Staff. Leslie Woodson Snell I. Call to Order: Chairman Toole called the meeting to order at 1:02 PM. II. Approval of the Agenda: A motion was made (Botticelli) and duly seconded to approve the agenda as written. The vote was 5 -0 in favor. III. Approval of the Minutes: A motion was made (Botticelli) and duly seconded to approve the minutes from the December 8, 2011 hearing. The vote was 5 -0 in favor. IV. Other Business: ■ Technical Amendment: Sanford —15 Pleasant Street (File No. 051 -11) A motion was made (Botticelli) and duly seconded to approve the requested relief as a technical amendment. ■ Technical Amendment: Glidden, Tr. — 6 Center Street, `Sconset (File No. 058 -11) A motion was made ( Koseatac) and duly seconded to approve the requested relief as a technical amendment. The vote was 5 -0 in favor. ■ Extension Request: Town of Nantucket — Madaket Road (File No. 070 -11) A motion was made (Botticelli) and duly seconded to extend the action deadline. The vote was 5 -0 in favor. V. Attorney Singer presented additional information regarding the application, addressed the concerns the Board of Appeals raised at the last hearing, and discussed the material he had submitted prior to the hearing. There were questions raised by Board members during this discussion. One such question was regarding the amenities (playing field, playground, etc...) and how the homeowners of the affordable homes will be able to fund these amenities. Chairman Toole suggested the Applicant submit a detailed landscape plan. The Applicant agreed to do so and also mentioned that they will be providing supplemental information to the Zoning Board of Appeals regarding the waiver request. Will Willauer, an abutter at 101 Surfside Road, expressed concerns regarding the need for affordable housing, the lending process, and that there have been so many foreclosures on Nantucket. Chairman Toole also raised the issues of vehicular access, the need for a sidewalk, market demand for these homes, and the proposed designs. Mark Poor also suggested the Applicant revise the plans to show a sidewalk. The Board also expressed concerns regarding the parking in the subdivision. The plans showed that there were 21 public parking spaces in the development and if the driveways were on the lot and not the public right of way, no sidewalk would exist. The Board also suggested that there be one -way streets within the subdivision and that a sidewalk be incorporated around the entire circle. Mark Poor also suggested that there be crosswalks to South Shore Road and the Fairgrounds Road bike paths. The Board also suggested that aprons be installed on the driveways. The Board also requested a signage plan and a reverter clause in the deeds. The Applicant and the Board discussed phasing the lots and having the Zoning Board of Appeals hold the covenant. The Applicant indicated that they had received between 50 and 60 inquiries from potential homebuyers. The Board also discussed the possibility of regulating the location and size of the sheds. The idea of a secondary access was revisited and the Board suggested the Applicant look into the possibility of an access off of South Shore Road. Ms. Oliver explained to the Board that the proposed alteration would not increase the nonconforming nature of the structure. A motion was made (Koseatac) and duly seconded to approve the requested relief. The vote was 5 -0 in favor. Attorney Arthur Reade represented the Applicant. Attorney Reade discussed the proposed application with the Board and what concessions could be made to alleviate the concerns of the neighbors. Attorney William Hunter, representing an abutter, discussed some of these concerns with the Board. A motion was made (Angelastro) and duly seconded to approve the requested relief. The vote was 5 -0 in favor. Attorney Glidden explained the proposed alteration to the structure and how it would not be any more detrimental to the neighborhood than the existing nonconformities. Attorney Glidden also detailed the scope of work that would be done in order to complete said construction. A motion was made (Botticelli) and duly seconded to approve the requested relief. A motion was made (Koseatac) and duly seconded to approve the requested relief. The vote was 5 -0 in favor. Vorce Jensen C Cohen Attorney Cohen discussed the application with the Board and requested the matter be continued due to a pending zoning article at Town Meeting. Peter Boynton represented himself at the hearing. Mr. Boynton explained to the Board that thanks to the Town of Nantucket Yard Sale program, he was able to increase his lot size, but his lot would still be undersized for the zoning district in which it is located.
