England, Jr. AIRPORT COMMISSION MEETING June 14, 2011 The meeting was called to order at 5:00 PM by Chairman E. Foley Vaughan with the following Commissioners present: Vice Chair Sheila O'Brien Egan, Dual A. Macintyre, Jr., Robert Atlee, and Carl D. England Jr. Also present were Airport Manager AI Peterson, Airfield Supervisor Jeff Marks, Finance Director Tina Smith, Administrative Assistant to the Airport Manager Janine Torres, Compliance/Training/Noise Coordinator David Sylvia, and Administrative Coordinator Yolanda Taylor. The meeting took place in the SRE Building at 13 New South Rd. Chairman Vaughan announced the meeting was being recorded. Chairman Vaughan expressed his gratitude to Commissioner Macintyre for his many years of service on the Airport Commission and wished him luck in his future endeavors. The Commission Unanimously MISIP approval of the May 10, 2011 Commission minutes The Commission Unanimously MISIP approval of the March 22, 2011 Executive Session minutes as presented. The Commission Unanimously MISIP approval of the June 22, 2011 Warrant. The following airline lease renewals were being executed: • Colgan Air • Tradewind Aviation • Wiggins Airways • Island Airlines • Island Airlines dba Nantucket Shuttle • Delta Air Lines The Commission Unanimously MISIP to Accept the FAA Grant for the Terminal Project (Phase VIIB) in the amount of $289,991.00 The Commission Unanimously MISIP to Accept the MassDot Grant (South Apron Environmental Impact Report) in the amount of $10,073.00 Noise Incentive Award Status Mr. Peterson reported the antenna is up, the Passur technician is scheduled to be here next week to reconnect the service, antl they will credit the Airport for the months it has been down. Airport Commission Minutes 6/14/11 Page 1 of4 Madequecham Valley Road Grading Expense After brief discussion the Commission Unanimously MISIP to donate $1,500 to the Madequecham Valley Road Grading Expense. Solar Project RFP Mr. Robert Patterson, the Airport's consultant on the solar farm project, reported three proposals were submitted in the RFP process and the interviews with all three have been scheduled. Mr. Peterson announced the FAA, through their VALE program, may have the capability in developing a 1 megawatt project, separate from the commercial solar farm project. This would be Airport owned. Mr. Patterson gave a presentation on the two projects: FAA Vale PV Solar Project • FAA Funding of 1,000 KW system - 97.5% • Project Cost - Approx $5,000,000 • Greatest Benefit -Behind the Meter -hooks into Airport meter • No need for Net-Metering. • Approximately 70% of Airports usage NMA - PV Solar Farm Project • Developer funded - 2,000 KW System -100% • ProjectCost-Approx$10,000,000 • Annual Electricity Generation - 2,780,00 KW hrs Net Metering -can take the excess electric and assign it to another meter (yours or someone of your choice) National Grid refunds approximately 14 cents per KW hrs which the owner can take or assign to someone else. There is an exception for Nantucket. The 2% is on Nantucket Electric not NGRID, all other communities allowed 10 mega watts. 800 mega watts is the cap for the entire Island. Mastering Metering - If the Airport hooked up all solar generated power to all its meters the Airport would have to purchase all of National Grids equipment currently located on Airport property. Mr. Patterson suggested to proceed with the chosen developer. Chairman Vaughan asked about the cost of the project and why should the Airport do the Farm if the FAA project can be done. Mr. Peterson responded the cost is unknown at this time and there could be extra proceeds from tax credits with the FAA project if they are saleable. Commissioner Macintyre asked if the Airport give the excess power to the Town and who would be responsible for the maintenance on the VALE project. Mr. Peterson responded the Airport cannot give excess power to the Town. The Airport would have to get something for it in order to satisfy the FAA (grant assurances); and, the maintenance might be the responsibility of the Airport. Commissioner Atlee would like more information on corrosion to the system. He sees this as a big concern to the Airport. When asked about similar locations up and running, Mr. Patterson explained Greenfield is under construction. There is no farm fully completed. Commissioner Macintyre suggested moving forward with the VALE program and waiting and seeing if net metering is allowed if not then do another MGW with VALE the following year. Airport Commission Minutes 6/14/11 Page 2 of 4 Project Updates • RNV 33 Extension -still waiting for FAA funding decision • SW Ramp Extension -the environmental work continues • ATCT -the siting being approved and circulating for signatures. There is no report on the evaluation of the present tower. • Vale Program -went out to bid today and the cost is up to $3.9 million. The FAA is encouraging the Airport to add some components. • General Aviation Building - is almost ready to go out to bid and the OPM is doing a great job. Environmental Report Mr. Sylvia reported Operations through the end of May were up. There were 9,776 Operation in the month of May and 37,523 year to date. Enplanements through the end of May are down 9.07% with 44,974 Enplanements year to date. Freight year to date is 744,055 which is up 23.17%. There were 3 noise complaints for the month of May and 6 year to date. Operations Mr. Peterson reported: • Operations, Maintenance, and the Janitors took a 10 hr Osha Class • The Airport closed on the McGrath hangar and Cape Air will be one of the tenants • The Part 139 inspection was a clean inspection with no issues • Ace camp starts June 27~h and there are 15 campers signed up. • Ret. Brigadier General, Charlie Duke will be hereon July 6th to present a scholarship to a Nantucket student to the Admiral Farragut Academy. General Duke was also an astronaut and was on Apollo 16 to the moon. The Airport will host the presentation in Hangar 3 and is open to the public. Public Comment Arthur Gasbarro commended Commissioner Macintyre on a job well done for the past 6 years. Mr. Gasbarro also was happy with the GPU use however would like the Airport to purchase additional GPU's and have someone monitor the ramp on Sunday's. He is happy with the progress of the VALE program due to the incessant noise from the commercial ramp. Mr. Mark Bechard, a taxi driver for Breeze Taxi, approached the Commission to appeal Mr. Peterson's decision to banish him from the airport taxi line unti- further notice after intentionally bumping a private vehicle and then verbally attacking the vehicle driver, all the while having a passenger in his cab. Mr. Peterson explained this is not the first altercation Mr. Bouchard has had at the Airport; he is very aggressive with the other taxi drivers. Mr. Bechard has been warned about his behavior in the past and brought before the Taxi Owners Association. The Police report from this last incident recommended Mr. Bechard be suspended for the entire summer. After a brief question and answer period the Commission gave Mr. Bechard a suspension from the taxi pick up line until the end of July and then be on permanent probation. Any further altercations and Mr. Bechard will be permanently suspended from picking up passengers at the Airport. It was MISIP by the following vote to adjourn into Executive Session to discuss the exchange of real property which if held in open session, may have a detrimental effect on the Commission's negotiating position; and, to conduct contract negotiations with non-union personnel.
