Gray, Sr. -` -~ r:: ;v AIRPORT COMMISSION MEETING July 12, 2011 The meeting was called to order at 5:00 PM by Chairman E. Foley Vaughan with the following Commissioners present: Vice Chair Sheila O'Brien Egan, Carl D. England, Jr., Arthur Gasbarro, and David C. Gray, Sr. Also present were Airport Manager AI Peterson, Airfield Supervisor Jeff Marks, Administrative Assistant to the Airport Manager Janine Torres, CompliancelTraining/Noise Coordinator David Sylvia, and Administrative Coordinator Yolanda Taylor. The Meeting took place in the SRE Building at 13 New South Rd. Chairman Vaughan announced the meeting was being recorded. Election of Officers Commissioner England nominated E. Foley Vaughan as Chairman. The nomination was seconded by Sheila Egan. With no other nominations, the Commission Unanimously voted for E. Foley Vaughan to remain as Chairman. Commissioner England nominated Sheila Egan as Vice Chair. The nomination was seconded by E. Foley Vaughan. With no other nominations, the Commission Unanimously voted for Sheila Egan to remain as Vice Chair. Chairman Vaughan welcomed Arthur Gasbarro and David Gray to the Commission. The Commission MISIP approval of the June 14, 2011 Commission minutes with Commissioner Gasbarro and Commissioner Gray abstaining. The Commission Unanimously MISIP approval of the July 20, 2011 Warrant. Solar Projects Mr. Peterson reported: • Interviews with the three proposers to the Solar PV Project RFP took place. • National Grid's (NGrid) definition of Net metering as it relates to Nantucket is still an issue. One company, Sun Edison, proposed paying the airport $5,000 per month to keep the option open on net metering. • Option 2 is Master Metering where the Airport would have to buy all of NGrid's equipment currently on the Airfield. The exact cost of this is unknown, but it will be very expensive. • Option 3 is a solar project through the VALE program with FAA funding for 1 mega watt system per year. Chairman Vaughan stated the project could potentially save the Airport $100,000 in electrical costs per year. Chairman Gray asked how could Sun Edison pay the Airport $5,000 per month and is the Sewer Plant project related to the Airports project? Mr. Peterson responded the Airport has to look into Sun Edison's proposal to completely understand what they are trying to do; and, for the Sewer Plant - no, the Airport is working alone. Commissioner England asked if Bob Patterson mentioned pursuing legislative relief on net metering. Mr. Peterson stated the Town is looking into that. Commissioner Gasbarro stated the Airport needs more information to determine which program to pursue whether it is master metering or the VALE program. Commissioner Gray stated a few years ago the Town was pursuing becoming their own utility would the Airport do the same? Mr. Peterson stated the Airport would have to become its own utility should the Master Metering option be chosen. Noise Incentive Award Status Mr. Peterson reported Passur technician is here today to hook up the system and should be up and running tomorrow. Commissioner Gasbarro would like a letter sent to all the Airlines once the Passur system is up and running to let them know that it is back in service and to thank them for all of their cooperation. Project Updates • RIW 33 Extension -the FAA's continuing resolution goes until July 22nd which may mean the base bid is the only grant awarded. • SW Ramp Extension -the environmental work continues. The preliminary work to widen TW Delta to 50 feet has been approved by National Heritage. • ATCT -there is nothing new to report. The siting is still in the sign off process. Commissioner Gasbarro asked if there are still looking into rehabbing the existing tower. Mr. Peterson stated we need to get the evaluation report before any decisions are made. • VALE Program -Ramp Electrification -getting push back from the FAA. Our proposal had conditioned air on both ramps and it should not have included the GA ramp. Commissioner Gasbarro asked if letters of support would be helpful. Mr. Peterson -yes. Commissioner Gray asked how much it would cost. Mr. Peterson stated it would be around $4 million dollars. • General Aviation Building -the bid documents are available starting July 20~ Environmental Report Mr. Sylvia reported through the end of June enplanements were down 50%, but the data is incomplete. There were 12,203 Operations in the month of June and 49,726 year to date. Freight year to date is 960,595 which is up 15%. There were 8 noise complaints for the month of June and 14 year to date. Operations Mr. Peterson reported: • Table Top meeting was held this morning for the triennial emergency drill. The next meeting is July 18~ and the actual drill is scheduled for September 27~. • Fuel revenue is up 25% • With the Commission's approval, institute a new policy, fora `light twin' aircraft landing fee to be waived if they buy 50 gallons of fuel. The Commissions agrees. • The preliminary draft outline for the controlled burn has been received • The 2 new buses are in production • Nantucket is 1 out of 8 Airports that have been selected to participate in a lead monitoring study • Completing an RFP for the replacement of the vehicle gates • The Airport will have a small surplus in regards to the finances. There is an overage in expenses; the Airport might have to ask for a special town meeting in regards to the unpaid bills. The Airport is working with the Board of Selectmen on transfers and date for special meeting dates. The overage is based on the price of fuel going up. Nantucket Airport Commission Minutes 7.12.11 Page 2 of 3 These items exceed Budget forecast on expenses that require Town meeting approval, even though revenue covers them. Chairman Vaughan stated fuel costs went up 68% for last year. Commissioner Gasbarro asked if the Airport is the only one that would need a special meeting or are there other town departments as well. Mr. Peterson stated there are other town departments however they will wait until the Airport call for the meeting and the expense will be the Airports responsibility. Commissioner Gasbarro would like the financials in their commission packets on a monthly basis. Public Comment There were no audience members wishing to make remarks during Public Comment. Other Commissioner England stated the Executive Session is pending due to Mrs. Huber off Island. Commissioner Gray asked for Commissioners Comments be an item on the agenda. Chairman Vaughan agreed. Commissioner Gray asked: was Jack Wheeler the IT person and should the Airport look into replacing him; how is the parking lot system going; are the lines in the parking lot going to get re-painted. Mr. Peterson: the Airport is looking into outsourcing for an IT person/company. It will have to go out to bid; the parking system has been problematic with some bugs including paper receipts jamming at the exit gates. The painting of the lines in the parking lot will be a fall project. Vice Chair Egan asked Walter Flaherty, A Cape Air employee who was in the audience, how the summer season was going in regards to all the airlines, and how the air conditioning was working. Mr. Flaherty stated it is very busy and crowded. The air condition does not seem to be working. It is 77 degrees in their office. Mr. Peterson stated he is having the gentleman who programmed the geothermal look into the problem. Commissioner Gasbarro would like an update on the progress at the next Commission Meeting. Commissioner Gasbarro inquired whether the Environmental Coordinator position should be filled and if payroll has decreased with the vacant position. Mr. Peterson reported David Sylvia is temporarily filling the position and he will have an answer at the next meeting on what may happen in the future with this position.
