Engl~Jr. ~ AIRPORT COMMISSION MEETING - 0\ :D May 10, 2011 0 The meeting was called to order at 5:00 PM by C~Clirman E. Foley Vaughan with the following Commissioners pr~nt: Vice Chair Sheila O'Brien Egan, Dual A. Macintyre, Jr., Robert Atlee,.and Carl D. England Jr. Also present were AirportM(inager AI Peterson, Airfield Supervisor Jeff Marks, Finance Director Tina Smith, Administrative Assistantto the Airport Manager Janine Torres, CompliancefTrainingINoise Coordinator David Sylvia, and Administrative Coordinator YQlanda Taylor. The meeting took place in the SRE Building at 13 New South Road. Chairman Vaughan announced the meeting was being recorded. The Commission Unanimously MlSlPapprovalof theAprH 20, 2011 Commission minutes. The Commission Unaoimously MISlP approval .of the May 18, 2011 Warrant. Noise Incentive Award Status Mr. Peterson reported the Megadata antenna is still not reinstalled. The Airport is obtaining quotes for the work and should be up next month. The Commission had .askedfor January's data and for a winner to be named and presented at this meeting. Mr. Peterson explained due to moving out of the Administration Building the control box is without power and therefore there is no data. Signing Authority - Letter of Authorization The Commission Unanimously M/S/P approval to grant Chairman Vaughan signing authority for contracts, grants and other agreements on projects already authorized by the Commission. Project Updates . R/W 33 Extension - the apparent low bidder is Lawrence Lynch if all 3 phases of the project are approved for FAA funding as a whole. If FAA funding is split and the work done is phases, the results of the bidding could split the work between Lawrence Lynch and Victor Brandon. . SW Ramp Extension - The environmental work continues and the grant application has been submitted. . ATCT - Jacobs' evaluation team is here and looking over the current tower. . VALE Program - The quote for the Hybrid bus is $130,000. A regular bus would cost $50,000. The FAA would pay 95%, however; Mr. Peterson can't justify spending that kind of money. Two regular buses have been ordered. The electrification of the ramp is proceeding and the Airport is working with the consultants. Mr. Peterson stated the FAA under the VALE Program will pay 95% of a solar farm up to 1 megawatt. The Airport is evaluating a master metering system where there would be one meter for the entire Airport. Chairman Vaughan asked how the Solar Farm would tie in with this project; Mr. Peterson stated they would be separate projects. Chairman Vaughan would like a memorandum along with estimates. . General Aviation Building - The plans are close to being complete, waiting on permits to move the building, the RFP should go out the end of the month. Environmental Report Mr. Sylvia reported Operations through the end of April were up 10%. There were 7,090 Operations in the month of April with Nantucket Shuttle numbers missing and 27,747 year to date. Enplanements through the end of April are down 9.07% with 6,433 Enplanements for the month of April and 32,978 year to date. Freight year to date is 532,203 which is up 41.08%. There were no noise complaints for the month of April and 3 year to date. Mr. Peterson stated during Daffodil weekend the Airport is up $15,000 net which is a 20% increase in revenue from last year. Operations Mr. Peterson reported: . The trees have been planted along the new parking lot and National Heritage gave permission for the entrance to be moved. . Crack sealing on the runways has been (j()mpJetl;ld. . The Airport is painting all the taxiways and next Monday the State Cqotractor comes to paint the runways Chairman Vaughan asked about the ILS stating the lighting is very dim. Mr. Marks explained it is a minimum system and ilis FAA who controls them. . Ace Camp will be June 27th through July 1st, there are scholarships available. Sikorsky helicopters has made a$1 ,000 donation to the camp. . Mr. Peterson met with Ascent who was recently purchased by World Fuel. . 2 buses have been ordered. . There will be a pre.-bid meetingThursdClrfprth~~larFarmProject. Commissioner Macintyre asked if the National Grid, net metering, issue has beehr6solved. Mr. Peterson stated it has not. Public Comment There were no audience members wishing to make rem~ks during Public Comment. It was M/S/P by the following vote to adjourn into Executive Session to discuss the discipline of an employee. Chairman E.
