HomeMy WebLinkAbout2008-7-23BOARD OF HEALTH TOWN OF NANTUCKET MINUTES — JULY 23, 2008 NANTUCKET SUPERIOR COURTROOM MEMBERS PRESENT: Chairman Kopko, Ms. Roggeveen, Mr. Chadwick, Mr. Reinhard, and Mr. Atherton MEMBERS ABSENT: None. Meeting is called to order at 6:00 p.m. AGENDA Chairman Kopko asks for any concerns from the public. None noted. Minutes of May 28, 2008 and June 2, 2008 approved unanimously. Variance Request 1. 39 Meadowview Drive — Repair of a failed system. A trench system cannot be utilized. A new leach pit will replace the existing pit and will meet groundwater separation. HO Ray recommends granting of variance. BOH approves variance request unanimously. 2. 4 California Ave. — A long standing holding tank is on this property. As part of the HWS inspection protocol, this tank needs to be inspected and needs an automatic alarm system put in place. HO Ray recommends denial of the homeowner's request not to install alarm system in his tank. Mr. Emery (homeowner) feels his stick method of checking tank is fool proof and that it is always pumped within a day or two of his call to pumping company. BOH notes that Title 5 regulations need to be adhered to. HO Ray notes that Title 5 alarm requirements eliminate human error. The expense is less than $200/$250 he believes. The BOH denies waiver of alarm system requirement — it must be put in place. Appeal of Maria Mitchell Dormitory fine — HO Ray tells BOH that the Health Department licenses dorms /lodging houses each year. Maria Mitchell opened their three dorms prior to inspection and payment of dorm license fees. The fine for opening without a license is four times the original license fee. They were surprised to find out they were in violation. BOH denies appeal of fine unanimously. Update of HWS Protection District Inspections — these regulations were created a little over five years ago. The dates have been extended a little over two years. Inspections have picked up recently. The Nantucket Harbor map portrays properties in green that have been inspected and passed, red have been inspected and failed, and those in cream/tan have not yet been inspected yet. 602 total systems — 292 have been inspected; 270 have passed and 22 failed. A total of 319 still need inspections. A penalty will be assessed if systems have not been inspected by required dates. The Madaket HWS Protection District — utilized same map systems of red/green/tan. In total there are 447 systems; 153 inspections have been completed — 104 passed and 49 failed. A total of 294 still need to be inspected. If systems have not been inspected by required dates in each zone, penalties will be assessed. HO Ray notes that one inspector will be submitting 40 inspection reports in the near future. • The BOH asks if new building permits could be denied/held up until property owners comply with the inspection requirements. HO Ray says it's something the BOH could investigate in the future. Additionally, reminder letters regarding HWS inspection requirements will be sent out to property owners in the near future. HO Ray updates the BOH relative to the flu season. The 2007/2008 flu season was more severe than in the past. The vaccine was 44% effective. For 2008/2009, 150,000,000 predicted doses will be available. The Nantucket Health Department is hoping to hold a flu clinic in late fall/early winter at NES as part of an emergency preparedness drill. The Health Department encourages individuals not to feed ducks at Consue Springs. It attracts rats and is a traffic /safety/health problem for the pond. BOH adjourns at 6:40 p.m.
