Foley Vaughan with the following Commissioners present Vice Chair Sheila O'Brien Egan, Dual A Macintyre, Jr., David C. Gray, Sr., and Robert Allee. Also present were Airport Manager AI Peterson, Airfield ~sor Jeff MatXs, Acmnistrative Assistant to the Airport Manager Janine T ooes, Rnance Director Tina Smith, Environmental Coordnator Jack Wheeler, and Administrative Coordnator Yclanda Taylor. The Commission Unanimously M/SJP approval d the Decerrtler 8, 2009 minutes and the December 8, 2009 Executive Session minutes. The Commission Unanimously M/SJP approval d the January 20, 2010 Warrant Noise Abatement The Early Morning ConlJIiance award for December was awarded to Nantucket Shuttle. Balbara Settipane and Theresa Mainski accepted the award on behalf d Nantucket Shuttle. Vice Chair Egan asked if Island Airlines Caravan has been included in the ConlJIiance program. Mr. Wheeler responded he is not currently including the Caravan; however, there has not been any complaints concerning the Caravan. 2011 Budget: FinCom Meeting Update Mr. Peterson reported he along with Chairman Vaughan and Tina Smith went to a FinCom meeting to review the 2011 Budget. The Managers house has been deleted from the 2011 budget; however, the Airport is going ahead with the renovations of the Thompson house which will cost around $50,000. This project will go out to bid and advertised and hopefully we can get local contractors. Vice Chair Egan asked what renovations will be made for $50,000, Mr. Peterson reported the Thompson house will need to be brought up to code. The house needs a new roof, deck, plumbing, and electrical. A new septic system was put in last year. Chairman Vaughan stated the Managers house which was deleted from the 2011 budget was primarily his idea. Chairman Vaughan thought long term it was a good idea to be able to offer a new Manager housing if needed; however, FinCom asked if the new Manager doesn't need housing or want to live in Madequecham, what will be done with the house. Based on this, Chairman Vaughan and Mr. Peterson removed the Managers house from the 2011 capital budget A TCT Update - Site review Mr. Peterson reported a siting study has been completed and there is a safety risk management document from the FAA. Mr. Peterson stated there are two acceptable sites Site 8, the old Annex building location and site 2 off of Bunker Rd. In the siting study the only major hazard with site 8 is it blocks the approach to runway 6 and the run-up area to runway 6 during construction. If site 8 is used there would be no possibility for any future expansion. Mr. Peterson asked the Commission to take site 8 out of consideration and declare it unavailable and to proceed with site 2. Commissioner Atlee asked if there would be a difference in price between the two sites. Mr. Peterson responded site 8 would be about a million dollars cheaper due to the connectivity; however, the Airport has the money to do either site. The Airport has approximately 5.8 million dalars. Commissioner Gray asked if site 8 was used would it have to be blast proof. Mr. Peterson responded it wOOd have to be blast proof on either site. Commissioner Macintyre stated he would 6ke to see site 8 used as a viewing area. The other Coomissioners agreed. The Commission unanimously MlSIP to remove site 8 from avaUability and to select site 2 for the new Tower location. Rm 12130 Resurfacing Mr. Peterson reported the Airport is continuing work on 15133 and the design of the taxi way. The design, survey, and engineering is being done 00<<. During construction d 15133, aircrafts will have to use 12130 which is the connecting runway. Chairman Vaughan stated preliminarily the Airport received estimates for 15133 work and the estimates were in the range of 1 - 2 million dalars. Mr. Peterson stated if the work is done under AlP, the 2 minion dollars would have to acktess the safety areas. The runway has a gtdley in it and the erPJironrnental work would have to be done. Mr. Peterson spoke to Victor Petkausk.os d Victor BranOOn who is doing the paving for the state highway (Milestone Rd). Victor Brandon wiD be mobilized for the state highway paving in April. Mr. Peterson asked Victor, who has the Town paving contract, what would it cost to pave the runway. Victor gave the Airport an estimate d $350,000. Mr. Peterson states if the Airport employs Jacobs to do the erVneering and monitor the project to make sure everything is in compliance the total would be $400,000. Mr. Peterson has stbmitted ttis proposal to the Department of Transportation Aeronautics. Commissioner Atlee asked when runway 15133 would have to start. Mr. Peterson responded 15133 is covered on the environmental permit and as long as you continue to wor1c and show progress the Airport is covered. The Airport has this in writing from the Department of Environmental Protection. Mr. Peterson added, under the new GPS procedure you cannot have an approach without a parallel taxiway. Chairman Vaughan asked Mr. Peterson to give a progress report to help keep everyone informed. Commissioner Gray asked if the Airport could repaint the runway or does the paint have to be special paint Mr. Peterson responded he will have to look into this situation. The Commission M/SIP approval to go ahead with R/VIJ 12130 resurfacing. ARFF Update Mr. Peterson reported: . The last base wall was poured today . Steel arriving on January 25th . Steel panels have an eight week delivery time and they were ordered last week. Once the frame goes up a tarp will go on and they can start on the interior. . The projective completion date is late summer . The underground plumbing work has been inspected and passed Terminal Update Mr. Peterson reported: . To combat the cold drafts, the timing on the interior slidng doors and the bi-fold doors were aqusted and Mr. T sprayed Icynene over the doors . Baggage room for TSA has been taken care of . Mr. Peterson stated he will no longer go through Skanska for the litUe ttings the Airport will deal with the situation drecUy . Comnissioner AtIee asked about the long term maintenance program. Mr. Peterson responded he has been looking on 6ne for a program sirTilar to our veticIe maintenance program where you are reminded when a vehicle is due for maintenance ect Mr. Peterson also asked Matt Dunham to research ttis as well. Environmental Jack Wheeler reported operations through December were down 11 %%. There were 127,482 total qlElrations through the month of December. There were 8,117 total opemtions for the month of Decerrtler. Efl>Ianements for the month are down 20.94% with 203,786 total ef1lIanements through the end of December. There were 10,507 total enpIanements for the month d December. GA EflPanements were 694 for the month ci Decerrtler which is up from the prior year. Total Erpanements year to date 18,201. Freight through the end d December was 165,467 which is down 13% from last year. NoisecorT1)laints through the end d December were a total of 182 year to date which is down 84.27%. Mr. Wheeler reported the noise ~ants are usuaRy made Wring the 6 - 7 NJ. hour and the Mid Island area is where they generate from (Nobadeer, Airport). Operations Mr. Peterson reported: . Ascent was down to look at one of the fuel trucks which has a leak and issues with EPA The Airport will get another jet fuel truck in the spring. . Security system with camera's and wireless connection between the SRE Building, the terminal, and gate 8. The Airport is waiting for a quote from Signet. . Canvas flaps to put on the railing in front of the terminal to help with the wind. The tent company was here and took measurement and will give the Airport a quote. . Phase 2 for the area where the old Annex building was is a proposal for shrubbery and a 28 ft Gazebo. Commissioner Macintyre would like to see a dog walking area. Chairman Vaughan would like the Gazebo to be higher if possible. AI will check with the designer. Public Comment Vice Chair Egan asked Walter Flaherty of Cape Air, how the heat in the offices have been working. Mr. Raherty responded everything has been working fine. With few minor problems which were taken care of. It was M/SIP by the following vote to adjourn into Executive Session to discuss Personnel and Lease issues, not to reconvene into Regular Session.
