HomeMy WebLinkAbout2005-5-4BOARD OF HEALTH TOWN OF NANTUCKET MINUTES — MAY 4, 2005 SUPERIOR COURTROOM MEMBERS PRESENT: Chairman Glowacki, Mr. Watts, Mr. Willauer, Mr. Chadwick and Mr. Bennett MEMBERS ABSENT: None Meeting called to order at approximately 7:00 p.m. Public Comment/Concerns• None noted. 7 AGENDA 1. Approval of Minutes from March 16, 2005 meeting. Motion approved unanimously. Public Hearin Regulation 68.00 — inspection and upgrading of septic systems within the Nantucket Harbor Watershed Protection District. HO Ray discusses revisions to Regulation 68.00 and asks for both BOH and public questions or concerns. HO Ray also discusses changes in Title V with regard to black and grey water separation within single family structures. These will allow BOH to allow for new technology to be utilized. HO Ray discusses penalty section allowing for a fine of $500 per day for not having a system inspected within the allocated time frame and discussion of fee schedules for perk tests and witnessing of inspections and the potential hiring of a seasonal, food service inspector. Chairman Glowacki asks Board to put it on the agenda for next week for action. HO Ray suggests a June 1St adoption date. Public Hearing section is closed by Chairman Glowacki. Variance Requests 1. 41 Quaise Rd. — existing septic system, repair, no increase in structure size. HO Ray recommends granting variance of the alternative design system with a stipulation that a signed maintenance agreement, renewed annually for the life of the system, be in place. BOARD OF HEALTH MINUTES — MAY 4, 2005 Motion to grant variance approved unanimously. 2. 13 C Street, Madaket — repair of failed system on existing property abutting Hither Creek. HO Ray recommends granting variance with the stipulation that a signed maintenance agreement, renewed annually for the life of the system, be in place. Motion to grant variance approved unanimously. 3. 71 Starbuck Rd. — failed septic system, existing structure. HO Ray recommends granting variance request. Motion to grant variance approved unanimously. HO Ray states that the Oklahoma Ave variance request has been withdrawn by the applicants due to the fact that an abutter's letter was not yet sent out by them. They would like to resubmit at a later date. Report from Administration Ms. Gibson addresses the issue of mosquito control. The purchase of a mosquito ditch digging /cleaning machine has been approved, but the machine has not yet arrived. Spraying has not been directed to start this summer. The staff recommendation has determined that spraying occur when a documented, public health emergency occurs. Chairman Glowacki asks for public comment. Meeting adjourned at approximately 7:50 p.m. 2
