NANTUCKET AIRPORT COMMISSION MEETING

November 10, 2009
The meeting was called to order at 5:00 PM by Chairman E. Foley Vaughan with the following Commissioners present
Vice Chair Sheila O'Brien Egan, Dual A. Macintyre, Jr., and Robert Atlee.
Also present were Airport Manager AI Peterson, Airfield Supervisor Jeff Marks, MTinistrative Assistant to the Airport
Manager Janina Torres, Rnance Director TIna Smith, Environmental Coordnator Jack Wheeler, and Administrative
Coordinator Yolanda Taylor.

Noise Abatement
The Early Morning COI1liiance award for October was awarded to Nantucket Shuttle.
Matt Gorton accepted the award on behalf of Nantucket Shuttle.
Terminal Update
Mr. Ravins reported:
. The new terminal is 91% complete
. A new punch list was issued from Earthtech last month, as of today % of them have been completed. There
are still a few big issues involving the carpet and window grills. The carpet has arrived and waiting to
coordinate with TSA to get it installed. Mr. Peterson stated the carpet needs to be completed by November
20, 2009.
. The tile in the bathroom has been completed
Vice Chair Egan inquired on the baggage belt not being fully accepted by TSA. Mr. Ravins reported when the baggage
belt was tested by TSA there were 2 defect issues; 1st the opening on the machine is smaller than the belt and a bag
guide has been requested. 2nd there is a 4 1/2 inch gap coming out of the machine which is considered excessive.
ARFF Update
Mr. Peterson reported CC Construction has begun the groundwor1< and has uncovered some organic material at least
six feet down. The Airport is working with Briggs Engineering who is testing the soil and reporting the information to
A TC who did the test boring on which the structural engineer based his design. This matter should be resolved next
week and the footings poured.
JK Scanlan has put up a sign on the fence and HOC has asked for it to come down.
National Grid Easement
The Commission Unanimously MISIP approval for the National Grid Easement for the installment of power to the new
ARFF buildng.
Automated Parking Update
Mr. Peterson reported:
. The split rail fence has been put up, the overgrown brush has been taken out which will enhance safety
. Jacobs is doing the RFP for the construction of the automated system, which will use the same entrance the
Airport has now along with 3 detectors and an arm. There will be 2 exit gates. The Airport has located the
conduits from the old automated system and win use them for the new system.
. The equipment has been ordered and will be installed in January 2010
Chairman Vaughan asked if the split rail fence could be removed for someone to get out without paying. Mr. Peterson
responded the split rail has an overlap and is put in rather tight H<1Never if a person is determined enough they might
be able to take it apart.
Vice Chair Egan asked how the new automated system wiH affect the off season par1Qng. Mr. Peterson responded the
details are still being wor1<ed out but is believed the tokens can be programmed.
Commissioner AtJee asked how the automated system will affect the customers going to the restaurant. Mr. Peterson
reported it won't affect the restaurant customers you 00y haw to pay if you are par1<ed in the par1<ing lot overnight.
FAA-VALE Program
Mr. Peterson reported VALE is a Voluntary Airport Low Enlssions program which is funded by the FAA under the noise
budget. The FAA will pay 95% d the dfference between a carbon vehicle and a low emissions vehicle (hybrid,
electric). The Airport has ordered 2 buses. This program has to go through the Federal EPA and the State
Environmental Department.
Mr. Peterson spoke to Jacobs, the consultant assisting us in the V/JJ...E program regardng buying another GPU. The
consultant explained if the Airport electrified the entire ramp the entire cost of the project would qualify under the VALE
program for 95% funding.
Chairman Vaughan asked Mr. Peterson to look into electrifying the ramp above ground and underground and report
back to the Commission at the next Commission Meeting.
Environmental
Jack Wheeler reported operations through October were down 12.79%. There were 10,372 total operations for the
month of October and 110,921 year to date. Enplanements year to date 182,801 which is down 21%. Enplanements
for the month of October were down 23.69%. GA Enplanements were 1,278 for the month of October which is up from
the prior year. Total GA Enplanements year to date were 16,610. Freight is up for the month of October; however
year to date freight is down with a total of 177,421Ibs. Noise complaints through the end of October were a total of
180 year to date which is down 84%. There have only been7 complaints in the month of October.
Operations
Mr. Peterson reported:
. The summer arrival area has been closed off for the winter
. There will be a meeting with the FAA the 1st week of Oecemberfor a pre-construction meeting for taxiway

· The airport received approval from National Heritage to omit having the management meeting for this year.
. There will be a G-4 on dsplay over stroll weekend.
Mr. Peterson reported at the last Commission Meeting the Commission asked him to speak to Mr. Topham, the A TCT
Chief, about the tower relocation to site 8, A TCT's proffered site. The FAA suggested the Airport follow the order
which is stated in the policy and not meet with the tower personnel.
The Annex buildng has been removed and Mr. Peterson would like to keep that space open for green space or maybe
a gazebo. Chairman Vaughan took a picture of the gazebo in town and will forward it to the Commissioners.
Commissioner Macintyre asked if the tower location has been chosen. Mr. Peterson reported no that is essentially up
to the FAA, however the Airport has the right to take any location out of the equation.
Commissioner AUee inquired on Luxury Media Partners. Mr. Peterson stated he has not heard from them and will
follow up.
Public Comment
There were no audence members wishing to make remarks during Public Comment
It was MISIP by the following vote to aqoum into Executive Session to dscuss Urian Negotiations, not to reconvene
into Regular Session.
