Receiving Request Information Sitting Hoey, Tiffany, Boynton, Dunton, Stambaugh Discussion Discovered at least four instances when this commission did not receive information it had asked for. Hoey — Passed out copies of emails as follows: 1. Email from Libby Gibson re. answers to questions following October 18 presentation 2. Multiple emails to /from Hoey, whitey Willauer, Frank Kaminsky, George Aronson and Lauren Sinatra. These emails covered wind turbine data and also the question of whether the Town should own /operate or lease /purchase from a developer. Tiffany — The economic key to this is the numbers. There are a lot of success and a lot of failures. The question is, "are these numbers solid ?" Don't feel the commission got a good answer. Diane — Have to put out the purchase of the wind turbine to a sealed bid. Need to be very careful in writing a bid. Tiffany — It is not about the lowest price, need to include consideration of quality and manufacturer. It's the machine curve that needs to be warranted. Action Next year should have a process by which the commission tracks receipt of requested information. 1. Scoring process Sitting Hoey, Tiffany, Boynton, Dunton, Stambaugh Presentation Perfect score is 35 and cut -off is 25. All projects that receive above 25 are Tier One: essential. Scores between 20 and 25 are Tier Two: necessary but postpone -able. Anything below 20 is not recommended. Discussion Hoey — Roggeveen decided, without consultation with this committee, that she should not vote on these projects because she will vote on them as a Selectman. That was a good point. Should put in the report that the Board of Selectmen should have a representative but that representative is non - voting. The by- laws would have to be changed. As a result the point system needs to be adjusted: Perfect score is 30. Tier One is 22 to 30. Tier Two is 21 to 18. Action N/A Page 1 of 4 Minutes for November 29, 2011, adopted Dec. 8 2. Bobcat w /attachments — received 23 (item 5) Sitting Hoey, Tiffany, Boynton, Williams, Dunton, Stambaugh Discussion Tiffany — Believe it is able to be postponed. Dunton — Airport has a bobcat they want to sell that is newer, is there a plan to give it to Landfill? O'Neil — No. Stambaugh — Gave it a high point because infrastructure has been postponed for years. Voters ought to have a chance to say Action No change 3. Command C -1 (2004) — received 18 (Item 10) Sitting Hoey, Tiffany, Boynton, Williams, Dunton, Stambaugh Discussion Tiffany — remove one point Dunton — remove on point Action Reduced to 16 4. Energy Audit & General physical assessment for Town buildings — received 22 (item 17) Sitting Hoey, Tiffany, Boynton, Williams, Dunton, Stambaugh Discussion Dunton — Anything we can do to save tax -payer money ought to go through. O'Neil — Final amount could be a little less or a little more. Have a bunch of RFPs that can be made to work. Boynton — Adjust up to 4. Action Changed to 23 5.2 &4 Fairgrounds Parking improvements — received 21 (item 18) Sitting Hoey, Tiffany, Boynton, Williams, Dunton, Stambaugh Discussion Williams — Would like to advocate for this. It's going to kill someone from a safety standpoint. Dunton — The last thing the taxpayer is going to want to see is an incre3ase in the parking of this building. Hoey — Since the Town has spent considerable amounts to build the Public Facility, the passage of this project will maximize the use of this property. O'Neil — the design was to put it toward the back so it won't be visible. Tiffany — After listening to presentation, don't think ready for it this year. Need to design it first then proceed with construction. It is needed; but not quite ready for it. Stambaugh — Don't want it postponed for a very long time, because present parking is inadequate. Hoey — will go up one point Action Change to 22 6. Wind Turbine (Madaket WECS) — received 18 (item 19) Sitting Hoey, Tiffany, Boynton, Williams, Dunton, Stambaugh Discussion Out of a possible 35 points, got only 18. Action Remain 18 7. Harborview Way Children's Beach Concession Renovation — received 18 (item 20) Sitting Hoey, Tiffany, Boynton, Williams, Dunton, Stambaugh Discussion Stambaugh — This is Nantucket and it is a bad facility. Williams — Raise one point Tiffany — Raise one point to 4 Dunton — going to 5 Action Change to 23 Page 2 of 4 Minutes for November 29, 2011, adopted Dec. 8 8. Surfside Road Takings — received 21 (item 21) Sitting Hoey, Tiffany, Boynton, Williams, Dunton, Stambaugh Discussion Dunton — Appreciate what the situation is, but abutters have not been able to "herd their cats." That is a private road and commercial users are placing themselves at great liability. Hoey7 — If the report says only with a commitment of 30 percent from abutters, would Dunton give it a higher vote? Williams — Fire and police have had to respond to accidents. It is not the abutters fault that others found it a short-cut to the Airport. Boynton — Increase 2 points to 4. Action Change to 23 9. NES classroom upgrades — received 22 (item 24) Sitting Hoey, Tiffany, Boynton, Williams, Dunton, Stambaugh Discussion Hoey — Could recommend $100,000 for partial. Action No change in points. Change title to read NES. Recommend lower amount to $100,000 10. CPS/NHS classroom improvements — received 21 (item 26) Sitting Hoey, Tiffany, Boynton, Williams, Dunton, Stambaugh Discussion Hoey — Partial ok with schools to determine priority. Williams — Change points from 3 to 4 Dunton — 1 to 3 Action Recommend lower amount to $1 00,000. Change points to 24. 11. Stadium &Athletic Field upgrade Phase I — received 22 (item 27) Sitting Hoey, Tiffany, Boynton, Williams, Dunton, Stambaugh Discussion Tiffany — A track doesn't make a lot of sense. Vote is 4 without the track O'Neil — Football field is facing the wrong way. What they really want to do is have an architect redesign all the fields and how they are placed. Williams — Raise vote to 3. Dunton — Raise vote to 3 Action Change to 24 12. Financial Assurance — Landfill — received 21 (item 33) Sitting Hoey, Tiffany, Boynton, Williams, Dunton, Stambaugh Discussion Tiffany — Don't believe in capping. Need to get rid of the junk in the ground. Capping is a semi- permanent answer. 89% that goes into the cell is non - biodegradable plastic bags; they can be shipped off - island. Cell 213 will fill up in 2 or 3 years. If we ship it off, we don't need Cell 2C. Williams — Not comfortable on this commission to make that call and dictate to the Landfill. Denying this would be simply setting it aside. Hoey — It is for the possible - proposed Cell 2C. Williams — Will change to 4 with caveat to find out if it is for Cell 2B or Cell 2C. Action Change to 22 13. Renovation & Rehab of Administration building — received 20 (item 36) Sitting Hoey, Tiffany, Boynton, Williams, Dunton, Stambaugh Discussion Williams — Change to 5 Dunton — In needs refurbishing; but not all the bells and whistles.
