it may be the Valley Group. She explained that she would like to
use local contractors, but wants to use a contractor who can handle an entire house.
The issue of the number of meetings held was raised by the Applicant and noted that other projects
on the Cape were approved in fewer meetings.
Kerim Koseatac expressed concerns about the sewer and water waivers because the burden now
falls to the taxpayers to pay these fees.
The Board and the Applicants discussed the other fee waivers.
It was determined that the next meeting will be on March 7, 2012 from 5:00- 7:00pm at 2
Fairgrounds Road.
IV. Adjournment
A motion was made (Boticelli) and duly seconded to adjourn the hearing at 7:05pm.
