Noise Abatement
The Earty Morning Corf1iance award for August was awadad to Nantucket Shuttle.
Island Airlines Caravan
A) Noise Complaints and review of Noise Abatement Incentive Plan
Mr. laForge of Island Airlines called earlier and ~ this issue be tabled until next months Commission Meeting.
Mr. Wheeler reported in the past two months there have been 6 complaints on the Caravan; 3 from the Miacomet area
and 3 from the Airport area.
Mr. Peterson reported the FAA has proWced a book with specific rules on ~ng airlines incentives. After brief
dscussion the Commission tabled tis dscussion till next months Commission Meeting.
B) Landing Fees
Commissioner England reported he researched landng fees and it is highly recommended to use weight as a measure
of calcUation; either gross larKing w8ght or gross takeoff weight cl the mnlacturer. Some airports use a slot system

but this is looked upon negatively by the FAA. West Chester County has eliminated landing fees and has increased
the fuel flowage fee. Commissioner England recommends staying with weight and not adjusting the fees.
Commissioner Atlee asked if the airport can moritor the actuaIlandngs per airline. Mr. Peterson responded if the
airport was a class C yes but ifs not a 100% accurate with our classification We to lack of Transponder -codes" used
by pilots.
Chairman Vaughan would like to have all airlines submit a daily report of landings starting November 1, 2010 and for
Mr. Peterson to perform audits on past months.
Airport debt review
Commissioner Macintyre reported on the Airport's debt service coverage ratio. The airport 00es have CI11)Ie operating
income to cover debt. The rainy day fund in 2009 had $6 million today it is well over $6 million. Commissioner
Macintyre stated financially the airport is capable of undertaking new projects and acquiring new debt

Mr. Peterson reported the RIN 33 Extension was p1esellted to the Capitol Conmittee.
SW Ramp Extension
Mr. Peterson reported the SW Ra11> Extension is in the preIninary stages.

Mr. Peterson reported the FAA is delaying the iII'IBysis cl the ClI18lt tower and proceedng to work on Site 2.
Solar Project
Mr. Peterson reported the conIract with Robert Patterson has been finaIzsd and the project will go ott to I:id soon.
Chairman Vaughan asked COl,I,issioner Maantyre to moritor the solar project.
Replace Apron Flood Ughts
Mr. Peterson reported this will be going out to bid shortly.
Environmental
Mr. Wheeler reported Operations through the end of Septernberwere up %%. There were 101,032 operations year to
date. Enplanernents through the end of Sepember were 163,562 which is down 3% >Mth a few airlines missing. GA
Enplanements through the end of JUy were 163,562 which is down 3% from last year. Freight year to date is 10%
below last year with a total of 1,7 42,6241bs cl freight Cape Air's I'1J1t)ers for freight are missing for August. Noise
complaints are down 37% from the prior year. There were 25 noise complaints for the months of August and 6 for the
month of September.

Operations
Mr. Peterson reported:
. Summer employees are winding down; there was an excellent crew this year much of which is due to the
training from the two supervisors Blaine Buckley and Preston Harimon.
. GA dollar voIlme was up 13% for the summer and overall airport business was up 5%.
. Winter preparations have been started.
Commissioner Macintyre asked how the tenants are doing on their leases. Mr. Peterson responded one tenart is
slowly moving off the lot and one who is behind on rent
