HomeMy WebLinkAbout2008-8-27BOARD OF HEALTH TOWN OF NANTUCKET MINUTES — AUGUST 27, 2008 NANTUCKET SUPERIOR COURTROOM C MEMBERS PRESENT: Chairman Kopko, Ms. Roggeveen, Mr. Reinhard, and Mr. N Atherton MEMBERS ABSENT: Mr. Chadwick. Meeting called to order at 6:00 p.m. AGENDA Chairman Kopko asks for any concerns from the public. None noted. The BOH Minutes from July 23, 2008 approved unanimously. Variances — 1. 291 Madaket Rd. — This is a small lot with an existing structure with a 5 bedroom septic system in place. There are groundwater separation issues — the 150 foot Madaket well separation requirement cannot be met. HO Ray recommends granting this variance. The septic design meets maximum feasible compliance. BOH approves the variance request unanimously. 2. 4 Midland Ave. — This is an existing 4 bedroom system with a failed septic system. The design meets maximum feasible compliance and will meet the 6 foot separation to groundwater with a pressure dosing system. HO Ray recommends granting variance. BOH approves variance request unanimously. 3. 52 Meadowview Drive — this is an existing 3 bedroom dwelling where the leach facility will be repaired and relocated due to wetlands constraints. HO Ray recommends granting variance. BOH approves variance request unanimously. 4. 96 Cliff Rd. — This is a vacant lot and is only the second time that a vacant lot has made it to the Board in HO Ray's 30 years with a positive recommendation. If there was a well on the vacant lot, it would not meet HO Ray's recommendation. Usually there are many issues (well separations, distance constraints, etc.) that prevent a positive recommendation. This is a culmination of 6 months of review by the Health Department, Nantucket Surveyors, and DEP. Each undeveloped property will be looked at on a case by case basis. The variance will be for separation of the leach facility and the wetland within a 100 foot buffer zone of BOARD OF HEALTH - MINUTES -2 AUGUST 27, 2008 wetlands. There are no well separation issues — this lot is on town water. The groundwater flow has been proven to flow away from the wetland through monitoring wells by the engineer. This system will utilize alternative technology and will be limited to a 3 bedroom design per DEP and the Health Department. Setback distances cannot be met. A sieve analysis showed 92% sand and 8% silty clay with a perk rate of 5 minutes an inch or less. The engineer designed using a more restrictive 25 min. /inch. HO Ray recommends granting the variance. The BOH approves variance request unanimously with a maintenance contract in place and a 3 bedroom design limitation on the septic system. Board of Health Updates Consue Corner (Springs) — There is a sign in place "Please Do Not Feed the Ducks." However, people continue to feed the ducks thereby creating a rodent problem. The pool drainage going into the harbor creates an effluent problem from the birds themselves. We don't want to add more bacteria into the harbor. Mosquitoes — It is not yet cold enough for a freeze and therefore we are still concerned about mosquitoes. If we have a rainy September, please go around your property and empty all standing water out of bird feeders (change water frequently) and anywhere else water is collecting because mosquitoes will breed in very little water. There have been no documented cases of mosquito borne disease here on Nantucket this year. Nantucket Harbor Watershed Inspections — Zone A properties have until 12/14/08 to have their Harbor Watershed Inspection done. There are hundreds of properties that have not yet had their inspection. Zone B has until 6 /14/09 to have their inspection done. Please contact your inspection personnel immediately. Fines will be implemented for those properties not inspected by the appropriate dates. Please call the Health Department with any questions you may have. Ms. Roggeveen brings up the issue of tick borne illnesses. HO Ray states that this issue will be discussed in greater detail during the September BOH meeting and that tick bome diseases are higher this year. It's a serious issue, and we need to look into some remediation issues. The BOH adjourned at 6:40 p.m.
