HomeMy WebLinkAbout2009-6-27BOARD OF HEALTH TOWN OF NANTUCKET MINUTES — JUNE 27, 2007 NANTUCKET SUPERIOR COURTROOM MEMBERS PRESENT: Chairman Willauer, Mr. Chadwick, Mr. Kopko, Ni Roggeveen and Mr. Reinhard. MEMBERS ABSENT: None. Meeting called to order at 6:00 p.m. AGENDA Chairman Willauer asks for any comments /concerns from the public. None noted. Unanimous approval of the minutes from March 28, 2007, May 2, 2007, and May 23, 2007. 1. Variance Request — 56 Starbuck Rd. Failed well. HO Ray discusses repair to meet maximum feasible compliance and recommends granting variance. BOH grants variance request unanimously. 2. Variance Request — 20 Washington Ave. Well and leach facility. HO Ray discusses repair to meet maximum feasible compliance and recommends granting variance. BOH approves variance request unanimously. UPDATES Estuaries Report — Preliminary draft report of the Nantucket Harbor and Sesachacha Pond presented to the town. The town reviewed the report and offered comments and concerns prior to the report being returned to DEP's Estuaries Program. The report is anticipated to be modified and become a public document. The anticipated arrival date of the results is mid- August. DEP is expected to hold a meeting to deliver TMDL for Nantucket Harbor and Sesachacha Pond. The town also anticipates a public meeting. Mosquitoes — No complaints to date have been received by the Health Department. We ask the public to call the Health Department and the DPW with any concerns or questions. The disease rates have been about the same as last year in the state. No dead birds have yet been found on island and no spraying is anticipated. Beach Sampling — Bacteria levels on the beaches and ponds are very low this season. Mr. Kopko asks for a status report on the rental regulations. Chairman Willauer asks for Health Department's increase in monitoring of various health issues before implementing BOH — Minutes — June 27, 2007 page 2 the rental regulations, wants to keep them on hold, wants more thorough input on regulations and hire additional staff with an increase in space for the Health Department. BOH was divided on rental regulations and didn't make any decision. HO Ray states that he was instructed to conduct several public forums on rental regulations, which has happened. Should he continue these public forums in light of the regulations potentially not getting adopted? BOH wants to get more information and have more public forums. HO Ray discusses inability of tenants to report substandard living conditions. Chairman Willauer states that if the rental regulations are enacted, it will be a slow process of ramping up and the housing market will be affected slowly. There is an economic issue and a safety issue, and it is still understudied. BOH adjourns at 6:27 p.m. is is
