Andrew Vorce, Lynell Vollans Call to Order Chairman Toole called the meeting to order at 5:04 PM. II. Approval of the Agenda A motion was made (O'Mara) and duly seconded to approve the agenda as written. The vote was 4 -0 in favor. III. Other Business: Technical Amendment — File No. 085 -11 (113 Main Street — Glidden, Trustee) The Applicant is requesting a modification in the existing ZBA decision in order to correct a discrepancy in the decision. Paragraph 3 of said decision incorrectly references an addition of 64 feet, but the "Exhibit A" references an addition bf 70 feet. The Applicant is requesting that the decision be amended so that the text of the decision agrees with the approved "Exhibit A" (70 square feet). A motion was made ( Angelastro) and duly seconded to approve the proposed technical amendment. The vote was unanimous. (Toole, O'mara, Angelastro, and Poor) IV. Old Business: ■ 005 -12 Town of Nantucket Monohansett Road Vorce Action Deadline April 7, 2012. Andrew Vorce represented the Town of Nantucket. The Applicant is requesting relief from nonconforming lot size (44,813) in a zoning district that requires a minimum lot size of 80,000 square feet. The Applicant additionally is requesting relief to be able to unmerge the paper street parcels from the existing nonconforming, undersized lot to be able to dispose of them via the "yard sale" program and retain the ability for the lot to be a buildable lot. (Toole, Botticelli, O'mara, Angelastro, and Poor) 076 -11 Nantucket Housing Authority Surfside Road Singer Action Deadline April 20, 2012. Attorney Andrew Singer, Gisele Gauthier, Brian Kucher, and Rob Andersen represented the Applicant. Ed Toole advised the Applicant that Kerim Koseatac was absent from the meeting and if they agreed, Mr. Koseatac would listen to the digital recording and sit in at the next meeting. The Applicant agreed to the arrangement. Attorney Singer requested that members of the public be able to comment on the project in general before the discussion began. The board opened a ten minute comment period for general comments from the public. The Hines family commented that without affordable home ownership on Nantucket, they could not be able to own their own home on Nantucket. Vanessa Larrabee was in attendance with her husband Jason. She expressed that she was in favor of the project and that she believed that affordable housing was desperately needed on the island. She and her family were tired of doing the housing "shuffle ". Glena Stokes - Scarlett stood and spoke in favor of the project. The Applicant presented a revised conceptual plan that showed some proposed locations for sheds. The sheds will not be built by the Applicant, but the location will be restricted to certain areas to the side and rear of the houses by the homeowners' association documents. The sheds will not be visible and will not be located in the front of the lots. Lisa Botticelli confirmed with Attorney Singer that the sheds would be permitted separately from the homes and are not part of the Application. Attorney Singer confirmed that all the ZBA would be approving is where the sheds could not be placed. Attorney Singer shared that at an earlier meeting with the fire and police chiefs there was a request to connect the crosswalk with the bus stop that already exists. He said that the final plan would reflect that change. Attorney Singer presented the Applicant's plans for bike paths within the subdivision and site access. The Applicant expressed that, given the aesthetics and size of the Subdivision that sidewalks were needed, but did submit a plan showing the sidewalks. Attorney Singer presented the layout design of secondary access options. Ed Pesce of Pesce Engineering presented his report on the project. He also presented a few more options for site access. The board requested that raised sidewalks, that are not a part of the road, be part of the plan. They also requested a proforma by the next meeting, to better understand the costs associated with the project. A few members of the audience spoke and voiced their opinion in favor of having clearly delineated sidewalks. Several different options for egress were discussed. The board requested another peer reviewed traffic study to look at egress options. They did not feel comfortable with only Ed Marchant reported that most 4013's have a separate peer review for civil engineers and traffic engineering. Ed Pesce commented that the traffic study be very specific in scope to keep the cost of the peer review traffic study down. Attorney Singer agreed to pay for the peer reviewed traffic study. The board clarified that the traffic study would be limited to looking at full access at South Shore Road and the larger D handle extension access along Surfside Road. Attorney Singer added that the peer reviewer should compare these two options to the options presented in the Applicant's plan. The board agreed. Michelle Perry, a resident on South Shore Road, requested that the traffic study also look at car traffic data. After some discussion, it was decided that some traffic information was available and could be used by the peer reviewer. Ed Pesce will have Vanesse give a scope of work. An estimate will be prepared and when the Applicant agrees to it, the money will be put aside to pay for the study. There was a general discussion regarding mailbox placement no decision was agreed upon. The board requested that the Applicant contact the post office and get their opinion on how the mailboxes should be placed. Mark Poor requested that the homeowners association look at having a collective trash service so that the board would be assured that the trash would be taken care of by the residents. There was a general discussion whether the homeowners' agreement should require a trash pickup option or that the homeowners should be personally responsible for their own trash collection. The Applicant will look into the added cost of collective trash service. There was a brief discussion of open space delineation. The board would like to see the open space delineated, but the issue would be continued until the next meeting. The board quickly discussed drainage, driveway locations, and shed locations. All issues were continued until the next meeting. Gisele Gauthier shared that she and Ed Marchant have been working on the Proforma and that it will be ready to be presented to the board at the next meeting.
