AIRPORT COMMISSION MEETING
April 20. 2011
The meeting was called to order at 5:00 PM by Chainnan E. Foley Vaughan with the following Commissioners present:
Vice Chair Sheila O'Brien Egan, Dual A Macintyre, Jr., Robert AUee. and Carl D. England Jr.
Also present were Airport Manager At Peterson, Airfield Supervisor JeftMarks, Finance Director Tina Smith,
Administrative Assistant to the Airport Manager Janine Torres, Compliancerrraining/Nolse Coordinator David Sylvia,
and Administrative Coordinator Yolanda Taylor.
The meeting took place in the SRE Building at 13 New South Road.
Chairman Vaughan announced the meeting was being recorded.
The Commission Unanimously MlSlP approval of the March 7, 2011 Commission Minutes, March 8, 2011 Commission
Minutes, and March 22, 2011 Commission Minutes noting one typographical error in the March 8, 2011 Minutes.
The Commission MISlP appro~ of the January 28, 2011 Executive Session Minutes with Vice Chair Egan and
Commissioner Macintyre abstaining.
The Commission Unanimously MlSlPapproval of the May 4, 2011 Warrant.
Noise Abatement
Mr. Peterson reported the Passur system is down and would like to award all three airlines the abatement for January,
February, and March based on past results.
Chairman Vaughan asked if the Passur system has been down for all three months. Mr. Peterson responded only
February and March. Chairman Vaughan would like the results for January to determine a winner.
Delta Field Bleachers - David Zieff
Mr. Zieff explained his deceased wife's memorial fund is donating bleachers to the youth soccer program and is asking
the Commission to allow bleachers on Airport property adjacent to the Delta fields as depicted on his handout. Mr.
Zieff further explained this would be temporary until the new soccer fields are complete in approximately 2 years.
Chairman Vaughan asked the dimensions of the bleachers. Mr. Zieft responded if 5-row bleachers are used,
approximately 15' deep by 40' wide. Exact dimensions to be worked out with Airport management.
Chairman Vaughan stated the Airport is in negotiations with the Land Bank to do a land swap in which the Delta Fields
are a part of.
The Commission Unanimously M/S/P granted Mr. Zieff a 2 year license subject to the Land Bank Swap.
Plum TV - Commission Meeting Broadcasts
Mr. Peterson reported a complaint from a viewer stating the Commission Meeting broadcasts are not always timely and
broadcasted inconsistently.. This complaint was predicated by Plum's absence at the March meeting. Mr. Peterson
reported Plum TV has always made good on missed meetings by extending their contract.
Project Updates
R/W 33 Extension - There is a pre-bid meeting today. Due to the possibility of not having full funding the
project is being bid in three phases. The 1st phase will begin in September.
SW Ramp Extension - The environmental work continues with grant application being submitted.
Apron Flood Lights - Project is complete. The neighbors are pleased with the outcome. 1 pole blocked the
control tower's view of R/W 6 and needed to be moved approximately 30 feet..
ATCT - this is progressing and we should have the final siting report shortly. The FAA will be doing a survey
of the current tower.
Solar Project - The RFP has gone out. Pre-bid meeting is May 121f1.

Operations
Mr. Peterson reported:

has been addressed and is being taken care of.
Commissioner Macintyre asked for an update on the lighting situation on the commercial ramp as well as the
overhang. Mr. Peterson stated they are going to put a low light in the comer that will not block the view from the tower
and he will look into lighting for the overhang.
Chairman Vaughan asked if the issue regarding motorcycles going into the parking lot have been resolved and if the
voice has been changed. Mr. Peterson responded the motorcycles do not have to go through the gate they can go
around it and the voice needs an MP3 format and will be changed shortly.
Mr. Peterson reported the Airport is in the application process of becoming a portal to Washington National. This
would mean a change to the security plan and it is a bit more complicated than anticipated.
Commissioner England inquired on the McGrath hanger, Mr. Peterson stated it is with the Attorneys.
Commissioner Macintyre had a few questions about the financial report:
. Revenue. Total Other Income down considerable from last year. Mr. Peterson stated it was mostly interest
rates and National Grid's energy savings reimbursement was in the previous fiscal year.

. Expenses - Total ARFF/Operations Department expenses have increased. Mr. Peterson noted the move
into the new building required the initial supply of foam as well as the replacement of some fire gear.
. Expenses - Total Service & Maintenance is down a bit. Mr. Peterson noted some remodeling in the
previous fiscal year which we did not have this year.
. Expenses - Total Administrative Expenses are up dramatically. Mr. Peterson stated this is, in part, the ramp
lighting project (Cullen). We are waiting for bond anticipation notes the Town issues on Warrant Articles and
until we get the funding the monies going into this category. It also includes costs so far on the
environmental work on the SW Ramp Extension as well as the GA building.
Chairman Vaughan inquired on the akplane that crashed in Maine and if our fuel was tested. Mr. Peterson responded
our fuel was tested and the Airport is clean.
Vice Chair Egan inquired on the LaFleur balance. Mr. Peterson stated we are trying to get what money we can.
Public Comment
Sandra Polchanis of 1 Daffodil Lane stated the new parking area with all the trees missing is ugly and without anything
there more light shines through. Mr. Peterson tt!pQrtedthereWillbe 6-8 ft trees going in and the contract has been
awarded to Atlantic Landscape.
