England, Jr. AIRPORT COMMISSION MEETING March 8,2011 The meeting was called to order at 5:00 PM ~ypbairman E. B~I~yV~gha?withthefollowing Commissioners present: Vice Chair Sheila O'Brien Egan. England Jr. Also present were Airport ManagerAl Peterson, Airfield Supervisor Jeff Marks, A~inistrativpAssistant to the Airport Manager Janine Torres, Environmental Coordinator Jack Wheeler, and Administrative Coordinator Yolanda Taylor. The Meeting took place in theSRE Building at 13 New South Road. Chairman Vaughan announced the meetil)gWl)$beirt9r~ded. The Commission Unanimously M/SIP approval of the February15,. 201JCommission Minutes and March 1, 2011 Special Commission Minutes. The Commission Unanimously M/SlP approval of the M8l'ch 16, 2011 Warrant. Noise Abatement The Early Morning Compliance award for the months ofJ~rtuary and February were tabled until next month. Vote to accept FAA Grant for $851,986.00 (Terminal Building. Phase 8) The Commission Unanimously M/S/P to accept the FAA Grant for $851,986.00 (Terminal Building, Phase 8) Personal Sub Committee a) Union Agreement Ratification Vice Chair Egan stated she and Commissioner Macintyre have been in negotiations with the Union for the past several months and they have come to an agreement. The new contract will be in effect from July 1, 2010 through June 30, 2013. Commissioner Macintyre added the negotiated wage increases are within the Town's guidelines, for 2010 - 0%, 2011 - 2.75% and 2012 - 2.75%. The Union also agreed to the Town's proposed change to the percentage split of the health insurance cost increasing the employees share by 5% contingent on all other Town Union's agreeing to do the same. Mr. Peterson recommends signing the agreement prior to the Unions signature. The Commission Unanimously M/SIP to approve the new Union Contract. Town Meeting Articles Mr. Peterson reviewed some of the Town Meeting Land Articles that are pertinent to the Airport. . 35 & 36 - Monahasset paving . 82 - Land Bank swap for ball fields . 93 - Reis land swap . 95 - Solar Farm . 98 & 99 - Paper Streets . 100 & 101 - Surfside paper street . 111 - Town owned roads . 112 -Land Bank swap (Chairman Vaughan recommends the Land Bank Swap) . 114 - Madequecham Valley Rd Project Updates . RIW 33 Extension - The Airport could save up to 20% if the presently three phased project were combined into one. 97.5% of the cost is FAA/State Funding. Our congressional delegation has supported this to the FAA. SW Ramp Extension - Th~reisa MEPAmeptin~tomorrow at2:0()pM Apron Flood Lights - cuIIenElect,ri.~ i~~()jngthe work. Th~ underground work is complete, the pole bases are in and the poles are due ~extweet<. ATCT - The FAA is going to evaluate the existing Tower in Aptilfo~possiblerenovation. Solar Project - Mr. Peterson stated he met with the Town EnergYColllrnitteeand John Georgio, of Kopelman and Paige. and was told National Grid has changed the ru~lsland wide on how many kilowatts of net meteringcani'>e used which could make the 4 projects the Town is col)sidering t a bad deal. VALE - Trying to CQ9rdinate all parties for a meeting on March~5, 2011 on the apron electrification. General Aviation Building Removal- Toscana w()n the bid to purchase the building and will be moving it off site. General Aviation BuildlngqQn~....J~iSWOr~iQ9onthesite work. Environmental Report Mr. Wheeler reported Operations throughtheen~ of Bebruarywere dowq3.24%. There were 5,993 Operations in the month of February and 13,085 year to date. EnpIClJl~ntsthroug~ the end Of February are down 1.63% with not all the numbers in. GA Enplanementsfor February!'efe 1:07. FreightJorthemonthof February was 113,6151bs which is down 6.87%. There was one noise complaint for the month of February. Operations Mr. Peterson reported: . There is a MEPA meeting tomorrow . The terminal painting contractor, Bouchard has settled the case against Skanska . Controlled burn is planned for this fall and the Airport has hired a consultant to oversee . Application with TSA to become a portal to Reagan International for GA travelers . Airport is looking into a phone App for passengers to check flights and weather . TSA is doing the wiring for the advanced imaging machine . Talking with Nantucket Shuttle to rent them space next to the Taylor Hangar for air freight operations Commissioner Macintyre asked if the Passur Antenna has been moved. Mr. Peterson responded no it still needs to be moved. Vice Chair Egan asked if any tenants are in arrears. Mr. Peterson responded the Lafleur lot has been cleared and the Reis and Island Tool lots will go back out to bid. commission minutes 3 8 11.doc Page 2 of 3 I' Commissioner England asked if the Airport was notified of the 275 foot crane off of Surfside. Mr. Peterson stated the Tower was but the Airport was not. Public Comment There were no audience members wishing to make remarks during Public Comment. It was M/SlP by the following vote to adjourn into Executive Session to consider the purchase of real property which, if held in open session, could be detrimental to the Commission's negotiating position.
