England, Jr. NANTUCKET AIRPORT COMMISSION MEETING August 10, 2010 The meeting was called to Older at 5:02 PM by Chairman E. Foley Vaughan with the following Canmissioners present Vice Chair Sheila O'Brien Egan, Dual A. Macintyre, Jr., and Robert AUee. Absent from the meeting was Cart D. ErVand, Jr. Also present were Aiport Manager AI Peterson, Airfield ~ Jeff Marks, Adninistralive Assistant to the Airport Manager Janina T ClITeS, Fmance Director Tina Srrith, Envirorlllef1tal Coooinator Jack Wheeler, and Adninistrative Coooinator Yolanda Taylor. The meeting took place in the SRE Buiking al13 New SOIJh Road. Chairman Vaughan amounced the meeting was being recorded. The Commission UnaninousIy MISIP ~ cI the JIjy 13, 2010 minutes. The Commission UnaninousIy MISIP ~ of the August 18, 2010 Warrant Noise Abatement The Early Morning Con1JIiance award for JIjy was awarded to Nantucket Shuttle. Island Airlines Caravan A) Noise Complaints and review of Noise Abatement Incentive Plan Mr. V\IheeIer reported there have been 78 noise COf1llBnls year to date ald 24 d the COf1llBnls were for the Caravan. After brief discussion the Canmission decided to leave the Caavan exerTft from the Noise Jlbatsment Incentive Plan for another month but watch the ear1y moming hours and I8Visit at the next Comnission meeting. S) Landing Fees The Commission tabled the c.iscussion of Island Airlines landing fees until the next Commission meeting. Vote to accept $1,061,357 FAA Grant for Teminal BuIding ImpIvvement Phase VI The Commission Unanimously MlSIP to accept $1,061,357 FAA Grant for Terminal Bliklng I~ Phase VII Project Updates A) ARFF Building Mr. Peterson reported permanent paNel' is going in, air condtioning is being instaHed, and the substantial completion date is September 10, 2010 and then a month d punch fist items. There is one change to the ARFF widing instead d a strip d grass there will be pavement Bong the rarTl> side of the building which is a $45,000 dollar change; however, the airport wll be ~ to get this price reclJced by use of the town paving contract B) RfN 33 Extension Mr. Peterson reported the design is underway, the test ctilling is COI'JllIete, and the surveyor has to retum for a ~ of adcitional site confinnations. The project will go out to bid by next March. The runway will have to be shutdown during construction. C) SW Ramp Extension Mr. Peterson reported the envirormental pemilling process has stated and Natt.nI Heritage will be here next week to get started on the stJVeYing. D) Automated Parking Mr. Peterson reported the new parking system is woridng well and the cameras wil be operational soon. Scheid and Bachman wil be here next week and we will acttess the issue in I9g8Ids to rnotoroycIes. Mr. Peterson will look into bigger signs. E) ATCT Mr. Peterson reported the FAA has approved site 2 and signed off on it There wil be a final siting meeting. The District Air Traffic Control has signed off with the stiptJation to add another position which would invdve hiring 4-5 acldtional c0ntr0liers. The analysis for the ClITerlt tower status wi be in the next fiscal year wtich starts in October. F) Solar Project Mr. Peterson reported he met with Bob Patterson who is the consultant for the Town. The project will need 8-10 acres of land and a 20 year lease. FAA has ok'd the project; a 460 has to be filed along with Part 77. The space will have to be declared non-aeronautica. G) AdninistrationlFBO BuikRng Mr. Peterson reported HOC has approved the demolition or removal of the Adniristration buiklng. An RFP will go out in September. The project will need an additional $2.5 million dollars which will require the Airport to go to the 2011 Town Meeting and ask for more money. Chainnan Vaughan would like a memorandJm analysis on the Airports borrowings from the Town at the next Commission meeting. Lease Amendment Discussion - Atlantic Aeolus The Lease Amendnent for Atlantic Aeolus was tabled until next months Commission meeting. Ughling Program Mr. Peterson reported the engineers say "dali( skies" does not provide adequate lighting for ramp safety. Mr. Mali(s stated "dark skies. is not good for 0tJ" rarI1>S Mr. Willauer inquired about the Town lighting ordnance. The Commission befiaves the FAA safety ordnance overrides the Town's ordinance; however Commissioner Macintyre will look into it. A sub-oomrrittee consisting of Commissioner Macintyre will look into and report at the next Commission meeting. Environmental Report Mr. Wheeler reported Operations through the end of JIjy were dcMn 1%. There were 70,502 ~ year to date. Operations are up by 1200 from last year. Enplanements through the end d July were 98,569 which is dcMn 12.69% with Jet Blue, Nantucket Shuttle, and Tradewinds nt,mbers rrissing. GA ElllIanements were 5652 vs 3832 the year before. Freight through the end of July was 345,301 which is down 7.15% from last year. Nantucket Shuttles numbers for freight has not been turned in yet and Wig9ns reported oriy 7 Ibs of freight for the month. Noise ~nts are down 45% fran the prior year. There have only been 21 noise complaints for the month of July and 78 year to date. Chairman Vaughan asked if Nantucket Shuttle is obeying the freight rules. Mr. Peterson will check into it Operations Mr. Peterson reported: . The Airport was tit dling the ligtmng storm. There was 1Ioodng in the basement of the terminal. The water came in through the COI'dit sOOlting down the fire alarm plITl). The dehtmidfier died everything out and that seems to have worked and the system is back on. . National Heritage will be here next Wecilesday; the Airport may have cut down too much brush for the RIW 15133 project The ground up asphalt on the perimeter road will also be looked at . Peggy Fantozzi is consulting for the Airport on environmental work Commissioner Macintyre asked about the SlIJIn8f' Elf11)Ioyees. Mr. Peterson responded they are working out well. Public Comment Mr. Aaherty stated he cotJd go arolIld with Cormissioner MaciRyre and show tim the lights on the raT1> at night Mr. Aaherty aso asked if the heat and cir cordion problems in the Cape Air offices have been cOhssed. (no heat in the winter and no 8r in the SlIJIn8f'). Mr. Peterson stated he tholqd the problem has been fixed. A SI.b-comnittee consisting of VIce-Char Egan wlllook into the siluation and report back to the Commission. Mr. Willauer asked if fuel is purchased dr8ctIy from off island and shipped over. Mr. Peterson stated the Airport has a fuel agreement with Ascent. Mr. Williams asked if the air conditioning in the restaurant has been fixed. Mr. Peterson stated the airport did fix the air conditioning at the restaurant It was MlSIP by the foll<7Ning vote to aqoum into Executive Session to discuss contract negotiations with non-union personnel, not to reconvene into RegUlar Session.
