Called to order at 4:00 p.m. Staff in attendance: Richard Ray, Artell Crowley, Kathleen LaFavre Attending Members: Patricia Roggeveen (Chair); Malcolm MacNab, MD, PHD; James Cooper; Helene Weld, RN; Stephen Visco Absent Members: None Agenda adopted by unanimous consent 1. Tick -borne Disease Warrant Article – Sponsor Carol Dunton The article is actually for FY2014. Per request by Finance Committee, trying to identify a fund source. Asked for $150,000. Talked to Neville Richen, Office Administrator Community Preservation Committee, and Ken Beaugrand, Chairman Community Preservation Committee. Also going through the Town budget in hopes of finding $50,000 or $60,000. MacNab – Have a shovel -ready project that would cost $45,000. Also, would need $8,000 to $9,000 for education: videos to be aired on the public television station. IL BOARD OF HEALTH SIGNATURE REQUIREMENTS FOR SEPTIC LOAN PROGRAM Ray – Already have five applications applying for loans ready to go. These total $165,000. Trying to streamline the process; right now, the applications need to be reviewed by the Board of Health; would like to transfer that responsibility to the Health Department. Also, want the chair alone to be able to sign all betterment agreements. Two loan agreements ready to go immediately need to be signed by all members and the signatures notarized. With the signing of these two applications, the Health Department will receive $10,000 in state funds to pay for the administration of the loans. *Move that the Health Department have authority to review the applications. (MacNab) Seconded. Carried Unanimously *Move to Approve the Submitted Betterment Agreements and Authorize Chairman to Act as Sole Signatory on Behalf of the Board of Health for each submitted Betterment Agreement(s). (Weld) Seconded. Carried Unanimously HL UPDATE MARTHA'S VINEYARD TICK-BORNE DISEASE PROCRAM MacNab – The Martha's Vineyard Tick -borne Disease Program has a website with videos. They are embarking on a thermal imaging process to count deer. Talked to the service provider about doing that on Nantucket, cost is about $10,000. In conjunction with true color and done early morning in the cold, this process confirms the deer population and identifies areas of concentration. Ray – Discussed with the Town Manager about appropriating $11,110 from the Reserve Fund Roggeveen – The consensus of the Board is to go forward with the Thermal Imaging.
