Drake, Chairman Arthur D. Gasbarro, Vice Chair Sheila O'Brien Egan David C. Gray, Sr. Carl D. England, Jr. The meeting was called to order at 4:00 PM by Chairman Daniel W. Drake with the following Commissioners present: Vice Chair Arthur Gasbarro, Carl D. England, Jr. and David C. Gray, Sr. Sheila O'Brien Egan arrived at 4:04 PM. Also present were Interim Manager William F. McGrath, Jr., Airfield Supervisor Jeff marks, Finance Director Tina Smith, Assistant to the Airport Manager Janine Torres, and Administrative Coordinator Yolanda Taylor. The Meeting took place at the Public Safety Facility at 4 Fairgrounds Rd. Chairman Drake announced the meeting was being recorded. The Commission Unanimously MISIP approval of the Agenda. Meet with FAA and MassDOT — Aeronautics representatives Bryon Rakoff of the FAA gave a presentation of the overall responsibilities, Grant Assurances and rules and regulations of the FAA. Chris Willingborg of MassDOT- Aeronautics gave a presentation of the overall responsibilities of MassDOT — Aeronautics and presented an overall view of the responsibilities and laws in regards to airport commissions. Vice Chair Gasbarro asked Mr. Rakoff if there were any concerns the FAA had with the Airport. Mr. Rakoff responded he is not aware of any concerns. Mr. Willingborg concurred and added the Airport does very well in regards to training. Vice Chair Gasbarro asked how Mr. Rakoff and Mr. Willingborg feel in regards to a full time environmental employee vs. a consultant. Mr. Rakoff responded if the Airport having a full time environmental employee it has its advantages. Mr. Willingburg stated it does have advantages, however; it is not essential. Vice Chair Gasbarro asked if Mr. Rakoff had any suggestions on how to maximize discretionary funds. Mr. Rakoff stated projects need to be ready to go. Vice Chair Gasbarro asked if Mr. Rakoff or Mr. Willingborg had any suggestions on how to maintain or increase entitlement funds. Mr. Rakoff stated entitlements funds are based on enplanements. Commissioner Egan asked if you have a project ready to go and it has already gone out to bid how long you have before the bid is no longer good. Mr. Rakoff stated the bids are usually good for ninety days. Commissioner Egan asked if there were any specific areas of improvement the Airport needed to look into. Mr. Rakoff stated all airports need to do appropriate planning in regards to wildlife, he will look into further to make sure Nantucket Airport is doing everything they can. Commissioner Gray asked in regards to noise how often is the 150 study done. Mr. Rakoff replied the 150 study should be looked at every time there is a significant increase in Aircraft activity or change in mix of aircraft. Jeff Marks stated the Airport did do a wildlife study within the last two years. Town Manager Libby Gibson asked if the Airport's revenue has to stay with the Airport. Mr. Rakoff stated the Town cannot take any money that has been generated by the Airport. It has to remain for Airport use only, with the exception of police, fire, utilities. Mrs. Gibson asked even if it is Non - Aviation money. Mr. Rakoff stated yes all money needs to remain solely for Airport use. Whitey Willuaer asked what about the Airport providing shuttle service to Town. Mr. Rakoff stated it's possible but believes it is only permissible only if the shuttle service went from Town to the Airport with no stops in between. Cliff Williams asked what documents are used to determine 196A, Federal Register, etc. Mr. Rakoff stated if you have any concerns with the Airport you should contact Barry Hammer from the FAA. Chairman Drake asked how closely does the FAA looks at financial statements for unfunded health insurance liability, as this number grows, does it become a concern. Mr. Rakoff stated if there are issues on the Airports books that is when they would have their forensic accountants look into the situation. Mr. Willauer asked if the property is rented to a private tenant with a clause in the lease for a certain amount of money to be paid in lieu of taxes shouldn't that money go to the Town and not the Airport. Mr. Rakoff stated if it is part of the rent then the revenue remains with the Airport. Commissioner Gray asked how you would bill the Town Administration for being involved with the Airport in regards to electric, ect. Mr. Rakoff replied you would need to look into specifics. Vice Chair Gasbarro asked about a Solar Project on Airport property. Mr. Rakoff replied it has been done; it has to be identified as non aviation use and has to be compatible with aviation activity. FAA and MassDot — Aeronautics representatives left the meeting at 5:04 PM Review /Discuss /Approve Contracts Victor Brandon: Overlay Portion of RW 24/Construct RW 33 Extension & End Safety Area The Commission Unanimously MISIP to approve Victor Brandon's contract for the Overlay Portion of RW 24 /Construct RW 33 Extension & End Safety Area in the amount of $5,467,570. Baybutt Construction: General Contractor GAIAdmin Building The Commission Unanimously MISIP to approve Baybutt Construction's contract for the General Contractor of the GA/Admin Building in the amount of $3,819,525.
