MINUTES — FEBRUARY 25, 2009

MEMBERS PRESENT: Chairman Kopko, Ms. Roggeveen, Mr. Chadwick, Mr.
Reinhard, and Mr. Atherton
MEMBERS ABSENT: None.
Chairman Kopko calls the BOH to order at 6:07 p.m.
AGENDA
Chairman Kopko asks for any questions /concerns from the public. None noted.
The minutes of January 28, 2009 and February 11, 2009 are approved unanimously.
Discussion on separate Board of Health — HO Ray discusses the options available for
establishing a separate BOH, i.e., an elected Board of Health, use of a Home Rule
Petition for appointed BOH. The BOS/BOH prefers the Home Rule Petition option.
Town Counsel DeRensis discusses the options available.
Mr. Chadwick would like to spend more time on investigating a separate BOH.
Other board members feel comfortable moving forward with a separate BOH, and
Chairman Kopko asks town counsel to draft a motion in order to get information in the
public's hands for the warrant. HO Ray would like a five member board, with three
health care /environmental professionals, one BOS member and one member from the
general public if possible.
The BOH votes 4 -1 (Mr. Chadwick opposing motion) to move forward on separate BOH.
Town Manager Gibson asks for a meeting to review information next week.
BOH is adjourned at 6:30 p.m.
