Chairman Vaughan naninated Sheila Egan as Vice Chair. The nonination was seconded by Bob Allee. With no other nominations, the Cannission Unanimously voted for Sheila Egan to remain as Vtce Chair Noise Abatement The Ear1y Morning Compliance award for June was awarded to Nantucket Shuttle. Theresa MoIinski accepted the award on behalf of Nantucket Shuttle. Mr. Wheeler reported it was the 9" consecutive win for the Nantucket Shuttle. Mr. Wheeler also stated all the air1ines met the 85% compliance mar1< and will receive a 15% reduction in lancing fees for June. Capital Requests Mr. Peterson reported Capital RecJ,Iests are We cbNntown next month. . Our AlP funds are based on enpIanemerlts wtich are down. Mr. Peterson, Mr. Wheeler, and the FAA are putting the final numbers together. Mr. Wheeler is tracking the GA enpIanernents as Mr. Peterson explained GA enpIanernents do factor into the equation for AlP funds. Last year we were at 250,000 ef1JIanements this year will be around 210,000 . Going forth on the thought c:l still getting 2 million dollars AlP funds, the primary project is 15133 - extension which has been started. The engineers and surveyors are on sight. 2nd is the FBOIAdninistration renovation and removal c:l the flat roof buldng. . On the wish list is the environmental work on the South REIll> extension, replacement of a fire truck with a Stryker, and then electrifying the ramp through the FAA Vae Program. Mr. Peterson stated if the ComrTission feels there shoIJd be something acIdecI we need to know in the next C<qlIe c:l weeks. Automated Parking Update Mr. Peterson reported: . Chaiman VaOm asked if Mr. Peterson has heard whether or rd flIIds coUd be used for the renovation of the existing tc7Ner. Mr. f'eterson responded he has not had 8rrf msponse. Chairman Vaughan asked Mr. Peterson to can Valerie Thompson tomorrow. . Clifford WilUams from the tower stated tis boss told him they were coming in September to do the evaluation on the existing tower. Mr. Wdliams will send the EHnaiI to Mr. Peterson which he received with prices for refurbishing the existing tc7Ner' Adninlstrative ornceslFBO Project Update Mr. Peterson reported: . The Administrative buildng is on the agenda with the HOC tonight for a demolition pennit . 30% design set delivered today. The design service contract was sent back to Town Counsel to be reviewed. BII McGtire c:l Nantucket Arohitechn Grolp will need a sV1ed cornet before they ca1 move forward with permits and hiring c:l sutH:ontractors . Mr. Peterson received 2 estimates for the current ARFF bliklng. One is to cIemoIish it and the other is to remove it An RFP will stiU be required. Chairman Vaughan wOOd like to see the buildng removed and not demolished. Mr. Peterson stated the lowest estimE is to demolish and that includes IancJin fees. Chairman . Vaughan also asked when the expected date is for the FBO blildng to be removed. Mr. Peterson responded it will depend on the bids that corne in for the project and whether or not we will be able to afford to do the project. Mr. Peterson originally estimated the project to be $1.5 million however it looks more like $3 million. If the Airport can afford to continue with the project it will be put out to bid in September with a start date c:I mid Novermer. . The Airport is currently advertising for an OPM (Owner's Project Manager) the OPM and the CIerX of Works can be the same person. Solar Project Chris Eaton c:I Sun/ink presented a proposaJ for the Airport to put in a ground mount solar system. Mr. Eaton is with a private COf11)8fly wtich wOOd wid a solar farm in which the Airport would get the energy and SUnlink wOOd get the tax credt benefits. Mr. Eaton stated the solar system would be put on airport property and WOIJd recpre a twenty year lease, some brush would need to be cleared however it WOIJd not penetrate the ~ They wotJd be able to lock in a rate of 3 cents a kilowatt hour for the ten years then it would jlJ11l a little for the next ten years or you could just do a solid 5 cents for the entire twenty years. The airport is paying 18 - 20 cents now. TIis system coUd save the airport belween $170,000 and $300,000 at its maxinlm The airport wWd receive 80 - 90 % of its electricity through the soB system. Cormissioner Macirtyre asked who is responsilIe for the brush cIefnnce and the cost c:l clearing the brush and what would the next step be. Mr. Eaton responded &DR would be respoIlSIlIe for the brush clearing and cost, and the next step is for Mr. Peterson to talk to the FAA The Commission agreed the Airport should pursue ARFF Building Update Mr. Peterson reported: . An issue in the design of the grading near an exit door was found today. They are woOOng on fixing the problem . Mr. Peterson is anticipating Skanlon will ask for an extension and is waiting for a letter. Some time is justified . The bays, kitchen, and elevators are in, the final grading is being done, the final electrical inspection is tomorrow, and the mechanical part c:I the buildng is 85%. Chainnan Vaughan asked about the internal drains. Mr. Peterson responded the drainage problem with the roof has been fixed. Vice Chair Egan asked about the completion date, Mr. Peterson responded the completion date is currently late August Commissioner Macintyre asked if there was going to be a public unveiling, Mr. Peterson responded we will probably combine it with Airport Day which is October 2, 2010. McGrath Hangar Update and Vote on Lease Term Mr. Peterson reported the Commission requested 2 items contingent on a new land lease which was a structural analysis and the 21 E. The 21 E has been done by Mr. McGrath and the structural analysis was performecl by Michelle Cudilo she found no major issues, just some basic age issues and a little rust After brief dscussion the Convnission MISIP to approve the McGrath Hangar sale and a new lease for twenty years with the contingency of a structural engineer evaluation as a concition for a ten year option thereafter. Mr. Peterson responded he has not heard anything from the advertising company. We haYs sold a sculpture and a couple of paintings. The PFC is on in Barnstable and their landng fees have doubled. Public Comment Mr. Arthur Gasbarro stated dsappoinbnent in the Mninistration in regards to questions he submitted regarcing use c:l GPU's. Saneone needs to be responsible for the APU noise and to provide ground power. After brief dscussion Mr. Peterson will check to see if anyone rents GPU's. A memo was sent to the air1ines reminding them c:l the proceclJres in regards to GPU's. Mr. Clifford Williams stated PAC's will not run without power therefore they need to leave the plane running if they are leaving the air conditioning on eel , Mr. Clifford Williams asked about the air condtioning in the restaurant stating it is extremely hot and have had people passing out Mr. Peterson stated it is the responsibility c:l the restaurant to maintain and fix any problems.
